We don't know if the police's method of crowd counting and their algorithm is accurate, that's my point. Because according to wiki and crowd dynamics it can be not only inaccurate but down right impossible to figure it out.

Ok, so if the police get this wrong, the chief constable gets called into the home office and has to explain why they got it wrong. Too many visits like that and the chief constable is out of work. SO as you can tell it is in their interests to get it right.
