Why would they make a diffrence?
To me it seems fully transitioned are not affected by the ban.
How do you interpret that separation between fully transitioned?

You see how even the chess association can distinguish between diffrent flavors of trans, and consider fully transitioned to keep their title... If they were so simplistic as you try to put it, this would sound very diffrent.
