There are S-400 at Sevastopol which covers Odessa air space. If Ukraine tries to use anti sub helicopters they get shot down. Unless America gives Ukraine Tomahawk cruise missiles to take out S-400 in Sevastopol.

What it did was allow Voice of America to give content to local media upon request. This means say a local paper wants to do a story on something written on VOA they can request the sources and use the material without having to pay them since it was provided with taxpayer money. If you believe what Western News is saying about how Russian forces are doing that may make sense.
But, if you remember that The Smith-Mundt Modernization Act passed in 2012 legalized our government to not only target foreign nations with propaganda but US citizens as well. They can do so through any media source. They can pay media companies with our tax dollars to push a narrative and keep it confidential under the cloak of national security.
If you remember that, then you may want to consider that the info you are being told is not the entire truth or possibly outright lies.
