Analysis of documents related to US military and biological activities in Ukraine

The Russian Defence Ministry continues to study materials on the implementation of military biological programs of the United States and its NATO allies on the territory of Ukraine.

Earlier, we gave a diagram of the interaction of government agencies and the current military-political leadership of the United States with Ukrainian biological objects. In particular, the involvement of the investment fund, headed by Hunter Biden, in financing biological programs in Ukraine was noted.

Here is the correspondence of the son of the current US President with employees of the Threat Reduction Agency of the US Department of Defence and Pentagon contractors in Ukraine. The presence of these materials is confirmed by Western media.

The content of the letters shows that Hunter Biden played an important role in creating a financial opportunity to work with pathogens on the territory of Ukraine, providing funds for the companies Black and Veatch [ z.mil.ru/spec_mil_oper/documents/gallery.htm?id=110577@cmsPhotoGallery ] and Metabiota.

The published correspondence shows that the true goals of the Pentagon in Ukraine are far from scientific. So, in one of the letters, the vice president of Metabiota notes that the company's activities will be aimed at ensuring "... cultural and economic independence of Ukraine from Russia ...", which is quite strange for a biotech company.

Today we have the opportunity to give the names of specific officials who took part in the creation of biological weapons components on the territory of Ukraine.

One of the key figures is Robert Pope, at that time an employee of DTRA and director of the Joint Threat Reduction Program, whose goal was to involve the states of the post–Soviet space in military biological activities. He is also the author of the idea of creating a central depository of especially dangerous microorganisms in Kiev.

In his letter [ z.mil.ru/spec_mil_oper/documents/gallery.htm?id=110576@cmsPhotoGallery ] to the Minister of Health Ulyana Suprun (by the way, US citizens) Pope highly appreciates the activities of the head of the Ministry of Health of Ukraine, especially noting the provision of admission of American specialists to Ukrainian biological objects and the beginning of work on the formation of a depository of microorganisms.

Let me remind you how this activity ended: according to the available information, all pathogenic biomaterials from the storage in early February 2022 were transported by military transport aircraft to the United States via Odessa.

The coordination of military biological projects in Ukraine and the selection of performers was led by Joanna Wintrol, head of the DTRA office in Ukraine. Under her direct supervision, American projects UP-4, UP- 6, UP - 8 were implemented to study deadly pathogens, including anthrax, Congo-Crimean fever, leptospirosis.

In continuation - the Ukrainian division of the company Black and Veatch, which is headed by Lance Lippencott. He is also the main contact person for officials of the Ministry of Defence and the Ministry of Health of Ukraine.

The company has been working in the interests of the Pentagon since 2008 as part of projects to study potentially dangerous bioagents. Among them is the UP-1 project [ z.mil.ru/spec_mil_oper/documents/gallery.htm?id=110580@cmsPhotoGallery ] on the study of rickettsias and tick-borne encephalitis virus in arthropods in the north-west of Ukraine. In order to globally monitor the biological situation during the UP-2 project [ z.mil.ru/spec_mil_oper/documents/gallery.htm?id=110584@cmsPhotoGallery ], the company implemented a remote monitoring system for the incidence of tularemia and anthrax at Ukrainian biological facilities.

The issues of biomonitoring and information transmission were supervised by David Mustra, who is closely associated with another Pentagon contractor, Metabiota. Previously, he led military biological projects in Ukraine and Eastern Europe as part of the Joint Threat Reduction Program.

It should be noted that the activities of the company Black and Veatch caused a lot of questions even from the Ukrainian special services.

So, back in 2017, the Kherson department of the SSU in its memo indicated: QUOTE: "... recently, the potential threat of deterioration of the epidemic situation in our country has been actualized, due to the intentions of DTRA through the company Black and Veatch to establish control over the functioning of microbiological laboratories in Ukraine conducting research on pathogens of particularly dangerous infections that can be used to create or modernize new types of biological weapons ..." END QUOTE.

Metabiota is known for its developments in predicting outbreaks of infectious diseases. In addition, it was involved by the Pentagon in modeling the epidemic situation in the post-Soviet space. On the territory of Ukraine, Metabiota was represented by Mary Guttieri, the vice president of the company and a confidant of Hunter Biden, which is confirmed by the materials of their correspondence.

Scott Thornton supervised the modernization of laboratories. In addition, he advised local staff on the handling of particularly dangerous pathogens within the framework of Ukrainian DTRA projects.

The information received demonstrates the direct participation of the US military department and their contractors in the planning and implementation of Pentagon projects on the territory of Ukraine. We believe that the listed officials should answer questions about the true goals of these works.

Earlier, we drew attention to the facts of the development in the United States of technical means of delivery and the use of biological weapons. Thus, the US Patent and Trademark Agency issued document No. 8,967,029 for an unmanned aerial vehicle for the spread of infected insects in the air. The description of the patent states that with the help of this device, enemy troops can be eliminated or disabled without risk to US military personnel.

Other patents, which are presented on the slide, show various types of ammunition for the delivery of chemical and biological formulations. In their description, the characteristics are noted: "... low specific cost of defeat and no need for contact with enemy manpower ...". This corresponds to the concept of "contactless war" implemented by Washington. The possibility of equipping capsules with toxic, radioactive, narcotic substances, as well as pathogens of infectious diseases is shown.

We remind you that these documents came to the attention of the public in connection with the investigation of the activities of another biological project of the Pentagon – the Lugar center in Tbilisi.

In 2018, the Russian Foreign Ministry appealed to the US State Department with a request to give a legal assessment of the development of such technical devices from the standpoint of compliance with the Conventions on the Prohibition of Chemical and Biological Weapons. The US administration limited itself to a formal reply, cynically thanking the Russian side for drawing attention to this issue and pointing out that "... the development and production of biological and chemical weapons are prohibited by national legislation, but the decision to grant a patent does not violate US obligations under the BWC and CWC ...".

In the context of the above, attention is drawn to the request [ z.mil.ru/spec_mil_oper/documents/gallery.htm?id=110575@cmsPhotoGallery ] of the Ukrainian company Motor Sich to the Turkish manufacturer of unmanned aerial vehicles Bayraktar. I want to emphasize that this document is dated December 15, 2021. Its essence: is it possible to equip this UAV with systems and mechanisms for spraying aerosols with a capacity of more than 20 liters.

With the flight range of such a UAV – up to 300 km and the equipment of containers with biological formulations – a real threat of large-scale use of biological weapons on the territory of the Russian Federation is created.

In fact, we are talking about the development by the Kiev regime of technical means of delivery and use of biological weapons with the possibility of their use against the Russian Federation

An important result of the special operation of the Russian Armed Forces was the termination of the activities of five Kiev biological laboratories, in which work was carried out with pathogens of anthrax, tularemia, brucellosis, cholera, leptospirosis, African swine fever.

Part of the collection was exported to the USA, the remaining strains were urgently destroyed in accordance with the Order of the Ministry of Health of Ukraine dated February 24.

The facts of the participation of these laboratories in carrying out work commissioned by the American military department have been confirmed. At one of these biological facilities – the Public Health Center of the Ministry of Health of Ukraine – several UP projects were implemented at once with a total funding of more than $ 30 million.

Please pay attention to the decision signed by the head of the ethics committee of the said center on June 12, 2019 within the framework of the UP-8 project [ z.mil.ru/spec_mil_oper/documents/gallery.htm?id=110578@cmsPhotoGallery ]. The document testifies to the conduct of research with an unknown risk to the life and health of the participants, as well as the concealment of the identity of the subjects.

Previously, we cited the research program of this project and it assumes only a standard procedure for blood sampling. The question arises: what kind of life–threatening tests are we talking about if the document prescribes that "... minor incidents with volunteers must be reported to the US bioethics committee 72 hours after the incident, and serious ones, including the death of the subjects, within 24 hours ..."?

We do not exclude that the official research program is only the "visible part of the iceberg", while in practice, volunteers were infected with the Congo–Crimean fever virus, hantaviruses and the causative agent of leptospirosis.

Such a dismissive attitude towards the citizens of Ukraine well characterizes the pragmatic approach of the United States to the organization of military biological research. Developing countries are considered as a testing ground for biological weapons components and medicines.

We believe that the incoming documents testify to the actual violation by the United States and Ukraine of obligations under Article 4 of the BWC and UN Security Council Resolution No. 1540 of April 28, 2004.

We will continue to analyze the documentary evidence of violations by the American administration and the Kiev regime of international agreements on the non-proliferation of biological weapons and will inform you.

Units of the Lugansk People's Republic continue their offensive on the outskirts of Severodonetsk, advancing 2km deep into the defence of the 57th Separate Motorized Infantry Brigade. More than 40 Ukrainian brigade personnel, 3 IFVs, 3 vehicles of various purposes and 2 field depots for missile and artillery weapons were destroyed.

The grouping of troops of the Donetsk People's Republic, continuing an offensive, has taken control of part of Novobakhmutovka. Part of its troops are fighting units of 25th Ukrainian Airborne Brigade on the outskirts of Novoselovka II. During the day, more than 50 nationalists, 1 tank, 4 IFVs, a field ammunition depot and a fuel convoy of five vehicles were destroyed.

During the day, operational-tactical and army aviation hit 28 military assets of the Ukrainian Armed Forces.

Among them: 4 command posts, 3 field depots of missile and artillery weapons, as well as 6 areas of military equipment concentration.

Russian air defence means have shot down 1 Ukrainian Mi-24 helicopter 30 kilometres west of Izyum city and 4 Ukrainian unmanned aerial vehicles near Tamarino, Lisichansk and Volnovakha.

On the morning of March 31, the Kiev regime attempted to evacuate the command staff of the Ukrainian nationalist Azov regiment from Mariupol by 2 Mi-8 helicopters.

1st Ukrainian Mi-8 helicopter was shot down by a crew of portable anti-aircraft missile system of the People's Militia of the Donetsk Republic, using a trophy US Stinger system, and crashed near Rybatskoe.

The 2nd Ukrainian Mi-8 - damaged by a missile hit, dodged towards the sea, but crashed roughly 20 kilometres off the coast.

In total, 124 aircfaft and 80 helicopters, 345 unmanned aerial vehicles, 1,826 tanks and other armored combat vehicles, 195 multiple launch rocket systems, 702 field artillery and mortars, as well as 1,704 units of special military vehicles of the Armed Forces of Ukraine were destroyed during the operation.

Statement of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine (March 31, 2022)

The Armed Forces of Russia, as well as the formations of the Donetsk and Lugansk people's republics, strictly observe the ceasefire on all routes, including those declared by the Ukrainian side.

In addition, exclusively for humane purposes and in accordance with the decision adopted on March 30, 2022 from 10:00 on March 31, 2022. The Russian Armed Forces have opened an additional humanitarian corridor for the evacuation of civilians and foreign citizens from Mariupol to Zaporozhye (with an intermediate point in Berdyansk).

At the same time, we are forced to state that the declared humanitarian operation was thwarted by the Kiev authorities, who were actually unable to control neo-Nazi-minded militants and ensure the safety of the specified corridor.

So, from 09:37 to 16:33 on March 31, 2022, the section of the route adjacent to the city of Mariupol was repeatedly shelled with mortars and heavy machine guns by AFU units and nationalist battalions. As a result, the humanitarian convoy could not pass from Berdyansk to Mariupol. At the same time, we note the passivity and indifference of representatives of the office of the United Nations High Commissioner for Refugees and the International Committee of the Red Cross, who were notified in advance of the upcoming humanitarian operation in the city of Mariupol, but did not take any part in it, and, most importantly, did not have any influence on the Kiev authorities to ensure the ceasefire on their side.

Once again, we draw the attention of the United Nations, the OSCE, the International Committee of the Red Cross and other international organizations to the criminal policy of official Kiev against Ukrainian citizens and gross violations of international humanitarian law.

Despite this, the Russian Federation continues to fulfill its humanitarian obligations to rescue civilians (ensures the safety of the passage of people, as well as the passage of bus convoys and civilian motor transport).

At the personal requests of the President of France E. Macron and the Federal Chancellor of Germany O. Scholz to the President of the Russian Federation V. Putin from 10:00 (Moscow time) on April 1, 2022. The Russian Armed Forces are reopening the humanitarian corridor from Mariupol to Zaporozhye (with an intermediate point in Berdyansk). The Ukrainian authorities, in an attempt to evade responsibility for creating a mine danger in the Black Sea, are trying to blame the Russian Federation for this.

Thus, the statement of the Ministry of Foreign Affairs of Ukraine states that the mines found in the Bosphorus Strait and off the coast of Romania were allegedly used by the Russian side as "uncontrolled drifting ammunition".

This statement is incompetent in its content. The detected sea anchor mines were identified by Russian competent specialists as product 730, which is in service only with Ukrainian Navy.

There are no mines of this type in service in the Russian Navy (they were disposed of before 2016).

In addition, we inform you that the Armed Forces of Russia, during a special military operation, strictly implement the entire complex of exhaustive measures to ensure civilian navigation in the waters of the Black, Azov and Mediterranean Seas, naval mine weapons have not been used and will not be used.

On 1 April, at around 5am Moscow time, two Ukrainian Mi-24 helicopters entered Russian airspace at an extremely low altitude.

Manoeuvring to advantage of terrain folds, Ukrainian helicopters launched a missile attack on a civilian oil storage facility on the outskirts of Belgorod.

As a result of the hits, some of the tanks were damaged and ignited.

I would like to stress that only civilian vehicles were supplied with fuel from this facility. The oil depot has no relation to the Russian Armed Forces.

The Armed Forces of the Russian Federation continue the special military operation in Ukraine.

Units of the Russian Armed Forces have completed the mopping-up of Urozhainoe from nationalists and are fighting with the Ukrainian 54th Separate Mechanized Brigade for the capture of Oktyabr state farm.

The Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine, in cooperation with the authorized federal executive authorities, continues to carefully record numerous facts of the inhumane attitude of the Kiev authorities to civilians.

Here are some of them for the past day:

in the Kiev region, units of the Armed Forces of Ukraine from large-caliber artillery systems Pion and Hyacinth continuously shelled the settlement of Novaya Basan for 2.5 hours, which led to numerous casualties among local residents;
in the Nikolaev region, militants of nationalist formations have mined the floodgates of the Alexandrovskaya hydroelectric power station (the Southern Bug river), which the neo-Nazis plan to blow up. During the implementation of these criminal actions, more than ten settlements and the area adjacent to the city of Voznesensk will be in the flood zone.
These facts once again demonstrate the inhumane attitude and indifference of the Kiev authorities to the fate of their own citizens.

The Russian Federation continues to fulfill its humanitarian obligations to rescue civilians (ensures the safety of the passage of people, as well as the passage of bus convoys and civilian motor transport).

Over the past day, the Russian Armed Forces, without the participation of the Ukrainian authorities, evacuated 15,790 people to Russia from dangerous areas of Ukraine, as well as the Donetsk and Lugansk people's republics, 2,760 of them children, and a total of 543,397 people, of whom 110,979 are children, since the beginning of the special military operation.

66,067 units of personal vehicles crossed the state border of the Russian Federation, of which 1,840 units per day.

From Mariupol through the humanitarian corridor in the eastern direction, without any participation of the Ukrainian side, 118,765 people have already been rescued from the lawlessness organized by the nationalists, including 3,046 people over the past day.

A significant part of the population forcibly held by radicals in Ukrainian cities is still looking for any opportunities for evacuation to Russia, as evidenced by numerous requests of citizens through various channels to official structures and public organizations of the Russian Federation.

Over the past day, another 1,378 such requests have been received, and in total there are already 2,733,575 of them in the database from 2,123 settlements in Ukraine.

Neo-Nazis continue to hold over 4.5 million civilians as a "human shield" in Kiev, Kharkov, Chernigov, Sumy and more than two dozen other large settlements.

6,472 foreigners from 17 states remain hostage to the militants of the territorial defence battalions.

In addition, the Ukrainian side continues to block more than 60 foreign vessels in its ports. The threat of shelling and high mine danger created by official Kiev in its internal waters and territorial sea do not allow ships to safely go to the open sea.

High-precision air-based missiles have disabled military airfields in Poltava and Dnepropetrovsk.

Russian air defence means have shot down two Ukrainian Mi-24 helicopters near Sumy and Urozhainoe. 24 Ukrainian unmanned aerial vehicles have also been destroyed in the air.

Units of the Lugansk People's Republic are advancing against the positions of the Ukrainian 57th Infantry Brigade and blockading Borovskoe from the east and south. Up to 30 Ukrainian nationalists and 5 armoured vehicles were destroyed.

On April 2, high-precision air-based missiles near the railway Lozovaya and Pavlograd stations destroyed armoured vehicles, ammunition and fuel tanks sent to reinforce the Ukrainian troops in Donbass.

The Mirgorod military airfield in Poltava Region has also been taken out of action and several Ukrainian combat helicopters and aircraft found in its camouflaged car parks, as well as fuel and aviation weapons depots have been destroyed.

Iskander precision strike on the defence headquarters in Kharkov city on Thursday, March 31, confirmed the killing of more than 100 nationalists and mercenaries from Western countries.

Comment by Foreign Ministry Spokeswoman Maria Zakharova on the end of mandate of the OSCE Special Monitoring Mission to Ukraine (SMM)

The mandate of the OSCE Special Monitoring Mission to Ukraine expired on March 31. For eight years (the SMM was established by the OSCE Permanent Council’s Resolution 1117 of March 21, 2014), Russia was rendering it all-out political, financial and personnel support. We regarded the Mission as an important part of the international toolbox intended, among other things, to help normalise the situation and achieve a political settlement in eastern Ukraine.

Given the current political and legal realities, it is no longer possible for the Mission to perform its functions under the former mandate, which covered the territory of the now independent Donetsk People’s Republic (DPR) and the Lugansk People’s Republic (LPR). In this connection, Russia did not support its extension to the next year. This means that the Mission’s further activities lack the consensus support of the member states and consequently cannot be carried out de jure. We call on the OSCE Secretariat to immediately begin phasing out the SMM, selling its property, ending employment contracts with its personnel, and settling the contractual obligations to the suppliers of services and landlords.

De facto, all of the SMM’s monitoring and reporting functions were terminated on March 7, when all its foreign employees were pulled out of Ukraine, the DPR and LPR. We would like to point out that any new cases in which OSCE property temporarily remaining in Ukraine, specifically armoured cross-country vehicles, falls into the hands of Ukrainian armed units are unacceptable.

We give credit to the work done by the SMM employees. The SMM’s international monitors included Russian nationals, who selflessly performed their duty.

Regrettably, faced with constant opposition on the part of Kiev and its Western patrons, the SMM leadership failed to get across to the international community the full amount of information collected by the monitors, information about ceasefire violations as well as destruction and civilian casualties in the DPR and LPR as a result of the punitive operation pursued by the Armed Forces of Ukraine and nationalist battalions. Over time, professionalism and impartiality in the Mission’s work increasingly gave way to a selective approach to facts and political bias.

The SMM leadership clearly played up to Kiev and failed to comply with the mandate where it prescribed to establish normal working contacts with the authorities and residents in Donbass. The Mission mostly neglected to monitor the human rights situation, including the status of ethnic minorities and media freedom throughout Ukraine, yet another task within its sphere of responsibility. It in no way reacted to the spreading plague of aggressive, Russophobic nationalism and neo-Nazi ideology. There was a striking contrast between the benign picture painted by SMM reports and the real state of affairs, which is being increasingly revealed today.

This approach has done serious damage to the reputation of the SMM and the OSCE as a whole, making it seem like the monitors are blind and deaf. And so, the important practical results of the Mission’s effort, including providing the necessary security conditions for repairs on the critical infrastructure in Donbass, were not so notable against this background.

We hope that the member states and the OSCE Secretariat will learn the necessary lessons by analysing the achievements and shortcomings of the eight years of the SMM’s work.

During the night, the operational and tactical aviation of the Russian Aerospace Forces struck 51 military facilities of Ukraine.

Among them: four command posts, two launchers of the Osa-AKM anti-aircraft missile system in the areas of the settlements of Barvenkovo and Slavyansk, two artillery batteries, two multiple rocket launchers, four field depots of rocket and artillery weapons and ammunition in the areas of the settlements of Konstantinovka and Krestishche, as well as 32 strongpoints and the area of concentration of military equipment of the Armed Forces of Ukraine.

It has been reported around the world for several weeks now that the Russophobic sentiment is sweeping entire regions. People are suffering from things not seen since the Middle Ages and things they bear no responsibility for. How does the Foreign Ministry respond to this? Perhaps dedicated centres for collecting information or assistance centres will be formed? What will happen next on this track and what else needs to be done?


Sergey Lavrov:

We have commented on this situation many times. It really is reminiscent of the Middle Ages, real Russophobic mayhem. It’s as if the West was masquerading as a polite and well-mannered partner in the international arena for all these decades. In fact, this outwardly presentable mask was hiding its true face. It has now manifested itself on a scale that no one could even imagine. Everything Russian face ostracism and prohibition.

We put all these instances on record. We use the tools that exist in our state system, the resources of the Investigative Committee, the Prosecutor General’s Office and other departments.

The Foundation for Supporting and Protecting the Rights of Compatriots Living Abroad has been operating in dozens of countries for a long time now helping organise legal assistance to compatriots in challenging circumstances.

Modern challenges call for global efforts at the level of international organisations. They must highlight the unacceptability of such “actions” on the part of our Western partners. Discrimination is rampant and the “values” that the West has been touting for many years (presumption of innocence, inviolability of property, free market rules, etc.) have been torn up. Not to mention what is being done to religion and the Russian Orthodox Church not only in Ukraine, but also in the EU countries which consider themselves civilised. This conversation is overdue. Everything that is happening now is directly undermining the obligations of the organisers of these “actions” under the UN Charter and the OSCE. Without this conversation, we will not be able to overcome the situation the West has created not only in its relations with Russia, but also in international relations. This is a message for all of us.

Over the past couple of years, the United States has completely thwarted all attempts by Europe to strive for independence or strategic autonomy. Lone voices that are heard, in particular from France, no longer decide anything. Germany has completely reconciled itself to its role as US ally, blindly following in the wake of US policies. Everything is being done to recreate a unipolar world and proclaim this process as a “fight of democracies against autocracies.” What kind of democracy is this? As things stand, with Washington in the lead, they themselves, collectively, have become an autocracy in the international arena. They believe they can do anything and get away with it.

Should the United States claim to face a threat somewhere around the globe (as was the case in Iraq, Libya, or Syria thousands of kilometres away from their coasts, which usually turns out to be fake or based on false evidence) Washington is “entitled” to do what it wants, such as kill hundreds of thousands of civilians or level whole cities to the ground, such as Raqqa, Syria. This approach will inform the West’s future actions in all regions unless it is stopped.

Should any other country, not only Russia, see a direct threat in weapons, military biological programmes (as it lately transpired), or the creation of foreign military bases in a neighbouring country (in this case, right on the border with our country), the West considers this, as well as the fact that Russia defends its own interests, unacceptable. This is much deeper and broader than just the special military operation in Ukraine and ensuring its neutrality under collectively assumed security guarantees. This is a matter of the world order, in which all the rules of decency, international law and their own “values” (the West promoted them as part of its model of globalisation) were trampled upon by the West itself.

You can’t get away from having this conversation, and China, India and other countries realise this. I read the speech by Indian Foreign Minister Subrahmanyam Jaishankar at yesterday’s meeting on Indian-British cooperation. He noted that the newly arisen issues in international affairs touch on the very foundations of the world order, which must change to become equal and multipolar, without sovereigns and dictators.

Russian Defence Ministry denies accusations of Kiev regime of allegedly killing civilians in Bucha, Kiev Region

All the photos and videos published by the Kiev regime allegedly testifying to some "crimes" committed by Russian servicemen in Bucha, Kiev region are just another provocation.

During the time that the town has been under the control of the Russian armed forces, not a single local resident has suffered from any violent action. Russian servicemen have delivered and distributed 452 tonnes of humanitarian aid to civilians in Kiev Region.

For as long as the town was under the control of the Russian armed forces and even then, up to now, locals in Bucha were moving freely around the town and using cellular phones.

The exits from Bucha were not blocked. All local residents were free to leave the town in northern direction, including to the Republic of Belarus. At the same time, the southern outskirts of the city, including residential areas, were shelled round the clock by Ukrainian troops with large-calibre artillery, tanks and multiple launch rocket systems.

We would like to emphasise that all Russian units withdrew completely from Bucha as early as March 30, the day after the Russia-Ukraine face-to-face round of talks in Turkey.

Moreover, on March 31, the mayor of Bucha, Anatoliy Fedoruk, confirmed in a video message that there were no Russian servicemen in the town, but he did not even mention any locals shot in the streets with their hands tied.

It is not surprising, therefore, that all the so-called "evidence of crimes" in Bucha did not emerge until the fourth day, when the Security Service of Ukraine and representatives of Ukrainian media arrived in the town.

It is of particular worry that all the bodies of the people whose images have been published by the Kiev regime are not stiffened after at least four days, have no typical cadaver stains, and the wounds contain unconsumed blood.

All this confirms conclusively that the photos and video footage from Bucha are another production by the Kiev regime for the Western media, as was the case in Mariupol with the maternity hospital, as well as in other cities.

The retreating units of the Ukrainian 25th Airborne Brigade suffered heavy losses near Novoselovka as a result of an artillery strike. More than 40 personnel and 7 units of equipment were destroyed.

The Armed Forces of the Russian Federation strike at the assets of the military infrastructure of Ukraine.

High-precision air-based missiles have destroyed large fuel depots in Kostantinovka, Nikolaev region and Slavuta, Rovno region, as well as in Ternopol. These facilities were used to supply fuel for Ukrainian troops in Nikolaev and Donetsk directions.

Statement of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine

The Russian Armed Forces are taking unprecedented measures to create all the necessary conditions aimed at ensuring the security of humanitarian corridors.

At the same time, we have to state that the humanitarian operation to rescue Mariupol residents and foreign citizens, fully organized and prepared by the Russian side, was once again disrupted. The remaining militants of nationalist formations in Mariupol during the entire period of the ceasefire declared by the Ukrainian side conducted intense indiscriminate fire from mortars and heavy machine guns along the humanitarian corridor.

From the intercepted active radio conversations of the scattered groups of nationalists remaining in the city, including foreign mercenaries, it is reliably established that a fierce struggle has broken out between them for the order of exit along the humanitarian corridor: the militants threaten each other that they will shoot the convoy if they are not on the evacuation lists in the nearest humanitarian convoy.

This is evidenced by one of these radio intercepts (translated from Ukrainian):

"Zhnets: ... where are you?

Silok: I'm on Gazovaya, I have twenty-three with me. I am ordered to leave tomorrow... (profanity) with a Red Cross.

Zhnets: What about us... (profanity)?

Silok: Negative, you stay f... (profanity) to the last.

Zhnets: Then f... (profanity) you, but not the exit! F... (profanity) kill you all".

These facts confirm that the Kiev authorities are unable to control the actions of nationalists and ensure the safety of civilians and foreign citizens during humanitarian operations.

The Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine, in cooperation with the authorized federal executive authorities, continues to carefully record numerous facts of the inhumane attitude of the Kiev authorities to civilians.

Here are some of them for the past day:

in the Sumy region, in the St. Dmitrievsky monastery, the militants of the territorial defence battalion, under threat of physical violence, forced the clergy to completely leave the building. A strong point is equipped in the premises of the monastery, and heavy weapons (MLRS Grad, D-30 howitzers) are placed on the territory;

In the Kharkov region, units of the Armed Forces of Ukraine blew up the dam of the Oskol reservoir. More than seven settlements along the Seversky Donets River are under threat of flooding, and the city of Sviatogorsk in the Kramatorsk district with a population of more than 4,000 people has already been flooded;

also, in the Kharkov region, servicemen of the Armed Forces of Ukraine are mining roadsides in the northern and eastern directions. These criminal actions are aimed at intimidating civilians who are making independent attempts to evacuate to Russia by private cars and on foot.

Such actions of Kiev once again demonstrate an inhumane attitude towards the fate of its own citizens and indicate a complete disregard for all norms of morality and international humanitarian law.

On the morning of 5 April, another attempt by the Kiev regime to evacuate the leaders of the Azov nationalist battalion was foiled near Mariupol.

Two Ukrainian Mi-8 helicopters attempting to break through to the city from the sea were shot down by man-portable anti-aircraft missile systems.

Earlier, we have repeatedly and through all available channels informed the Kiev regime of our proposals on the possibility of the Ukrainian Armed Forces withdrawing from Mariupol after voluntarily laying down their arms.

Today, once again, starting at 6am Moscow time, Ukrainian servicemen were asked to stop hostilities, lay down their weapons and withdraw along an agreed route to Kiev-controlled territory.

However, these proposals have been consistently ignored by the Kiev regime.

Given Kiev's disinterest in saving the lives of its servicemen, Mariupol will be liberated from nationalists by units of the Russian Armed Forces and the Donetsk People's Republic.

Foreign Ministry statement regarding Twitter’s act of censorship

On April 5, the American social media company Twitter resorted to a blatant act of censorship by concealing a post on the Russian Foreign Ministry’s official account in English behind a warning that it violates the platform’s rules. The post covered the main points of the Russian Defence Ministry’s statement about the provocation in the Ukrainian town of Bucha and a link to the full text of the statement. The material was marked as “offensive” and the ability of Twitter users to share it has been drastically curtailed.

This is the first time such a restriction has been placed on the Foreign Ministry’s verified account since it was created in 2011.

We regard this step as clear confirmation that Twitter as well as other US tech companies are direct participants in an unprecedented act of information aggression launched by Washington and its satellites, which is designed to shape international public opinion, creating a vastly distorted picture of events in Ukraine. Large-scale measures are being taken to conceal the horrendous crimes committed by the Kiev regime that is steeped in Nazi ideology. The fabrication of pretexts for ramping up political and sanctions pressure on Russia and flooding Ukraine with an endless supply of weapons continues unabated.

Before it was censored, the post was seen by over two million users, mainly outside of Russia. Obviously, the widespread interest prompted Twitter executives to resort to these unscrupulous methods.

We demand that Twitter immediately restore access to this post. There can be no place for bias in the company’s content moderation in the future. Otherwise, it may acquire a reputation as an accomplice to the Kiev regime’s atrocities.

In the past few days, the propaganda machine of the West and Ukraine has focused exclusively on fueling hysteria over video taken, as we understand, by the military and security service of Ukraine in the city of Bucha, Kiev Region.

Assertions of “war crimes” committed by the Russian Armed Forces in the course of the special military operation have repeatedly been proved false at the detailed briefings by the Russian Defence Ministry, our Ministry and the Permanent Mission to the UN where we held a special news conference yesterday. Today our Ambassador to the UN Vasily Nebenzya set forth our position in great detail, cited facts and read out the testimonies of witnesses at a meeting of the UN Security Council.

The question, then, is what purpose does this blatantly false provocation serve? We are inclined to view it as a pretext to torpedo the ongoing negotiations at a time when some light, however dim, has appeared at the end of the tunnel. At the talks in Istanbul on March 29, 2022, Ukrainian representatives set forth in writing their vision for a treaty on Ukraine’s status and security guarantees for the first time during contacts between our delegations.

For the first time ever, the Ukrainian side has put on paper that it is prepared to declare Ukraine a neutral, non-aligned and non-nuclear state, and to refuse to deploy weapons from foreign states on its territory or to conduct exercises on its territory with the participation of foreign military personnel, unless they are approved by all guarantors of the future treaty, including the Russian Federation. The security guarantees envisaged by the treaty are a step toward everyone realising that the negotiations need to completely rule out NATO’s eastward expansion, primarily to Ukraine, and to ensure indivisible security in Europe.

The Ukrainian side itself included in this draft of the main clauses of the treaty a provision saying that the security guarantees that will be provided to Ukraine in the event of an agreement will not apply to Crimea and Donbass. This is also a sign of significant progress in terms of Kiev making a realistic assessment of the status of these territories.

In accordance with the Istanbul agreements and as a gesture of goodwill, the Russian side decided to de-escalate the situation on the ground, primarily, in the Kiev and Chernigov regions. At precisely this moment, three days after our military left the town of Bucha, the provocation we are talking about was staged in that town. We have every reason to believe this was done to divert attention from the negotiation process and from the fact that, after Istanbul, the Ukrainian side began to backpedal and tried to attach new conditions. As soon as the Western media whipped up hysteria over the fake about Bucha, the Ukrainian negotiators attempted to interrupt the negotiating process.

We believe that the international community must know the truth, which is that the Russian side is ready to keep negotiating in good faith. If the Ukrainian delegation is going to continue to talk about the need for additional steps on the part of the Russian Federation, vehemently refuse (as it is doing now) even to discuss the goals of deтazification and demilitarisation and restoring Russian language rights, and insist that there are no problems with the Russian language or the rights of the Russian-speaking people and Nazification reaching all areas of that country's life, I do not think this will be helpful in advancing the negotiating process.

We would like to once again urge those who are behind Kiev’s actions (we know who they are) to take seriously their responsibility for security in Europe, for the future of the world and for ensuring that all the principles of the UN Charter are honoured in practice. Russia is ready for this conversation.

In order for us to make real progress, instead of just the appearance of progress, we insist that Kiev be sent an unambiguous message not to resort to sabotage. Otherwise, we risk repeating the fate of the Minsk agreements. And that is something we will never do.

It is disquieting that the Ukrainian side has decided to demand that the conclusion of a treaty (which I am talking about now) mean that all hostilities must stop within several days and the Russian Armed Forces must leave Ukraine. After that, a referendum will supposedly be held and ratification will take place in the parliament. The Russian side has created conditions for the treatment of Ukrainian prisoners of war, which fully meet all the requirements of the Geneva Convention. All prisoners of war are treated in accordance with international humanitarian law. They are held in decent conditions, provided with three meals a day, and are provided with timely and qualified medical assistance. They are not subjected to violence or psychological pressure. Everyone is given the opportunity to contact their relatives.

Interaction with the International Committee of the Red Cross has been organised. Notification cards for all detained Ukrainian citizens have been duly forwarded by the Russian side. Representatives of the media and international organizations have access to prisoners of war on the territory of the Russian Federation.

A clear example of this is a visit to Crimea by the Commissioner for Human Rights in the Russian Federation, Tatyana Moskalkova, to check the conditions of detention of Ukrainian prisoners. The results of the visit have been widely reported in the media.

The Ukrainian side has been inconsistent and blatantly indifferent to the fate of specific people - the citizens of their country - on this purely humanitarian issue as well.

The Ukrainian authorities have been disrupting the exchange of prisoners of war for a long time, and on pre-agreed terms.

The exchange of prisoners of war planned for today has also been disrupted by the Ukrainian side.

During the day, the list of 251 persons declared for exchange was repeatedly updated, the number of prisoners of war was repeatedly reduced, and the list agreed at the last stage, comprising only 38 servicemen, was also rejected this morning by the Ukrainian side without any explanation.

At the same time, the Russian Federation prepared a large list of 251 Ukrainian prisoners of war, including their delivery to the original area for exchange.

But they, the citizens of Ukraine, will not be able to end up in their homes, with their families, with their relatives and loved ones today, only because of the fault of the representatives of the authorities in Kiev, to whom they have delegated this power.

Given the above, the Russian side has every reason to believe that the Russian Armed Forces servicemen in captivity are not all right.

In addition, it has been reliably established that Russian servicemen are subjected to torture, violence and mockery, which in their inhumanity replicate the actions of the punishers during the Great Patriotic War, and all this is widely disseminated on the Internet and in the media. Such blatant facts unfortunately remain without the attention of the world community, including the UN, the OSCE and the ICRC.

Western countries are not only aware of Kiev's flagrant violations of international humanitarian law with regard to Russian prisoners of war, but are also trying to help the Ukrainian authorities avoid responsibility.

This is evidenced by the fact that as early as April 1, this year the Kiev regime notified the British Foreign Office that it had no intention of complying with the Geneva Convention when dealing with Russian prisoners of war.

Furthermore, the Ukrainian authorities are persuading Western countries to urge the International Committee of the Red Cross to abandon its attempts to gain access to Russian prisoners of war.

Such manipulations around Russian servicemen strongly suggest that the authorities of many Western states are becoming complicit in the inhuman crimes of Ukrainian neo-Nazis.

In view of the above, the Russian Federation, represented by the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine, calls on the UN, the OSCE, the International Committee of the Red Cross, other international organisations, as well as the leadership of Germany, Turkey and France, the countries actively working in the Ukrainian humanitarian field, to demand that the Ukrainian authorities - immediately provide access to Russian prisoners of war for representatives of the International Committee of the Red Cross to establish the conditions of detention and to carry out an in-depth medical examination, with subsequent transmission of the reports to the Russian side and international organisations.

If the ICRC and other humanitarian organizations fail to take action, the Russian Federation reserves the right to initiate in the near future an urgent meeting of the United Nations Security Council on this matter and to demand a detailed report from the Ukrainian representative and the ICRC leadership on the conditions of detention and the state of health of the Russian servicemen.

Furthermore, the cynical provocation by Ukrainian neo-Nazis with the mass deaths of civilians in Bucha, carried out with the full support of the Kiev regime, is yet another evidence of genocide against its own people. And this was done against civilians who allegedly did not offer resistance to the Russian Armed Forces during their stay in the said locality. All this is staggering in its inhuman cruelty.

This inhuman and horrific crime by the Kiev regime should be thoroughly investigated with the involvement of international human rights organizations.

But the Ukrainian authorities will not stop there.

Similar provocations involving civilians in the towns of Konotop and Trostyanets in the Sumy region and in Borodyanka and Katyuzhanka in the Kyiv region have now been prepared.

We know for a fact that the Kiev regime is also preparing further provocative materials on the deaths of civilians, allegedly as a result of the actions of the Russian army.

To this end, Ukrainian nationalists shelled Dergachi in Kharkov Region, after which they videotaped the destroyed buildings and "numerous dead" for transmission to the Western media. Representatives of Western news agencies took part in this action, which was directed by servicemen of the 72nd Centre for Information and Psychological Operations of the Ukrainian Armed Forces. At the same time, all civilian participants in the staged filming were paid a cash reward of 25$.

Taking the above into account, we warn the countries of the so-called "civilized West" led by the United States of America in advance, the Russian Federation has an operational evidence base of another horrific crime being prepared by the Kiev regime with the instigation and full approval of your own representatives. Statement of the Ministry of Foreign Affairs of the Russian Federation on the occasion of the 50th anniversary of the opening for signature of the Biological Weapons Convention

April 10 marks a historic milestone – the 50th anniversary of the opening for signature of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BWC).

The BWC was the first international legally binding treaty to outlaw an entire category of weapons of mass destruction (WMDs). A ban on weaponization of biological agents is a significant step towards a world free of WMDs. Since its entry into force in 1975, the BWC has always been one of the pillars of disarmament and international security.

The achievements of the international community reached on the basis of the Convention are undeniable. However, there is also room for further improvement. As one of the founding members and depositaries of the Convention, the Russian Federation prioritises universalisation of the BWC. We regularly submit concrete proposals to improve the mechanisms of its implementation.

First of all, it is necessary to resume negotiations on a legally binding Protocol to the Convention stipulating an effective verification mechanism. We promote the establishment of mobile biomedical units and Scientific Advisory Committee under the Convention, and a mechanism for investigating possible violations of the Convention's provisions in accordance with Article VI of the BWC. More attention should be paid to the development of confidence building measures, including reporting of information by States on their military biological activities abroad. The particular relevance of this requirement is confirmed by the information gathered during the special military operation in Ukraine. The disclosed data on the U.S. military and biological activities in the laboratories on the territory of Ukraine clearly indicate the violation of Articles I и IV of the BWC.

We urge all States Parties to promptly adopt appropriate collective measures and focus on achieving significant results and decisions at the forthcoming Ninth Review Conference this August. We are convinced that only decisions that are jointly adopted by consensus can provide reliable guarantees of good faith compliance with conventional obligations and prevent development and use of biological weapons. At the same time, it is important not to create artificial obstacles to the development of civil biological technologies and international cooperation provided for by the relevant provisions of the Convention.

Foreign Minister Sergey Lavrov’s comment on the new draft agreement presented by the Ukrainian side, Moscow, April 7, 2022

Yesterday, the Ukrainian side presented its draft agreement to the negotiating group. It shows a departure from the most important provisions included in the document signed by head of the Ukrainian delegation David Arakhamia at the meeting in Istanbul on March 29 of this year.

In that document, the Ukrainians clearly said that future security guarantees for Ukraine would not apply to Crimea or Sevastopol. This clear statement, however, is absent from yesterday's draft. Instead, it includes some vague phrasing about “effective control” as of February 23 of this year.

In addition, it floats an idea that the problems of Crimea and Donbass should be discussed at a meeting between the presidents of Russia and Ukraine. Moreover, President Vladimir Zelensky has repeatedly stated that such a meeting is possible only after the cessation of hostilities. For sure, at the next round, the Ukrainian side will ask for the withdrawal of troops and will add more preconditions. This intention is clear; this is unacceptable.

I would like to remind the other side that after Istanbul, in response to a glint of realism in the Ukrainian approach, the Russian armed forces de-escalated operations on the Kiev-Chernigov track as a gesture of goodwill and to expedite the progress towards an agreement. What we got in response was a provocation in Bucha, with the West immediately taking advantage of it to announce a new portion of sanctions, as well as Ukrainian neo-Nazis committing atrocities against Russian prisoners of war.

Another major point is that the document signed by David Arakhamia clearly stated that in the context of Ukraine's non-nuclear and neutral status outside any blocs, any military exercises involving foreign personnel could only be held with the consent of all guarantor states, including Russia. However, the draft agreement we received yesterday also includes a different line, replacing that unambiguous provision. It provides for the possibility of conducting exercises with the consent of the majority of guarantor states without any mention of Russia. This kind of difficult negotiating approach has become all too frequent. It shows Kiev’s true intentions and its policy of dragging out negotiations or even disrupting them by deviating from the understandings reached. We view this as a manifestation of the Kiev regime being controlled by Washington and its allies, who are pushing President Vladimir Zelensky to continue hostilities.

Despite all the provocations, the Russian delegation will continue the negotiation process, promoting our draft agreement, which spells out all the key positions and demands very clearly and in full.

The Armed Forces of Russia, as well as the formations of the Donetsk and Lugansk people's republics, strictly observe the ceasefire on all routes, including those declared by the Ukrainian side.

By means of objective control, including the use of unmanned aerial vehicles, random shelling of humanitarian corridors by neo-Nazis from various small arms and mortars is recorded daily, while since April 4, 2022, the intensity of such shelling has been constantly increasing.

At the same time, the statement of the official representative of the French government, G. Attal, about the alleged lack of approval from Russia for the evacuation of civilians from Mariupol, which is completely incomprehensible. Such statements are strikingly absurd as the Russian side, in accordance with humanitarian initiatives of France from 31 March 2022 and Germany and Turkey from 1 and 2 April 2022 respectively, opens daily humanitarian corridors and ensures all requirements to observe the ceasefire on the route from Mariupol to Zaporozhye (with an intermediate point in Berdyansk) as communicated in advance in statements of the Russian Federation Joint Coordination Staff for Humanitarian Response in Ukraine. Representatives of embassies of foreign states, relevant structures of the UN, OSCE, International Committee of the Red Cross and other international organizations located on the territory of Ukraine are notified about the planned humanitarian operation in accordance with the established procedure through all available information resources, including Ukrainian mass media.

In turn, the Ukrainian side has never confirmed the guarantees of the security of this humanitarian corridor and deliberately hinders the implementation of these initiatives.

Here are some of them for the past day:

in the Kharkov region, at checkpoints located at the exits from the settlements of Dergachi and Slatino, militants of one of the nationalist battalions fired at cars with civilians who were independently trying to leave in the direction of the Russian Federation, there are wounded. It should be noted that it is possible to leave the blocked settlements controlled by the Ukrainian military only with the help of "guides" from among local residents who have joined the ranks of territorial defence, who for 100 – 200 US dollars per person provide unhindered passage through checkpoints;

Foreign Ministry statement on the early termination of the Russian Federation’s membership in the UN Human Rights Council

In Russia’s view, the resolution adopted by the UN General Assembly in New York on April 7 on suspending the membership of the Russian Federation in the UN Human Rights Council (UNHRC) is an unlawful and politically motivated act of punishment designed to make an example of a sovereign UN member pursuing independent domestic and foreign policies.

Effective April 7, 2022, the Russian Federation has decided to end its membership in the UNHRC.

Russia has always regarded the UNHRC as an important element of the universal system of promoting and protecting human rights, viewing the Council’s main role as facilitating constructive interstate dialogue on key issues of the human rights agenda with as little politicisation as possible.

Unfortunately, in the current conditions, the Council has been de facto monopolised and exploited by one group of states. These states, which position themselves as beacons of human rights, are directly participating in, or abetting, flagrant mass human rights violations. Despite their status as Council members, they are not prepared to deviate from their political and economic bottom line in order to truly advance the cause of human rights in individual countries. Such actions violate the mandate given by the international community to this UN Council and undermine trust in the UN more broadly.

Russia’s sincere commitment to the protection and advancement of human rights does not allow us to remain part of an international mechanism serving the will of this group of states, which will resort to outright blackmail of sovereign countries to achieve their goals and secure the necessary support during votes.

Our decision to end our membership in the UNHRC effective immediately does not mean Russia is retreating from its international human rights commitments.

The Russian Federation intends to continue helping to facilitate a constructive dialogue on human rights and engaging all stakeholders in collective decision-making in the interests of all groups of states.

We have to state with regret that this is not the first time the US government has tried to blame its own domestic and foreign policy setbacks on some “Russian intrigue.” It groundlessly asserts that Moscow “stands to gain" from undermining security in the information space. In the meantime, it refuses to use bilateral legal mechanisms to inquire into such incidents and does not respond to our appeals to do so. The aim of this propaganda rhetoric is clear – to cover up the cyber aggression unleashed against our country by discrediting Russia and its policy on enhancing international information security. The scale of attacks is unprecedented – up to hundreds of thousands per week. Attacks are launched against government offices, companies, critical and social infrastructure facilities, and life-support systems. Millions of people are affected by these evil actions.

We would like to emphasise that we have much more evidence with which to accuse the Western countries of sponsoring cybercriminals, but we are displaying common sense and self-possession. We are ready to discuss specific factual reports on computer system hacking on a mutual basis. We are also prepared to conduct a broader dialogue on renouncing the militarisation of the information space and using it for peaceful purposes. The dual goal is to prevent the turning of the ICT environment into an arena for interstate confrontation and to guarantee the development of this technology for the benefit of progress by all states.

We strongly advise the mass media and analysts to be more demanding in asking the US administration for explanations about the reasons and sources of increased cybersecurity threats for economic activities. Naturally, all the if’s and but’s cannot be taken at face value, like all the other fabricated arguments that blame Russia for everything.

Among them command post, two fuel depots, a field ammunition depot, 2 multiple rocket launchers, as well as 45 strong points and areas of Ukrainian military equipment concentration.

Russian air defence means shot down a Ukrainian Su-27 aircraft in the air near Novomikhailovka.

In total, 126 aircfaft, 421 unmanned aerial vehicles, 2,024 tanks and other armored combat vehicles, 225 multiple launch rocket systems, 876 field artillery and mortars, as well as 1,923 units of special military vehicles of the Armed Forces of Ukraine were destroyed during the operation.

Today, the Ukrainian Armed Forces struck Kramatorsk railway station with Tochka-U tactical missile.

Tochka-U tactical missile, the wreckage of which was found near Kramatorsk railway station, is only used by the Ukrainian Armed Forces.

I would like to point out that the maximum range of Tochka-U missile is 120 km. The warhead weighs 482kg and contains 20 fragmentation warheads, each 7.5kg, forming around 16,000 fragments.

An analysis of the engagement radius of the warhead, as well as the characteristic position of Tochka-U missile's tail section, clearly confirm that it was launched from a south-western direction away from Kramatorsk.

According to intelligence reports, one of the divisions of the 19th Missile Brigade armed with Tochka-U missile systems at the time of the strike on Kramatorsk was located near Dobropol'e in Donetsk Region, 45 km south-west of Kramatorsk.

This area is still under the full control of the Ukrainian military grouping troops in Donbass.

I would like to stress that the Ukrainian Armed Forces still possess a significant arsenal of Tochka-U missiles.

Before the start of the special military operation, the Kiev regime had 20 Tochka-U missile systems with two launchers each.

During the special military operation, 8 Ukrainian Tochka-U rocket launchers and around 90 per cent of the missiles at the arsenals were destroyed.

Nevertheless, the threat by the Kiev regime of continued provocations and missile attacks on populated areas with civilians remains high.

A joint operation by grouping of troops of the Donetsk People's Republic and units of the Russian Armed Forces to fully liberate Mariupol city is continuing.

The results of radio intercepts show that in addition to Nazis from the Azov battalion and remnants of the Ukrainian Armed Forces, there is a significant number of foreign mercenaries in the occupied areas of the city. In addition to Ukrainian and Russian, radio communications are conducted in six other, mostly European, foreign languages.

It is clear that it is not the defenders of so-called "European values" who are now blockaded in the city, but foreign mercenaries. Arriving to kill Slavs for American dollars, using a "human shield" made up of civilians.

Kiev's nationalist regime has refused to withdraw fighters from Mariupol.

With this in mind, the city will certainly be liberated by the troops of the Donetsk People's Republic and units of the Russian Armed Forces.

Foreign Ministry statement on Ukraine’s strike at Kramatorsk

On April 8, the Ukrainian Armed Forces (UAF) committed another war crime by striking a railway station in Kiev-controlled Kramatorsk with a Tochka-U tactical missile. Dozens were killed and over a hundred injured. We convey our deep condolences to the families and friends of the deceased.

The UAF committed a similar barbarous crime on March 14, 2022 when a strike by the same Tochka-U missile at the centre of Donetsk killed 17 people and wounded another 36. In both cases, the choice of the target was not random – the Kiev regime is striving to maximise the number of civilian victims. Their murders in Donbass have become standard practice for Ukrainian armed units in the past eight years. By cynically killing civilians in cold blood, Kiev is trying to blame Russia for its own crimes in order to discredit Moscow’s special military operation to defend the DPR and the LPR.

There is conclusive evidence that the UAF committed this crime. It is the UAF that has Tochka-U missiles in service and uses them. Fragments of this missile were found on the site of the tragedy. Such inhuman actions by the Kiev regime confirm that the goals of the special military operation to demilitarise and de-Nazify Ukraine are fully justified.

We are convinced that the Kiev authorities will not escape responsibility. We urge the international community to objectively evaluate the crimes committed by Ukrainian units, to stop supplying them with arms and prompt Kiev to renounce its unacceptable methods of hostility.

Update on Ukraine

The special military operation continues in Ukraine. Its goals and tasks are to free the DPR and the LPR, demilitarise and denazify Ukraine and remove threats to Russia from Ukrainian territory where neo-Nazis are committing atrocities. The Russian military are doing all they can to avoid civilian victims. They are not striking civilian facilities and they are opening humanitarian corridors for people to leave dangerous areas every day.

Against this backdrop, the Kiev regime is shelling residential neighbourhoods, destroying its own people and is leading the country into a humanitarian disaster with support from its American and European curators that are building up lethal arms supplies to Ukraine.

Recently, Ukrainian nationalists have been focusing on provocations, disinformation and fabricated episodes that are aimed at accusing Russia of war crimes. We saw similar staged shows in Syria several years ago and not just in Syria and not just several years ago.

On April 3, 2022, the world saw another crime by the Ukrainian authorities in Bucha where they faked the alleged murder of civilians by the Russian military. After checking the relevant reports and comparing information the Russian Defence Ministry promptly came up with a detailed rebuttal. Until March 30, 2022, when Bucha was controlled by the Russian military and up to and including April 3 when they left, local residents freely moved around the city and used mobile phones.

They could have complained about any action by anyone, including the Russian military but there was nothing to complain about. The Russian military delivered to the people of Bucha and other places in the Kiev Region 452 tonnes of humanitarian aid. Not a single civilian was hurt by a violent attack while Bucha was under the control of the Russian armed forces. There has been no information to this effect. The roads from Bucha to other places, including Kiev, were not blocked. In the process, Ukrainian troops shelled around the clock the southern outskirts of the city, including its residential areas (as they always do everywhere). They used large caliber artillery, tanks and multiple rocket launchers for this purpose.

On March 31, 2022, Mayor Anatoly Fedoruk of Bucha, who said in a video address that Russian forces had pulled out of the city, did not mention any executed residents. I suggest that you watch this video before it is deleted from YouTube, Twitter and other US platforms that are accomplices in this crime. By spreading fake news and blocking the truth, alternative views, investigation material and straight talk, these platforms have become accomplices in this terrible tragedy in Bucha, which is the result of Kiev’s crimes. Assuming these crimes were not directly ordered by Kiev, we must state that they were committed by forces which have broken off from President Zelensky’s control, or that he never controlled.

I am accusing Western and primarily the US media of not only spreading fake news and disinformation, but of being an accomplice in the massacre in Bucha. Newspapers, television and analysts are accomplices in this punitive act. I also know that this is not the first time they did this.

The world has seen similar operations before. Regrettably, it was in Europe. In October 1944, the Soviet army fighting in Germany occupied the city of Nemmersdorf and held it for several days. When the Soviet troops had to retreat, German propaganda specialists entered the city, including the head of the NSDAP Propaganda Department for East Prussia, Karl Gebhardt. After a bloody two-day information campaign, the Nazi newspaper Volkischer Beobachter published an article on the “fury of the Soviet beasts.” Times have changed, but they are still working very fast, when they need to. Does this remind you of anything? Even the headlines are almost identical; they didn’t even bother to write a new one. They are just copying items from the period the revival of which we are now fighting. That article ranted about the “horrors” and “mutilation” of Nemmersdorf civilians by Soviet soldiers, writing in detail about “torture” and “murder” evidence for which the Nazis allegedly found in the city.

The Third Reich organised an international commission to investigate the massacre and invited representatives of rubber-stamping governments, including Estonia. Barely a week later, the commission of Hjalmar Mae, published a report putting the blame on Moscow. I mentioned the almost identical headlines. As for the international reaction, it was the same as well. Within moments the world was reading statements by various representatives, officials and heads of European countries who drew conclusions and appointed criminals just by looking at the photographs.

The “international commission” organised by the Nazis passed the verdict. The Mae commission report was the most frequently cited document, and a favourite weapon of the Goebbels’ propaganda machine in late 1944. Foreign language copies were forwarded to many international news agencies. Berlin issued instructions to use the “Nemmersdorf case” as proof of the atrocities allegedly committed by the Red Army.

Many historians investigated the massacre after the war. German military historian Bernhard Fisch, who took part in the battles of Nemmersdorf, wrote that the German authorities did not try to identify the bodies found in the city and that the victims in the published photographs were brought to the city from several East Prussian villages. Wasn’t it the same in Srebrenica? Or in Aleppo and Douma in Syria? Absolutely the same. Who is paying for this? The sponsors are Washington, London and the collective Brussels.

The German Foreign Ministry admitted in the 21st century that the Nemmersdorf fake was prepared by Lieutenant Pfeiffer from the secret military police of the German Wehrmacht and circulated via Berlin. It looks as if the ideologists and PR experts who reared the Bucha massacre knew about that. But how did they do it? Did they collect the bodies somewhere, or did the Ukrainian forces ordered the shooting right in the city? This must be investigated. But the methods, forms and goals are identical. The signature is the same. Evidence of the Russian forces’ innocence is so numerous that the accusations against them must be lifted, and charges must be brought directly against the Kiev regime and all those who assisted it or who inspired this massacre.

Western media can block us on Twitter all they want. They can cut things out, apply labels and threaten users that certain information is supposedly “hazardous to human health.” They are spreading fake stories and presenting them as fact. They can do this as long as they like but they must remember that history always dots its i’s and crosses its t’s. The truth will always prevail. It will in this case, too. Just a few days passed and even the most rabid accusers have fallen silent. They realised the scale of what was done in Bucha by Ukrainian extremists, neo-Nazis, security forces, or non-people – whatever you want to call them.

So, on April 3, 2022 after employees of the Security Service of Ukraine and, probably, the special services of other countries as well (this will have to be established) arrived in the city, the evidence of what was left in the city was revealed. In fact, it was not left but committed after militants controlled by the Kiev regime (or not controlled by it) arrived in the city.

Without making a single attempt to verify anything (are the photos fake or authentic?), Western politicians and media instantly passed a verdict of guilty on Russia. Is this anything new? For many years, they have done the same: passed a verdict and made good on their threats without bothering to check anything. The President of France, the Federal Chancellor of Germany and the US Secretary of State instantly demanded that the Russian authorities answer for their crimes. All these people are personally responsible for supporting the crime committed by the Kiev regime and the forces it associates with, whether it controls them or not.

I was asked why Moscow did not start refuting these accusations as soon as they appeared in the media. It is necessary to figure out what happened first, and this requires time. This is what they were counting on. They used the element of surprise, with this huge fabrication, to elicit comments. But no one should go along with it. It is impossible to make official comments without preliminary verification, which has now been done. It was hard to believe that fakes like this could spread to such an extent. Despite the complete absurdity of these statements and accusations, they were checked.

Following the check, Russia immediately requested a meeting of the UN Security Council to discuss this situation and probably to share information if someone had additional evidence. It was also important to call a spade a spade – a criminal provocation had to be called a criminal provocation. However, the British Presidency of the UN Security Council brushed aside our initiative twice in one day. A meeting on the situation in Ukraine was held only yesterday but it was planned before as part of the programme. We have the right to an emergency meeting, considering how far and wide these fabrications were spread, how zealously the countries mentioned demanded that these fakes be countered, and what accusations were made. But the main thing is what we saw in the photos. We know London – it does not need a single fact to support its accusations, issue a verdict and carry it out, all it needs is just the desire and decision to act.

We used the UN Security Council meeting to share our facts with the world and remind everyone about Kiev failing to deliver on its promises to end the war in Donbass and to respect the rights of the Russian-speaking people. The Russian side called on everyone to at least keep in mind the fact that the issue is about civilians. Ukraine and its people should stop being pawns in someone else's game that has been played within its borders for many years now by countries that do not even share borders with it. They do not have deep, vital, or real interests in that country. They are simply playing out another geopolitical scenario of global chaos.

We used the UN Security Council meeting to draw the international community’s attention to the ongoing flooding of Ukraine with weapons of all kinds. It was flooded with weapons to the point that their warehouses became empty and there was nothing left to supply to Ukraine. This is not about humanitarian aid, bread, grain, or medicine. It’s about weapons so that people keep crippling themselves. According to Berlin officials, they have sent so many weapons that they have nothing more to send. Can you imagine? This flooding continues. The same is being done in eastern, central and northern Europe.

The course of the discussion at the UN Security Council showed that our Western colleagues refused to consider the glaring inconsistencies in the footage from Bucha, which was aired by their media. As a matter of fact, they were not going to discuss anything in those videos. They made their accusatory statements and were done with it. It has always been that way, hasn’t it? Was it any different after the provocation in Syria? Or after the faked scenes in Salisbury or Amesbury? Has there been at least one investigation that has been brought to conclusion, based on the law, or that was done within the legal field? Never. Nothing. Everything has always been left hanging in the air. On the other hand, political accusations backed up by the expulsion of diplomats and sanctions are a tradition which was invariably maintained.

Obviously, this terrible and criminal fake was fabricated in order to justify yet another pre-planned package of sanctions, including mass expulsions of Russian diplomats from a number of Western countries, and to complicate (if not completely thwart) the talks in which Kiev began to show signs of taking a realistic approach. The third, most important factor is to once again heighten tensions not only in the region, but around the world as well. They have to provide explanations to the people affected by the sanctions that the West imposed on Russia, which either backfired or ricocheted around the world.

They need to explain why sanctions continue to be imposed. People all over the world are taking to the streets and demanding that their representatives, officials and political circles explain why these countries are being impacted or are supporting sanctions on Russia and why the people of the countries that are not involved in the situation around Ukraine or in the problems of Europe in general continue to be impacted by these restrictions.

The Armed Forces of the Russian Federation continue the special military operation in Ukraine.

During the night, high-precision air-based missiles destroyed a large ammunition depot of the Ukrainian Armed Forces near the Novomoskovsk, Dnepropetrovsk Region.

MiG-29 fighter jet and Mi-8 helicopter of the Ukrainian Air Force, as well as a depot with aerial warfare equipment were detected and destroyed during aerial reconnaissance at Mirgorod military airfield, Poltava region.

Russian Air Defence means shot down 4 Ukrainian unmanned aerial vehicles in the air near Belogorka, Krasnogorovka and Krutaya Balka.

Operational-tactical aviation of the Russian Aerospace Forces hit 85 military assets of Ukraine.

Among them: 2 command posts, 3 multiple rocket launchers, 4 self-propelled artillery mounts, 1 field ammunition depot with an ammunition supply point, 2 logistics depots, and 4 strong points and areas of Ukrainian military equipment concentration.

In total, 127 aircfaft and 98 helicopters, 425 unmanned aerial vehicles, 2,031 tanks and other armored combat vehicles, 228 multiple launch rocket systems, 880 field artillery and mortars, as well as 1,932 units of special military vehicles of the Armed Forces of Ukraine were destroyed during the operation.

According to confirmed reports, the Kiev nationalist regime is preparing another provocation to accuse Russia of allegedly massacring civilians in Irpen, Kiev Region.

I would like to draw your attention to the fact that units of the Russian Armed Forces left the town more than a week ago.

The Security Service of Ukraine plans to bring the bodies of local residents killed by Ukrainian artillery shelling from the morgue of the town hospital on Polevaya Street to the basement of a building on the eastern outskirts of Irpen.

Then a staged action with shooting and "destruction" of an alleged "Russian reconnaissance group" that arrived in Irpen "to kill witnesses of Russian war crimes" will be staged by the Security Service of Ukraine in Puscha-Voditskii forest area.

At the same time, the bodies of captured Russian servicemen previously killed by nationalists under torture will be presented as "undeniable evidence" in the forest.

This cynical staged action is organised for later distribution of the video footage through the Western media.
