I read the bill, and it seems like this is directed towards copyright infringement. They aren't really censoring anything yet except pirating. But it does set the stage for the next step, which is censorship of anything they want. Like being one of those "racist/terrorist" tea partiers.
This means no more free music on youtube including those anime amvs and movie amvs created by the fans and this also means no more free viewing mangas, comics, free flash web based games, no more downloading.
