Amnesty International has a long anti-semitic history, and those are only ACCUSATIONS of Israel using white phosphorus against civilians. Israel said it was phasing white phosphorus out back in 2013 and it denies that it used white phosphorus against civilians. Using white phosphorus on a battlefield is not illegal. There has been no "independent investigation".
