Starstreak is a complex weapons system and requires special training to learn how to use them and be effective. This means they have to send people to Ukraine to train them or have Ukrainians come to them to train, then go back to train others. That all takes time.
It would be like if they gave them M1 tanks. They could probably figure out how to run them on their own but they would be easy target practice for the enemy more than a threat to the enemy.

He was still supporting his forces where they were.

KYIV, Ukraine—Ukrainian forces are seeking to roll back Russian gains as Moscow shifts its focus to controlling a swath of the country’s south and east.
Ukrainian forces said Sunday they drove Russian troops out of Trostyanets, in the northeast near the Russian border, potentially opening a road to the provincial capital of Sumy, which is encircled by the Russians.
Western officials see signs that Russia is consolidating its position to regain the offensive, and Ukrainian President Volodymyr Zelensky urged the West to provide his army with the heavier weapons it needs to fight the better-armed Russian military.

German chancellor Olaf Scholz said on Sunday the country is considering purchasing a missile defense system to defend itself from a possible Russian airstrike, Reuters reported.
Scholz told German media outlet ARD on Sunday about the potential purchase of a defense system similar to Israeli's Iron Dome.
"This is certainly one of the issues we are discussing, and for good reason," Scholz told ARD.
"We need to be aware that we have a neighbor who is prepared to use violence to enforce their interests."

he Russian force in Ukraine probably includes two dozen generals who act as commanders and deputy commanders for the dozen or so combined-arms and tank armies the Kremlin has committed to the war.
In a month of bitter fighting, the Ukrainians have killed at least seven of those generals, along with an equal number of senior colonels. It’s a startling death toll — like something out of World War II. And it probably has resulted in days-long disruptions to the operations of front-line armies.
But killing Russian generals with snipers, artillery and drones alone won’t end the war, even if the Ukrainians keep killing them at the current rate for months. That’s because eliminating senior leaders almost never actually cripples an army, insurgency or cartel. There always are junior leaders who are eager to replace their late forebears.

Russia intends to split Ukraine into two nations, similar to North and South Korea, Ukraine's military intelligence chief said on Sunday.
A local leader in the self-proclaimed Luhansk People's Republic in Ukraine said on Sunday the region could soon hold a vote on joining Russia. Kyrylo Budanov, the head of Ukrainian military intelligence, said in a statement the vote is "an attempt to create North and South Korea in Ukraine" and predicted the Ukrainian army will push back against Russian forces, according to Reuters.
"In addition, the season of a total Ukrainian guerrilla safari will soon begin," Budanov said. "Then there will be one relevant scenario left for the Russians, how to survive."

The 35-year-old Sao Paulo man quit his job as a military police officer to travel more than 11,000 kilometers (nearly 7,000 miles) and join Ukraine's fight against the Russian invasion.
"I identify with the cause, with the Ukrainian people who are suffering the injustice of a foreign aggressor," said Saulo, who asked that his last name not be used for security reasons.
"And I want to help avoid World War III," he told AFP, laying the items on his short packing list out on his bed alongside his black duffel bag.

Although President Jair Bolsonaro has said Brazil will remain "neutral" over the conflict -- drawing criticism in some quarters -- hundreds of Brazilians have taken steps to go fight in Ukraine.
