I totally understand where you are coming from. I have taken the perspective that they have lied to us about almost everything and what we believe is fact may not necessarily be so.
Dr. Malone is not the only one to claim this.

Have you read the book "The Premonition" by Michael Lewis? I covered it quite extensively much earlier. I don't know if you can find that section in these threads.
This involves Joe DeRisi's invention the Virochip and the ability to detect new viruses.

Page 141 "The Virochip, as it was called, was actually a glass microscope slide. Its surface held genetic sequences from every known virus. These sequences, along with the genetic information of living creatures, were stored in a federally funded database called GenBank, inside the NIH. GenBank amounted to a massive gene library, updated every two weeks by scientists all over the world."

Joe DeRisi had quite some interesting experiences with the CDC, especially involving trying to get an original lung specimen which would of course have the original virus. He finally succeeded because of ironically the potential of the Virochip.
This brings in the Chan Zuckerberg Biohub who I suspect had some influence about his success at obtaining an original specimen.
Weirdly the CDC sent it in a cardboard FedEx box on a Saturday to a lab on a university campus that would naturally be closed. Almost as if they didn't want him to have it because his Virochip would have shown that the original virus had been tampered with ie gain of function. So if the sample was spoiled, oh well.
