Apparently Russia believes they should be able to attack Ukraine from the safety of their borders without Ukraine being able to defend themselves.
The Islamic State (IS) Northern Caucasus branch, Wilayat Kavkaz, likely conducted a complex and coordinated attack against churches, synagogues, and law enforcement structures in the Republic of Dagestan on June 23.
The Russian Ministry of Defense (MoD) accused Ukrainian forces of conducting a short-range ATACMS strike against occupied Sevastopol on June 23.
Ukrainian forces struck a Russian motorized rifle regiment command post in Nekhoteevka, Belgorod Oblast. The Ukrainian General Staff reported on June 23 that Ukrainian Air Force elements and other Ukrainian units conducted the strike on an unspecified date (likely recently) and caused secondary explosions at the target site.
Russian forces recently seized Shumy and advanced near Donetsk City and Robotyne.
A video appearing to show a wounded Russian soldier being shot dead by another Russian soldier shows the "brutal culture" of Moscow's armed forces, says a US-based thinktank.
Footage shared widely on social media over the weekend shows a Russian soldier injured by a drone strike, motioning to another solider for help.
Instead, the other solider kills the wounded solider with a gunshot fired at point blank range.
He does this instead of attempting to check the soldier’s injury, attempting treatment, taking his identification tags, or attempting a casualty evacuation, said the Institute for the Study of War (ISW).

It's all part of Putin's propaganda strategy.

Looks like Russia is more upset with the US at the moment.
If the experts are right that Russia is intentionally putting civilians at risk with this strategy, then Russia is more to blame than Ukraine for the civilian deaths which result from this tactic.
Russia is likely placing military facilities near civilian areas in Crimea to try to deter further Ukrainian strikes, military analysts said.

23 June Update
"The Islamic State (IS) Northern Caucasus branch, Wilayat Kavkaz, likely conducted a complex and coordinated attack against churches, synagogues, and law enforcement structures in the Republic of Dagestan on June 23."
The European Union (EU) adopted its 14th package of sanctions against Russia on June 24, including new restrictions against Russian funding to political parties and other "opinion-forming" organizations and Russian state media broadcasts within the EU.
The EU approved a first tranche of up to 1.4 billion euros (about $1.5 billion) in military assistance for Ukraine from the proceeds of frozen Russian assets.
Ukrainian President Volodymyr Zelensky replaced Joint Forces Commander Lieutenant General Yuriy Sodol with Brigadier General Andriy Hnatov on June 24.
Ukrainian forces recently regained lost positions near Vovchansk and Starysta, and Russian forces recently advanced near Siversk and Toretsk.
Or he'll just blame it on the English as usual.
The ICC judges said the two men were suspected of committing war crimes and crimes against humanity during the war in Ukraine.
The court said there were grounds to believe that Mr Shoigu and Mr Gerasimov bore individual criminal responsibility for attacks on civilian targets between October 2022 and March 2023.
They're accused of ordering the assaults or failing to control the forces under their command.

Ukraine has been having territory inside their border struck for years now.
Is Ukraine just supposed to take the licks and not hit back?
If Russia shoots some of those down and they land elsewhere it’s not like the Ukrainians aimed it there.
