The DNC at their convention can literally nominate anyone they want.
The DNC and RNC, although considered political parties, are actually privately owned corporations.
They do not have to follow their voter's wishes.

I watched the debate through Timcast, and they said there are people in his party saying he had a bad cold...He had been locked away for a week, he was about as good/bad as he has been for the last year.
