These seems to be some older hippies that came out to support free and fair elections and when this photo was taken they were under duress, medical crew in the background, Rasta Santa Gandalf is reaching out on the phone to someone and his Lady looks miserable, however not sure a Krak-Ho would be taking such good care of that dog !
