Children themselves while growing discover all on their own at some point they have primary sexual organs, before they themselves have any 'real sexual concepts', which is something required to develop a sexual identity.
To inform them early that those who feel a little different are also accepted is not abuse.
Forcing your child to wear dresses, or be tough and never cry, or fit into YOUR(lol) concept of sexuality on the other hand is abuse.
