The site you posted stated that officers are directed to use PS in 1 second bursts unless in direct harm...that is not true. Even for corrections officers entering into a cell for extraction a 2-3 second burst is utilized and guidelined. And even if that was the case he went down the line and contacted each person for less than a second.

When students covered their eyes with their clothing, police forced open their mouths and pepper-sprayed down their throats. Several of these students were hospitalized. Others are seriously injured. One of them, forty-five minutes after being pepper-sprayed down his throat, was still coughing up blood.

Not to mention things like non-menthol based pain reliever creams? Everything has side effects for some small section of the population.
