If true - and I'd like to see evidence of it - it wasn't really for Obama to decide that.
If Ukraine wanted to apply for NATO membership it would have been up to them,,,,and NATO as an organisation would decide.
As it happened NATO told Ukraine it had no chance whatsoever of being even considered for membership for at least 25 years.
Of course all that changed the minute Putin decided to invade Ukraine.
Ukraine posed no threat whatsoever to Russia and it was decades away from NATO membership.
