Question:
Russia is one of the most sanctioned countries in the world. How long can you sustain?
Sergey Lavrov:
I don’t think we are thinking in the context of sustaining. Sustaining means, you know, you sustain, you take some hardships, and hope that, sooner or later, this would be over.
Russia has been under sanctions all along – Jackson–Vanik, then it was repealed, but Magnitsky Act was introduced, then we were punished for the free vote of the Crimeans, we were punished for supporting those who were in favour of keeping the Minsk agreements, but the Ukrainian government did not want them to get what they promised, and so on and so forth.
So, now we have come to a very straightforward conclusion. We cannot rely on our Western colleagues in any part of our life, which has strategic significance, be it food security, which we managed to ensure ourselves after 2014, be it, of course, defence, and be it some strategic sectors where high-tech is developing and indicating the future of the mankind. We did not have time to achieve self-sufficiency in all these areas, but in most cases, we resolved this issue. Of course, we are open to cooperation with all other countries who do not use illegal, illegitimate unilateral measures in violation of the UN Charter.
India is among those. We cooperate bilaterally. I visited a couple of months ago, and we cooperate in many international organisations.
Question:
Speaking of India, India is under immense pressure to sever ties, to cut down imports of energy, of fuel, but India has stood its ground. In terms of reliability, is there a concern that India should have with regards to the kind of defence cooperation both countries have? Could there be delays in deliveries of critical weapons systems that India is buying from Russia, such as the S-400s? What is the conversation you have been having with New Delhi on this ground?
Sergey Lavrov:
India is our very old friend. We called our relationship a long time ago a strategic partnership. Then, about 20 years ago, the Indian friends said: why don’t we call it a “privileged strategic partnership?” Sometime later, they said that this was not enough. Let’s call it “especially privileged strategic partnership.” This is a unique description of the bilateral relations between India and Russia.
With India, long before all this became such a hot potato, we supported Prime Minister Narendra Modi’s concept “Make in India” and we started substituting simple trade with local production, shifting production of the goods needed by India on your territory. It was for quite a number of years already that we have been promoting the use of our national currencies in settlements between the governments of the two countries.
We promoted national information systems, transmission systems, like SWIFT. You have your own, we have our won. They are being used more and more. Payment cards: we have MIR, you have RuPay. They are mutually supportive. It is not, you know, a huge percentage, of the overall volume of trade, but it is steadily growing. On defence, we can provide anything India wants. Technology transfers in the context of defence cooperation are absolutely unprecedented for any of India’s outside partners.

According to reconnaissance reports, AFU units concentrated ammunition, military equipment and weapons at a camouflaged airfield to supply a group of troops. This was confirmed by technical reconnaissance equipment, after which a multiple-launch rocket launcher unit attacked the depots.
The Smerch multiple-launch rocket launcher, having been tasked with destroying armament and ammunition depots, loaded rockets and moved to a firing position. The soldiers accurately calculated the position of the target and fired the salvo.
After completing the mission, the launchers changed positions at maximum speed, carried out successive launches at the targets and left the area.

Why are you posting endless Russian state sponsored propaganda?
It's all bs, you know.
They are deliberately targeting residential areas and flattening them.
Same tactics that we saw in Syria, etc.

UK is funding anti-Russia propaganda and hired guns
Not long ago, the British Embassy in Moscow sent a note to the Russian Foreign Ministry stating that its diplomats are unhappy with what we are saying about them. I would like to thank my British colleagues for the feedback. We learned our lesson and decided to continue.
We are delivering on our promise to London to satisfy the Russian people’s interest in the cases of Britain’s interference in Russia’s domestic affairs and illegitimate projects funded by the British that are aimed at not only splitting our society, but also pitting our neighbours against us through the “fight against Russian propaganda and aggression.” There are several messages that, against the general background, could pass as just another piece of news, but only for those who are not following the events.
In late March, the British government announced in a press release that it would make over £4 million available to the BBC media giant to wage an information war against Moscow. Specifically, the funds will be used to finance the BBC’s Russian and Ukrainian services and to “counter disinformation about the war in Ukraine.” According to the source, these costs will be covered by the British Foreign Office and the Department for Digital, Culture, Media and Sport. Additional funding for the BBC will be part of an updated package of measures to support Ukraine which Prime Minister Boris Johnson will announce at the NATO and G7 summits.
The BBC is thus obtaining a propaganda contract publicly and directly from the British state treasury. It remains only to change the nameplate to “BBC by Foreign Office.”
The concern is already working under the corresponding instructions, which can be seen, for example, from the coverage of the Tochka-U rocket strike at the railway station in Kramatorsk, which is a great example of “fighting” the propaganda. This British media outlet stopped mentioning the tragedy right after the missile serial number showed that it had been fired by the Armed Forces of Ukraine. That's all there is to journalism paid for with the money from the British government. RT and Sputnik journalists working in the West are denied the right to a profession and are called “propagandists” without any grounds. Now it's clear why. It’s because they are covering for real propagandists such as the BBC and the like.
Previously, the concern acted as a contractor for the Foreign Office in a more “discrete” manner. We only learned about this from leaks or materials obtained by hackers, among others.
Britain has allocated a sizable amount of money to carry out its plan of information expansion that was published a year ago by Anonymous. According to the budget sheet, almost £9 million (about $12 million) were to be spent on the project and related grants over the span of two years (from March 2019 to March 2021). London was getting ready itself and preparing its underlings in advance.
Another document contains questions and answers for a group of junior executors of the project, that is, Ukrainian journalists. It argues that most of the budget allocated by London will be used to finance Ukraine’s state television broadcasting. “Keep focus on the public broadcaster. Timescale this FY is really tight,” reads one of the 2018 documents.
At the same time, the overseers of the project are particularly concerned about confidentiality. One of the leaked documents covers security and secrecy. “No unauthorised disclosures of activity on this work... For security reasons, some grantees will not wish to be linked to the UK Foreign Office. It should be noted that the Programme Team would prefer the programme documents do not end up in the Russian media. We know that they are following us,” the document says. Apparently they saw it coming. Now, it has become part of a single information space, which, despite the collective West’s attempts, cannot be completely choked off.
Moreover, undercover dealings with the Ukrainian media were just a part of London's comprehensive Russophobic programme in this area. The media found out that the British Conflict, Stability and Security Fund, sponsored by the UK intelligence community, which we mentioned earlier, provided Ukraine with 61.3 million pounds in four years (about 6.7 billion roubles). Among other things, the money was used to fund the military reform and the training of Ukrainian military personnel.
.................................
In conclusion, I would like to return to our domestic admirers of the generous British grants. The Underside website continues analysing the conduct of those who got into London’s humanitarian networks, for instance, the participants in the Chevening project (aimed at selecting talented young people in our country and bringing them to study at the UK educational institutions). Russia’s special military operation in Ukraine has been a litmus test that showed how many of those who studied there feverishly rushed to follow the Foreign Office’s guidelines one after another.
We hope they realise that most likely Britain has already written them off as used propaganda material. There could be only one goal behind this exposure of its personnel in Russia: to show for the Western media the large-scale reprisals of the pro-Western youth by the authorities. In just one moment, they leaked information about all those they had trained and inspired in Ukraine and exposed the recipients of their grants in Russia. They are no longer needed by anyone in the United Kingdom. This is the issue of methodology.

The situation in Mariupol has normalised. Residents were able to move freely through the streets without having to hide from Ukrainian Nazi shelling.
Humanitarian aid is delivered: food, water and basic necessities. Authorities of the Donetsk People''s Republic are organising the clearing of streets from rubble and the removal of damaged Ukrainian military equipment.
All remnants of the Ukrainian Azov Nazis, together with foreign mercenaries from the US and European countries, are securely locked inside the Azovstal plant.
Our demands that the women and children allegedly with them be released to travel freely in any direction are ignored by Nazis.
The procedure for civilians, if there are any, to leave Azovstal for further evacuation is reported to the Nazis every hour. This information is also reported to representatives of the Kiev regime through Deputy Prime Minister Vereshchuk.
The holding of civilian hostages, if there are any, by the Azov Nazis and foreign mercenaries proves that they are not "defenders" but complete terrorists.
In this regard, the US State Department spokesperson's attempts to lie about the Nazi allegedly keeping control over Mariupol are a fake and a direct abetment of terrorists at a high state level.
The State Department is habitually misinforming its own citizens, and everyone else.
Ukraine itself, its inhabitants in Mariupol and other cities, Washington is interested only in the profits from arms supplies and the fight against Russia at least "to the last Ukrainian", as all its proxy states repeat behalf of the State Department.

Specialists of the engineering troops of the Armed Forces of the Russian Federation during a special military operation took control of the arsenal of the Armed Forces of Ukraine with an area of several hundred hectares in the Kharkov region.
The Ukrainian Armed Forces abandoned the arsenal with warehouses with thousands of tons of ammunition, including cannon artillery, mortars, multiple launch rocket systems, air defense weapons and small arms.
The warehouses, in particular, store ammunition for multiple launch rocket systems with cluster warheads. It was with these that the Armed Forces of Ukraine shelled residential areas of settlements, constantly endangering civilians.
In addition to Soviet-made ammunition, Western-made mines and shells were also stored in the hangars of the arsenal, which has an impressive area.

Statements against Russia
The Ministry of Defence of the Russian Federation possesses the information related to the preparation of provocations by the United States of America in order to accuse the Russian Armed Forces of using chemical, biological or tactical nuclear weapons. This plan has already been developed and represents a response to the success of Russia in conducting the special military operation.
Only in March and April senior officials of the Western countries have been making regular provocative ‘warning’ statements. The mass media propagate the points about the possibility of using weapons of mass destructions by Russia.
For example, the National Security Advisor J.Sullivan has commented on Biden’s words that the USA “in kind” to the possible use of weapons of mass destructions by our country. And on February 27 the American permanent representative to the UN Greenfield announced an intention of Russia to use any instruments ‘under a false flag’, including chemical and biological weapons for intimidating the Ukrainian population and the international community.
Against this background, the US State Department considered positively the transfer of up to 400 sets of personal protection equipment, 390 NBC reconnaissance devices and 15 ‘Stryker’ reconnaissance vehicles.
Examples of falsification
We inform you that this kind of projects has already been implemented many times by the USA for achieving its goals. The most vivid example of an information provocation is the speech of the US Secretary of State Colin Powell on February 5, 2003. The vial with laundry detergent in his hands provided a pretext to invade Iraq and caused death of half a million civilians.
In 2017, the widely spread photographs of the ‘White Helmets’ that showed people taking samples in a site of the alleged sarin attack and using simple gauze bandages, while the people standing around lacked any personal protection equipment, caused a missile attack on Shayrat airfield in Syria.
And in 2018, a staging of the Syrian children who had been allegedly poisoned by chlorine caused the destruction of a scientific research centre in Barzeh and Jamra. Only the testimony of the witnesses of those developments who had been brought by the Russian Federation to the Hague have opened the eyes of the international community to these events.
Until now, no one has been held accountable for these provocations.
Staging scenarios
This time there are three scenarios to be applied in order to accuse the Russian Federation.

On April 21, the Permanent Council of the Organisation of American States (OAS) made a decision to suspend Russia’s status as a permanent observer.
We regret this decision, which was promoted by NATO-affiliated OAS members, the United States and Canada.
The purpose is to nudge the Latin American countries into NATO’s unseemly anti-Russia ballyhoo and to disrupt these countries’ historically good relations with Russia which are steeped in friendship, mutually respectful dialogue and mutually beneficial cooperation.
We are aware that the Latin American and Caribbean countries have been subjected to unprecedentedly heavy pressure and arm-twisting. The reluctance to hear the truth about the actual state of affairs and fear that this information could affect the vote prompted those behind this move to take our permanent observer at the OAS, Ambassador Anatoly Antonov, off the list of speakers.
Notably, despite Washington and Ottawa’s machinations, this decision on Russia was not supported by the leading Latin American states, such as Argentina, Brazil and Mexico. Bolivia, Honduras and El Salvador, as well as the Caribbean nations of Saint Kitts and Nevis and Saint Vincent and the Grenadines joined them.
Russia’s cooperation with this regional organisation spans 30 years. Since 1992, it has been developing in the format of mutually beneficial political relations and interaction within the specialised bodies of the inter-American system, such as the Inter-American Drug Abuse Control Commission (CICAD) and the Inter-American Committee Against Terrorism (CICTE), to name a few.
However, the scope of interaction has contracted under current OAS Secretary General Luis Almagro, who has made anti-Russia remarks on many occasions. On his watch, the OAS began to regain the features of the notorious US Department for the Colonies, despite the Latin Americans’ efforts to pursue an independent policy within the OAS that would meet the interests of the states south of the Rio Grande.
The OAS has long lost its status as a universal regional organisation for the Western Hemisphere countries. Cuba left it 1962 and didn’t return to the OAS even after the ban imposed on it was lifted in 2009. Last year, Nicaragua initiated its withdrawal from the OAS. Venezuela’s spot has been taken for over two years now by a representative of an impostor who proclaimed himself the president of that country, whereas the legitimate Venezuelan government left the OAS in 2019.
We are not holding on to the status of an OAS observer. The reasons and the goals of our special military operation in Ukraine are known and clear to our unbiased partners who are open to dialogue. We remain confident that history will set things straight.
We have no illusions whatsoever about US and Canadian policies. We hope that the Latin Americans will be able to clearly see what kind of a thoughtless anti-Russia game they have been drawn into as OAS members.
Our cooperation with our Latin American and Caribbean partners will continue to deepen, and we are convinced that this fully meets our respective states’ national interests.

Despite the humane initiative shown by the Russian Federation to evacuate civilians from the territory of the Azovstal metallurgical plant, the Kiev authorities again disrupted this humanitarian operation today. As of 20:00 (Moscow time) on April 25, 2022, no one has used the proposed humanitarian corridor.
On the one hand, Kiev officials constantly and publicly declare that the plant's workers, women and children are allegedly in the underground structures of Azovstal, and on the other hand, they deliberately reject all humanitarian initiatives of the Russian side and do not take any practical measures to evacuate these persons.
Such absolutely illogical and inconsistent behavior of the Kiev authorities once again confirms their outright indifference to the fate of specific people – to their own citizens.
The Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, in cooperation with the authorized federal executive authorities, continues to record numerous facts of the inhumane attitude of the Kiev authorities to civilians:
In the village of Karlovka, Donetsk People's Republic, nationalist battalions mined the dam of the Karlovka water reservoir. In case of an explosion, six settlements with a total population of more than 10 thousand people will be in the flood zone. In addition, after the water has left, the life support system (sewerage, water supply, water treatment facilities with chemical tanks) will be damaged throughout the flooding area, which will lead to a sharp deterioration of the sanitary and epidemiological situation in the area of flooding and the spread of infectious diseases. The current state of affairs is aggravated by the unavailability of medical support, the lack of medicines, including vital ones;
in the Nikolaev region, in order to intimidate civilians who are making independent attempts to evacuate to Russia by private cars and on foot, territorial defence fighters mined country roads and roadsides near the settlements of Kapustino, Suvorovka and Antonovka;
in the city of Avdeevka, Donetsk People's Republic, neo–Nazis have equipped a strongpoint in a residential building on Korolev street, firing points are placed on the upper floors, heavy equipment and MLRS are in the courtyard, while civilians are forcibly held in their apartments, hiding behind them as a "human shield".
Such actions of the Ukrainian authorities, once again, demonstrate their inhumane attitude to the fate of the people of Ukraine and indicate complete disregard for all norms of morality and international humanitarian law.
