Congress can, and good luck. Well at least it would be in their right to do, unlike what the SC did with Roe vs Wade. So this will first go back to the State level unless Congress can get it though the house and 60 votes in the Senate and all that will be a tough nut to crack as they have already tried it and failed.
It is safe to assume it will stay at the State level.

If abortion were illegal here in Louisiana and my wife was raped and got pregnant, after I beat the guy within an inch of his life and stomp his nuts until there's nothing left, I'd improvise and drive her to the first available state to have a legal abortion.

BTW just using "your" wife as an example, I honestly wouldn't wish that on my worst enemy, but unfortunately it does happen.
This is the slippery slope we are talking about, what happens when it is illegal to travel elsewhere?

If you can't get an abortion in your state should be you allowed to travel to other states?

That is exactly why I want Roe v. Wade relegated forever to the annals of long and best forgotten history! I am a US citizen whether anyone else wants to think so or not. That means I have the right to participate in any discussion over legality in this country. Just because I was born male, it does not follow that I should be prohibited from expressing my opinions on any legal issue this country faces.
If something I see strikes me as wrong, I WILL speak out over it, be it minority rights, abortion, or any other issue I damn well please!
And I want to see the man big enough and bad enough to stop me from having my say. I know he's out there and I know he can do it, but I've never seen anyone even close to that big and bad before, and I'd like to see them one time before I die.
