I would like to ask you about “strange” statements by European diplomats on the course of Russia’s military operation in Ukraine. EU diplomacy chief Josep Borrell said it must be won on the battlefield. This doesn’t really jibe with the EU’s status as a primarily political and economic organisation. German President Frank-Walter Steinmeier expressed regret over his earlier stance on the possibility of normal dialogue with Russia. So now he doesn’t think it’s possible. How is one supposed to talk with these people? How is one supposed to come to terms with them?

This is a major shift in the policy of the EU and the entire West under the leadership of the US (there is no doubt about that) that occurred after the start of our special military operation. Their current policy is rooted in bitterness and derangement (excuse the non-diplomatic word choice), though it’s not all about Ukraine but rather turning that country into a bridgehead from which Russia can finally be subjugated and subordinated to the global system built by the West even though the Cold War ended and the USSR and Warsaw Treaty disappeared. The West was moving closer to our borders all the time despite its promises not to expand NATO, statements to the effect that we were no longer adversaries and many other things. Our special military operation is designed to put an end to NATO’s unlimited expansion and to keep the US and other NATO countries from achieving total domination in the world arena. They are building this system based on “rules” which they just now started going on about, despite violating international law in the crudest manner in the process. They devise these rules on a case-by-case basis. It is fine to recognise independence in Kosovo without a referendum but not in Crimea even after a referendum that was monitored by hundreds of unbiased foreigners.

A threat to US security was detected in Iraq (10,000 km away from the US). They bombed it but didn’t locate the threat and didn’t even apologise. They are cultivating neo-Nazis and ultra-radicals on our borders. The Pentagon is setting up dozens of laboratories conducting experiments to develop biological weapons. The documents found there leave no doubt about this. But we are not allowed to respond to a threat on our borders, as opposed to across the ocean. That’s the message.

President Vladimir Putin explained in detail the reasons for the decision on the special military operation. These include eight years of sabotage of the Minsk agreements accompanied by the daily bombing of Donbass; the flooding of Ukraine with Western weapons; and the sending of instructors that trained the most extremist units that were later sent to the Armed Forces of Ukraine. They formed the backbone of the groups that are now resisting our operation to demilitarise and denazify Ukraine. Western propaganda immediately used all this to portray Russia as pure evil and themselves, consequently, as purely good. The current Ukrainian regime is described as a model of democracy, justice, freedom and European aspirations in all things, including the values that Europe has supposedly always preached. The response that followed shows that they understand very well that Ukraine isn’t really the point. The point is their own dominance, which far from all countries are willing to accept. Russia, with its history and traditions, is one of those countries that will never accept a subordinate status. We can be members of the international community only on equal terms, on conditions of indivisible security. We wanted to reach some accommodation but were ignored by our Western colleagues.

But what Mr Borrell said – even by the standards of the unprecedented, aggressive level things have reached – marks a serious change in the rules of the game. Until now the EU has never acted as a military organisation. Yes, now they are discussing their “strategic compass.” For the first time in history, Germany allocated an additional 100 billion euros to exercise its military muscles, which represents a qualitative change. This “strategic compass” includes a tangible increase in military spending and the formation of a certain collective structure for defence against potential aggressors. But the upshot of all this independence is zero because the United States is controlling everything that is being done. The EU has not been given any independent role, even internally. Its efforts are being skillfully controlled by the Baltic states, Denmark and Poland, which will not allow any kind of separation between the EU and NATO. Quite the contrary, they will be pushing it back into NATO’s web.

During the night, 7 enemy assets were hit by high-precision air-based missiles.

On the morning of April 15, Russian Armed Forces prevented an attempt by the Kiev nationalist regime to hit Kakhovskaya hydroelectric power station with a missile strike.

This critical facility regulates the flow of the Dnepr River, supplies electricity to Kherson region, and supplies water to agricultural areas in southern Ukraine and northern Crimea.

At about 7am Moscow time, a battalion of Ukraine's 19th Separate Missile Brigade struck the Kakhovskaya hydroelectric power station with two Tochka-U tactical missiles.

The destruction of the Kakhovskaya hydroelectric power station dam by the strike was intended to result in the uncontrolled release of Dnepr water and cause flooding of many Kherson region settlements along with people in order to constrain the actions of the Russian Armed Forces.

Both missiles were shot down in mid-air by Russian air defence. Shrapnel from one of them fell on Novaya Kakhovka, Kherson region. Kindergarten and residential buildings were damaged.

A woman and a child were wounded and were given first aid by Russian servicemen on the spot. They are currently being taken to a medical facility.

The Armed Forces of the Russian Federation continue the special military operation in Ukraine.

During the day, 10 enemy assets were hit by high-precision air-based missiles.

Among them:

3 areas of Ukrainian 81st and 93rd separate mechanised brigades' units concentration in Barvenkovo, Kramatorsk and Lisichansk;

During the day, 16 enemy assets were hit by high-precision air-based missiles. Among them:

Foreign Ministry statement regarding response personal sanctions against members of the US Congress

In response to the latest wave of anti-Russia sanctions imposed by the Biden Administration on March 24, 2022, against 328 deputies of the State Duma of the Federal Assembly of the Russian Federation, or nearly all members of the lower house taken together with the other previously blacklisted members, Russia has adopted response sanction restrictions against 398 members of the House of Representatives of the US Congress.

These persons, including the leaders and committee chairs of the lower house of the US Congress, have been permanently put on the Russian stop list. All members of the US Congress have been blacklisted together with the other incumbent legislators, who have been prohibited from entering the Russian Federation alongside Speaker Nancy Pelosi.

The list is as follows:

Foreign Ministry statement on introducing personal sanctions as regards Canadian senators

On February 24, 2022, the Canadian authorities decided to blacklist all members of the Federation Council of the Federal Assembly of the Russian Federation and impose sanctions restrictions on them, including a ban on their entry into the country. In this connection, we are introducing countermeasures against the current senators of the Canadian Parliament.

The said persons are put on Russia’s permanent stop list in response to the hostile actions by Ottawa, which, contrary to its own national interests, is trying to be in the vanguard of the Russophobic course of the current US administration.

The continuation of this myopic policy that reflects Canada’s inadequate and dependent foreign policy can only increase the damage done to Canada itself and its relations with Russia, considering Russia’s inevitable countermeasures. The names of blacklisted Canadian senators are as follows:

The Armed Forces of the Russian Federation continue a special military operation in Ukraine.

During the day, 15 enemy targets were hit by high-precision air-launched missiles. Among them: in the areas of the settlements of Barvenkovo, Rubezhnoye, Popasnaya, Novozvanovka, Krasnoarmeysk, Selidovo, Novobakhmutovka, six concentration sites of Ukrainian military equipment and seven strongholds of Ukrainian troops were destroyed. As a result of the strikes, more than 320 Ukrainian servicemen were killed and wounded, 23 armored vehicles and seven vehicles for various purposes were destroyed.

Operational and tactical aviation destroyed 67 areas of concentration of personnel and Ukrainian military equipment during the day.

Missile troops hit 317 military facilities, including: 274 strong points and areas of concentration of enemy manpower, 24 control points and two field fuel storage facilities of Ukrainian troops.

Russian air defence means in the Odessa area shot down a Ukrainian military transport plane in the air, delivering a large batch of weapons supplied to Ukraine by Western countries. Two Ukrainian unmanned aerial vehicles were shot down over the localities of Lozovaya and Veselaya.

In total, since the beginning of the special military operation, 134 aircraft, 460 unmanned aerial vehicles, 246 anti-aircraft missile systems, 2,269 tanks and other armored combat vehicles, 252 multiple rocket launchers, 987 field artillery and mortars, as well as 2,158 units of special military vehicles have been destroyed.

The entire city territory of Mariupol has been completely cleared of militants of the Nazi formation "Azov", foreign mercenaries and Ukrainian troops. The remnants of the Ukrainian group are currently completely blocked on the territory of the Azovstal metallurgical plant. Their only chance to save their lives is to voluntarily lay down their arms and surrender.

Let me remind you that in Mariupol at the time of its encirclement on March 11 there were: the 36th separate marine brigade, the 109th territorial defence brigade, the 503rd separate marine battalion, a company of the 53rd separate mechanized brigade, units of the 17th anti-tank brigade, Nazi formations "Azov", "Aidar", "Right Sector", police and state border service units, as well as foreign mercenaries. The total number of this group was about 8 thousand 100 people.

During the liberation of Mariupol, 1,464 Ukrainian servicemen have already surrendered. The number of surrenders is increasing daily. Including those who escaped from the territory of Azovstal.

According to their testimonies, the total number of Ukrainian servicemen, Nazis and foreign mercenaries who took refuge on Azovstal does not exceed 2.5 thousand people. Thus, on April 16, in Mariupol alone, the losses of the Ukrainian group amounted to more than 4,000 people.

Therefore, Zelensky's recent statements to the Western media that the irreplaceable losses of the Ukrainian military during the operation allegedly amount to 2.5-3 thousand are a common lie for him. The Ministry of Defence of the Russian Federation has reliable data on the true losses of the Ukrainian army, national guard and joined foreign mercenaries, which Zelensky is afraid to tell the people of Ukraine.

During the night, high-precision air-based missiles destroyed an ammunition factory near Brovary in Kiev region.

Operational-tactical and army aviation hit 68 military assets of Ukraine. Among them:

2 radar stations for target illumination and targeting of S-300 anti-aircraft missile system near Krivaya Luka and Krasnoarmeisk as well as 1 Osa AKM anti-aircraft missile system near Severodonetsk;

6 missile-artillery weapons and fuel depots, as well as 40 areas of concentration of Ukrainian military equipment and manpower in Kremennaya, Krasnyi Liman, Kolodesi, Torskoe, Yampolovka and Novoselovka.

Army aviation hit 4 concentrations of manpower and equipment as well as a convoy of vehicles on the march during the night. More than 50 Ukrainian servicemen, 7 IFVs and APCs and 14 armoured vehicles were destroyed.

Missile troops and artillery struck 814 assets, including 17 command posts, 111 artillery firing positions and 684 enemy strong points and areas manpower concentration.

In total, 134 aircraft, 470 unmanned aerial vehicles, 249 anti-aircraft missile systems, 2,290 tanks and other armored combat vehicles, 254 multiple launch rocket systems, 992 field artillery and mortars, as well as 2,166 units of special military vehicles of the Armed Forces of Ukraine were destroyed during the operation.

During the offensive to liberate Mariupol city, a special operation to free hostages held by Ukrainian Nazis in Turkish mosque was carried out in Primorskiy district on April 16 at the request of Turkish President Recep Tayyip Erdogan.

As a result of the courageous actions of the Russian special operations group, the mosque was defeated and 29 militants, including foreign mercenaries, were killed.

Hostages, citizens of a CIS country, released and taken to a safe location.

A Ukrainian group encircled and completely blockaded in Mariupol on the territory of the Azovstal plant has been asked to voluntarily lay down arms and surrender in order to save their lives.

However, the Kiev nationalist regime, according to the radio intercept, forbade negotiations on surrender, ordering Azov Nazis to shoot on sight any willing to lay down arms among Ukrainian soldiers and foreign mercenaries.

In total, according to the Ukrainian servicemen who surrendered, up to 400 foreign mercenaries are now encircled on the territory of Azovstal plant as part of the Ukrainian grouping.

Most of them are citizens of European countries as well as Canada. We previously reported that radio conversations between militants in Mariupol were conducted in six foreign languages. In the case of further resistance, they will all be eliminated.

Since the start of the special military operation, the Kiev nationalist regime has brought 6,824 foreign mercenaries from 63 countries to Ukraine.

The largest group came from Poland - 1,717 people. About 1,500 mercenaries came from the US, Canada and also Romania. From the UK and Georgia, each up to 300 people.

193 people arrived from Turkish-controlled areas of the Syrian Arab Republic.

The majority of the mercenaries are now deployed in Ukrainian groups in Kiev, Kharkov, Odessa, Nikolaev and Mariupol. Their deployment in the groups is handled by the "regional coordination headquarters" of the so-called "International Legion of Defence of Ukraine" in Belaya Tserkov city.

As a result of the hostilities, the number of mercenaries has steadily declined and currently stands at 4,877.

Russian armed forces have eliminated 1,035 foreign mercenaries in combat operations. Another 912 mercenaries refused to take part in the hostilities and escaped from the country.

Let me remind you that foreign mercenaries do not have the status of "combatants" under International Humanitarian Law. They came to Ukraine to make money by killing Slavs.

So the best that can happen to them is criminal liability and long terms of imprisonment.
