The Metropolitan Police have huge experience in controlling and managing large crowds of people of varying types many involving opposing groups intent on confronting each other.
They know exactly how to judge crowd sizes and how to apportion appropriate manpower etc.
No-one has given any sort of evidence or reasoning as to why they would either deliberately or unintentionally under report how many people were at this demonstration.
