With Wagner troops still in Belarus if I were Putin I think another layer of armour on his already armoured train may be a prudent move.

If it was as simple as that, i imagine the man would have been dead long ago.
The logic being if Putin is assassinated, from within or without, then whoever replaces him may well turn out to be even worse.
Then there is the fact that the idea of killing leaders of other nations is not a responsible or ethical approach to resolving conflicts or differences, and can be somewhat problematic a plan apt to backfire rather than succeed, especially so if found out.
