Hamas, an acronym for Harakat al-Muqawama al-Islamiya (“Islamic Resistance Movement”), was founded by Sheikh Ahmed Yassin, a Palestinian cleric who became an activist in local branches of the Muslim Brotherhood after dedicating his early life to Islamic scholarship in Cairo. Hamas came out of the Muslim Brotherhood and was 'established' as an entity of it's own in 1987 when it wrestled control away from the PLO and it fought against Palestinian Islamic Jihad for control of the West Bank and Gaza.

The South African government on Monday called on the International Criminal Court to issue an arrest warrant for Israeli Prime Minister Benjamin Netanyahu by mid-December.
Minister in the Presidency Khumbudzo Ntshavheni said it would signal a "total failure" of global governance if the ICC does not do so.
"The world cannot simply stand by and watch. The global community needs to rise to stop this genocide now," said Ntshavheni.

No that is no true, that phrase that "Israel created hamas" is due to the fact that when hamas was taking hold in Gaza Israel did not do anything to stop them to get to the point they are today, that is where the phrase is rooted on.
Historically Hamas was a movement that were created by the Muslim brotherhood and that is history, the first is just an opinion.

“On average, we would expect there to be about nine [anti-Semitic] incidents for the period October 7th to November 15th. Thus far, we have recorded well over 80 for the same period, with more being brought to our attention all the time,” the SAJBD said in a statement.
