This balloon, thing is very reminiscent of the 1917 Airship sightings in Salt Lake City Utah. This is to a great breakdown of the event in PDF form by Dr. Richard B. Spence.

While that summery of events is a fun read, the big take away was that this air ship event was also one of the FBIs first cases and they ended it not by figuring out what the airships were or who was operating them, but instead by inditing their own agent and ending the case.

These current balloon shootings seem to be heading in that same direction, no solutions as to who is behind them but instead an investigator will be going down as the scapegoat.
