BRUSSELS, Aug 12 (Reuters) - NATO said on Tuesday that its April summit pledge that Georgia will one day become a member of the alliance still stands, despite fighting with Russia over the breakaway Georgian region of South Ossetia.
Secretary-General Jaap de Hoop Scheffer said the U.S.-led military alliance awaited confirmation on the ground of Russia's order to cease military operations, but that was not enough and the situation must revert to the status quo was before clashes began on Aug. 6.
"I think that the Bucharest communique stands. The allies have said in Bucharest that one day Georgia will join NATO," de Hoop Scheffer told a news conference after NATO ambassadors met Georgia's ambassador to discuss the crisis.
Georgia had made a number of requests to NATO for assistance, which the allies agreed to consider urgently, he said, reaffirming that Moscow's use of force had been massive and disproportionate.
But he added: "NATO is not seeking a direct role or a military role in this conflict."
Russia is fiercely opposed to Georgia's aspirations to join NATO, which would take the Western military alliance right up to its southern border. Many analysts believe that was one of the key causes of this month's fighting.
Moscow requested on Monday an emergency meeting of the NATO-Russia council to discuss the crisis, but after initially saying it could take place on Tuesday, NATO said it required more preparation.
De Hoop Scheffer said the 27 NATO allies stressed Georgia's sovereignty and territorial integrity must be respected.
"It is very important that all parties go back to the status quo ante, that is as it existed on Aug. 6," he said.
Earlier, Russian President Dmitry Medvedev announced he had given the order to halt military activities in Georgia after achieving Moscow's objectives of punishing what he called Georgian aggression in South Ossetia.
Georgian Foreign Minister Ekaterine Tkeshelashvili had planned to attend the NATO meeting in person but was forced to cancel the trip because of the situation in Georgia, a spokesman for the Georgian embassy said.
"None of the ministers are able to leave the capital right now," the spokesman said.
The fighting began last week when Georgia, a close U.S. ally, launched an offensive to retake the Russian-backed rebel region, which broke away from Georgian rule in 1992. Moscow responded with a huge counter-offensive.
French President Nicolas Sarkozy, current holder of the European Union presidency, spearheaded an international peace mission on Tuesday to try to halt the five-day-old Caucasus war, which has rattled world oil markets and unnerved the West. That's what people said on friday, saying, "By next week, this will be totally forgotten and resolved." Well, it's already Tuesday and its not over yet. No one as far as I'm concerned should be saying what the duration of this will be, unless they have a crystal ball No one knows.

RUSSIA'S MEDVEDEV SAYS PEACE PLAN INCLUDES START OF INTERNATIONAL DISCUSSION ON STATUS OF GEORGIAN REBEL REGIONS
MOSCOW/TBILISI (Reuters) - Russian President Dmitry Medvedev ordered a halt to military operations in Georgia on Tuesday but Tbilisi cast doubt on the announcement, saying Russian fighter jets had just bombed two villages.
Georgian Prime Minister Lado Gurgenidze told Reuters he wanted more evidence of a Russian ceasefire.
"Despite the Russian president's claims earlier this morning that military operations against Georgia have been suspended, at this moment, Russian fighter jets are bombarding two Georgian villages outside South Ossetia," Gurgenidze said.
Russia's Defence Ministry dismissed the allegation as an "information provocation", adding that Georgian guns continued to pound its positions in South Ossetia.
Georgian President Mikhail Saakashvili has announced his country is to leave the Commonwealth of Independent States (CIS), an alliance of former Soviet republics. It follows Dmitry Medvedev’s order to end Russia’s military operation in Georgia.
Saakashvili made the announcement during a rally in the capital Tbilisi. In his speech he called on other countries in the union to leave the organisation.
"We have decided that Georgia will leave the CIS,” he said. “We urge Ukraine and other countries to also leave the Commonwealth of Independent States, which is dominated by Russia".

WASHINGTON (AFP) — The US military was surprised by the timing and swiftness of the Russian military's move into South Ossetia and is still trying to sort out what happened, a US defense official said Monday.
Russian forces surged into the breakaway region last week after weeks of clashes, threats and warnings between Tblisi and Moscow which culminated August 6 in a two-day Georgian offensive into South Ossetia.
That the two countries were on a collision course was no surprise to anyone, but the devastating Russian response was not expected, officials said.
"We were tracking it earlier in that week and we knew that things were escalating," said a military official, who asked not to be identified. "I can tell you it moved quicker than we anticipated that first day."

MOSCOW, Aug 12 (Reuters) - Russian President Dmitry Medvedev on Tuesday slammed Georgian leader Mikhail Saakashvili, saying he had acted as a "lunatic" and had lied about a ceasefire during a conflict over South Ossetia.
"You know, lunatics' difference from other people is that when they smell blood it is very difficult to stop them. So you have to use surgery," Medvedev told reporters after talks with French President Nicolas Sarkozy.
"As for claims by the Georgian president that the ceasefire has been observed for two 2 days, that's a lie. Georgian forces continued to fire at peacekeepers, unfortunately people were killed yesterday. .. There was no ceasefire from the Georgian side." MOSCOW - Russia's president has agreed to a proposal calling for both Russian and Georgian troops to move back to their initial positions and stop fighitng. Georgia has not yet agreed to the plan, which also calls for the beginning of international discussion on future status of Georgia's breakaway provinces and ways to ensure their security.
The plan endorsed by Dmitry Medvedev and his French counterpart Nicolas Sarkozy demands that the parties ensure the free access for humanitarian assistance.
After his talks in Moscow, Sarkozy will be heading to the Georgian capital with the proposal.

"Our peacekeepers are continuing to perform their duties and will continue to perform their duties because they are a key factor for upholding security in the Caucasus," Medvedev said at a news conference with French President Nicolas Sarkozy.
"That has been the case and that will continue to be the case," Medvedev said.
