How can Ukraine be neutral or independent whilst Putin attempts to annex and claim a significant percentage of the nation as his own?

In that situation regardless of any percentage those referendums can never be valid.

Be lucky to get 96% of people to agree that water is wet never mind who holds sway over their everyday lives.
