Congress can, and good luck. Well at least it would be in their right to do, unlike what the SC did with Roe vs Wade. So this will first go back to the State level unless Congress can get it though the house and 60 votes in the Senate and all that will be a tough nut to crack as they have already tried it and failed.
It is safe to assume it will stay at the State level.
In the meantime, they're coming for contraception next. The Pill, the IUD, Plan B, will become illegal in every state that bans abortion.
