If so, then does it mean that underwater represents the swamp; where they can hide their words and actions... but once out of water they are easy prey?

I thought it was weird how the police at the scene were so concerned about ammo "cooking off" right after the blast, they kept everyone out. Seems like a cover story to buy some time and space for covert ops.

Could be both but I agree with what you are saying. My initial take on it was how he was in the dark and the crowd out there is in the light and he's reaching out to us kind of in the way you describe. Which was sad to think about since it sums up how he has to descend into and exist in the darkness to fight for America so symbolically (Q-related or not) that stood out to me.

Why wasn’t HRC prosecuted for the emails? Put simply, Obama ultimately OK’d by using the non govt email addy to communicate w/ Clinton. Obama also had an alias along with each of his cabinet members. Therefore indicting HRC would lead to indicting Obama & his cabinet etc which could never happen. Remember he lied about knowing but that ultimately came out in the dump. Poof!
