It is a warning not to escalate, if everyone keeps calm the Government will be replaced by a neutral entity. But of course arming and conscripting all-of-age civilians might mean it gets drawn out, with a lot of bloodsheds before Zelensky emigrates to the USA.

Switzerland said it won’t allow the European Union’s sanctions against Russia to be circumvented locally by prohibiting targeted Russian individuals or companies from opening new accounts with Swiss banks.
“Financial intermediaries in Switzerland are now prohibited from entering into new business relationships” with the latest list of 363 people and four companies announced by the EU, the government said in a statement on Friday. “At the same time, financial intermediaries are obliged to immediately report existing business relationships with these individuals, companies and organizations,” the government said.
GENEVA -- Russia’s invasion of Ukraine has put Switzerland’s much-vaunted neutrality to the test — and along with it, the country's traditional role as international intermediary and reputation as a safe haven for the assets of Russia's richest and most powerful.
The Swiss executive branch stopped short of announcing unilateral sanctions against Russian interests after Moscow’s blistering military action in Ukraine. Instead, the Federal Council opted to fall in line with the European Union and pledge that Russian individuals and companies hit with EU sanctions won’t be able to evade them in Switzerland, which is not one of the EU's 27 member states.
The government said Friday that financial “intermediaries” in Switzerland were now banned from starting new business relationships with 363 Russian people and four Russian companies. Any existing business must be reported to the Swiss economic affairs secretariat. Further steps are under consideration.

A former US ambassador to Russia said Sunday that, after decades in power and intense isolation from COVID-19, Russian President Vladimir Putin is becoming "increasingly unhinged."
Michael McFaul, an Obama-era ambassador to Russia, made the observation during an appearance on NBC's "Meet the Press."
When asked if Putin was a "rational actor," McFaul said: "To get kicked out of SWIFT as it happened to Russia yesterday, and then to have the president of Russia get in front of his generals and say 'We need to prepare for nuclear war.' That doesn't sound very rational to me."
On Saturday, Western nations announced that some Russian banks would be removed from SWIFT, a global financial messaging system.
McFaul, who said he first met Putin in 1991, expressed concern that the Russian leader has believed his own propaganda "for decades."
"Remember, this guy's been in power for 22 years. He doesn't listen to his aides. Even when I was ambassador eight years ago, he was very dismissive of anybody around him. He's out at his compound, doesn't come into town very much, and, under Covid, he's been more isolated," McFaul said.
"I sat in the room with him for five years when I worked in the Obama administration. I speak Russian. I listened to him, and I know what he says — he's increasingly unhinged in the way that he talks about the regime," McFaul added.
MOSCOW, Feb 28 (Reuters) - The Kremlin on Monday accused the European Union of hostile behaviour towards Russia, saying weapons supplies to Ukraine were dangerous and destabilising and proved that Russia was right in its efforts to demilitarise its neighbour.
The West has stepped up arms supplies to Ukraine in order to help it defend against a Russian invasion that Moscow calls a "special military operation" aimed at protecting civilians.
