On November 12th Vladimir Putin signed the Law “On the Withdrawal of the Declaration Made upon the Ratification of the Additional Protocol to the Geneva Conventions from August 12th 1949, Relating to the Protection of Victims of International Armed Conflicts”.
This was reported on the website of the President of the Russian Federation.

The Federal Law proposes to withdraw the declaration made by the USSR upon the ratification of the Additional Protocol to the Geneva Conventions of August 12th 1949 and relating to the Protection of Victims of International Armed Conflicts (Protocol I), adopted at Geneva on June 8th 1977.
The Supreme Soviet of the USSR ratified Protocol I on August 4th 1989, stating that the Union of Soviet Socialist Republics, in accordance with article 90, paragraph 2, of Protocol I, recognises ipso facto, without special agreement with respect to any other High Contracting Party accepting the same obligation, the competence of the Commission (Paragraph 1 of Resolution No. 330-1 of the Supreme Soviet of the USSR from August 4th 1989).
The following circumstances served as the basis for the withdrawal of the statement of competence of the commission.
The Commission has not actually performed its functions since 1991. There is no Russian representative in its composition. At the same time, the Russian Federation pays an annual contribution to the commission’s budget. In addition, in the current international environment, the risks of abuse of the commission’s powers for political purposes by unscrupulous states increase significantly.”
MOSCOW (Reuters) - Russian President Vladimir Putin has revoked an additional protocol to the Geneva Conventions related to the protection of victims of international armed conflicts, a Russian parliamentary website cites a letter from him as saying.
The Additional Protocol I to the 1949 Geneva Convention was ratified by the Soviet Union’s Supreme Council, or parliament, in 1989.
Putin’s letter, dated Oct. 16 and addressed to the speaker of lower house of parliament on the “recall of the statement made at the ratification”, said an international commission, set up in order to investigate war crimes against civilians, “has effectively failed to carry out its functions since 1991”.
“In the current international environment, the risks of the commission’s power abuse by the states, which are acting in bad faith, are increasing significantly,” says the document cited by the website that documents laws proposed and passed by the Russian parliament.
It also said that there was no Russian representative on the commission, while Russia has been regularly paying its fees.
March 10 (Reuters) - Russia will no longer participate in the Council of Europe, the TASS news agency quoted the Russian foreign ministry as saying on Thursday.
The ministry said in a statement that NATO and European Union countries were undermining the European body designed to uphold human rights, rule of law and democracy.

United Nations – Russia hastily called a Friday morning U.N. Security Council meeting late on Thursday evening to discuss in open debate what it called "the military biological activities of the US on the territory of Ukraine" — leading the Biden administration to immediately denounce it as a "false flag effort."
In a comment sent to CBS News, Olivia Dalton, spokesperson for the U.S. Mission to the United Nations, said, "We're not going to let Russia gaslight the world or use the UN Security Council as a venue for promoting their disinformation."
"Russia has a well-documented history of using chemical weapons and has long maintained a biological weapons program in violation of international law," Dalton said, adding, "Russia also has a track record of falsely accusing the West of the very violations that Russia itself is perpetrating."
"This is exactly the kind of false flag effort we have warned Russia might initiate to justify a biological or chemical weapons attack," she said.
The Friday meeting was announced by Russia's Deputy U.N. Ambassador Dmitry Polyansky in a tweet linking to the Russian Ministry of Defense, claiming analysis of documents about U.S. "military biological activities" in Ukraine, with a half-dozen documents attached with graphs and charts.
