I believe it was taken at the Army-Navy game. There is someone in uniform standing to his left with a military style hat in the person's right hand. Could be a control room for the game. The uniform looks possibly navy.

maybe but It looks like the stage and people fit to well into the dimensions of a monitor and the top and bottom are to perfectly horizontal to be a stage . Then you have those two pipe looking things. Why would the pipes be there in the backdrop which are typically covered in curtains or more decorative materials?

Dunno, I was wondering that too but couldn't see anything clearly when I blew it up. So far I think I agree with, it's a monitor, but no clue what that is unless it is a movement artifact? /shrug no clue honestly
