I think it has been that way since 2001, except for the holidays when they want people to spend money on Chinese-made consumer goods to boost economic numbers.
What agencies have ruled out a plane?
As the video shows...one contrail...in the busy southern California sky.

You guys, trust me, if this was something huge or exploitable, then we would be on full on red alert. It was probably a test, and the military doesn't have to speak or inform the lower commanders anything. Its best not to worry about this too much, IMO.

Strange Booming Noises heard in Florida ATS
Loud Booming noises in North Carolina ATS
So what if a country or group is launching ICBM's to US and we are attacking the incoming missles with top secret patriot type missles? You got loud noises in Florida and NC.. Missle launches going off in AZ and CA and am I dreaming or was someone saying a missle launch in Key West, FL? Bright light meteors going off in Canada???
Or perhaps it is the US showing the other countries a new technology that protects us from ICBM's? It is just amazing that all this is happening! Not good stuff

Looks like a jet contrail to me. A missile gets going quite a bit faster than that.

A trail lit up the western skies across Southern California on Monday evening and many speculate a missile was launched from behind Catalina Island. However, Southern California's top meteorologist Kevin Martin from the Southern California Weather Authority states it was nothing but a contrail from an airliner.
"We see this often when the flights come at the right time, however some people are just out to witness it at the right time", says Martin. "We had strong winds up there as well as really cold temperatures from a passing storm system. This also had an area of upper level moisture at 250 to 200mb, where airliners fly".
Martin described the event as too slow for a missile launch.

Thoughts?
Jack Bauer will sort it out, dont worry
The idea that it’s a missile launch comes from three misconceptions.
Firstly that the trail is vertical – it’s not, it’s a horizontal trail, at around 32,000 feet (about six miles)…
Secondly there’s the misconception of direction, that it’s flying away from the viewer, when it’s actually flying towards the viewer. This is because the “base” of the contrail seems wider than the tip. Perspective tells the brain that this mean the base is closer. But actually you can see the base has been greatly spread by the wind…
Thirdly there’s the idea that it goes all the way down to the ground. Now that might be true if the Earth was flat, but the Earth is round, and things go beneath the horizon eventually, no matter how high they are. A plane 200 miles away but five miles up is always below the horizon.
"The FAA ran radar replays of a large area west of Los Angeles based on media reports of the possible missile launch at approximately 5 p.m. (PT) on Monday. The radar replays did not reveal any fast moving, unidentified targets in that area," said FAA spokesman Ian Gregor. "The FAA did not receive reports ... of unusual sightings from pilots who were flying in the area on Monday afternoon.
"The FAA did not approve any commercial space launches around the area Monday," he added.
