It's a policy to basically knock the doors down of criminals who host illegal pirated goods that infringe the copyright of an artist or company.
Nothing will change that much, seriously, Ive been keeping an eye on the whole Internet2 thing for a long time now, only a slight change will happen. That change will just mean that more people will have to learn how to use Linux, UNIX and also learn how to use Newsgroups, Internet Relay Chat (IRC), setting up seeding boxes, compiling a program from binary and general oldskool hacking methods.

The Internet is anonymous and there is no headquarters for the Internet.
I find it laughable that the feds and all these corporate figures think they can stop copyright infringement on the Internet, you can't, you just can't its impossible.
If the worst scenario was our ISP's only allowed us on certain IP addresses (HTTP servers etc), then people would be dealing pirated files on the street corners.
