During the special military operation, the Armed Forces of the Russian Federation and the formations of the DPR and LPR liberated significant territories of the Donetsk, Lugansk people's republics, the entire Kherson region, part of the Kharkov, Zaporozhye and Nikolaev regions. Peaceful life is being established in these territories, life support facilities for the population, social infrastructure and housing and communal services are being actively restored. The sowing campaign has begun. The local population, who had previously left these areas for the central and western regions of Ukraine, currently cannot return back. The Kiev regime and the fighters of nationalist armed formations in every way prevent their citizens from returning home. All humanitarian corridors opened by the Russian side are blocked.

To date, the hotline of the Russian Joint Coordination Headquarters for Humanitarian Response has already received 2,753,477 requests for evacuation to the territories controlled by the Russian army and to Russia itself.

We will continue to appeal to the relevant structures of the United Nations, the OSCE, the International Committee of the Red Cross and other international organizations to assist Ukrainian citizens to return to their homes through all available information resources.

Such actions of the Ukrainian authorities, once again, demonstrate their inhumane attitude to the fate of the people of Ukraine and indicate complete disregard for all norms of morality and international humanitarian law.

Despite the obstacles created by Kiev, over the past day, without the participation of the Ukrainian authorities, 10,715 people were evacuated from dangerous areas of Ukraine, Donetsk and Lugansk people's republics to the territory of the Russian Federation, 1,723 of them children, and in total, since the beginning of the special military operation, 985,949 people have already been evacuated, of which 178,814 children. Russian Aerospace Forces have neutralised four military facilities of Ukraine by high-precision air-launched missiles overnight. The neutralised facilities include two manpower and military equipment concentration points of the enemy, two artillery and missile armament depots, as well as munitions near Barvenkovo and Ivanovka.

Tactical and army aviation of the Russian Aerospace Forces have neutralised 67 military facilities of Ukraine over the past 24 hours. The neutralised facilities include two company strongpoints, two large artillery, missile armament and fuel depots in Preobrazhenka and Orekhov, as well as 55 manpower and military equipment points of the enemy.

The attacks have resulted in the elimination of more than 300 nationalists and up to 40 armoured and motor vehicles.

The missile troops and artillery have performed 408 fire tasks overnight. The neutralised objectives are 18 control points and 383 manpower and Ukrainian military equipment concentration points.

The Russian anti-aircraft defence means have shot down one Su-24 airplane of the Ukrainian Air Force over Nikolayevka, Lugansk People's Republic.

The objectives of this indiscriminate missile attack launched by the nationalists were the residential districts near Ushakova avenue that include kindergartens, schools and various social facilities.

The Russian anti-aircraft defence units have repelled the missile and rocket attack of the Ukrainian troops launched at the residential districts of Kherson.

I read several anonymous statements by serving US military personnel on what happens with these weapons when they cross the Ukrainian border and where they end up. They said they do not have any information on where all these weapons go.

Apart from tanks and armoured vehicles, Ukraine also receives thousands of portable air-defence systems, the weapons terrorist use. It is not a coincidence that we had an agreement with the United States for many years to inform each other about any deliveries of MANPADS abroad. This way, they knew that we did not allow these formidable weapons to fall into the wrong hands, while we also knew that they would not make any mistakes or ill-advised moves. The Javelin is also a portable missile system. It may have been invented as an anti-tank missile system, but it can also be used to carry out terrorist attacks. Where do all these weapons go? Let me emphasise that we are talking about thousands and thousands of units here.

In Ukraine, Azov and Aidar neo-Nazi battalions and other units that do not report to the commander-in-chief, and are proud of it, have a special, autonomous, untouchable status within the armed forces. If experience is any guide, like any country with a weak government, these weapons will spread around, including to the countries supplying them to Ukraine. In these countries, there are also groups, especially in the context of migration processes, who would love to lay their hands on these weapons. The American military ignores where these weapons go. Maybe they do know some things, but there are definitely things they ignore. What will the Russian Federation do? When Turkey sold the Bayraktar drones to Ukraine, which happened a long time ago, they were used for reconnaissance purposes in Donbass for many years to help the Ukrainian Armed Forces shell this region in what amounted to a flagrant violation of the Minsk agreements.

Vladimir Zelensky has buried these agreements publicly. He refused to honour them, just like the decision taken at the December 2019 Normandy summit in Paris, even though there was nothing about Lugansk, Donetsk or Russia there. All he had to do was pass a law granting Donbass special status. Nothing more. He did not have to do anything else. But he was the one who had to do it! Nobody else could have done this in his place. He subscribed to this. But then, for three years he went around lamenting that Russia failed to fulfil the Minsk agreements. This is ridiculous. He has been simulating talks with the Russian Federation the same way he imitates democracy, while in fact cancelling democracy, culture and imposing the dictate of radicals.

These weapons will be a legitimate target for the Russian Armed Forces during the special operation. They have already targeted warehouses, including in western Ukraine. How can it be otherwise? NATO has de facto entered into a proxy war with Russia by arming its proxy. War is war, as the saying goes.

As for arms supplies, this is another example of American bad faith in terms of international law and the fact that they are guided by the principle “do as you please.” The United States had about two dozen Soviet and Russian Mi-17 helicopters. In better times, we had a comprehensive project within the Russia-NATO Council to work together to promote a settlement in Afghanistan. It was called the Helicopter Package. We supplied helicopters, and they paid for them. We provided maintenance for these helicopters, and they were delivered to Afghan security forces. Today, Washington said aloud that it was going to hand over these helicopters to Vladimir Zelensky. We drew their attention to the fact that they had acquired the helicopters under a contract with Rosoboronexport, which states that these helicopters can only be used by Afghan security forces, while prohibiting any transfer to third countries without Russia’s consent. The obligation not to transfer the helicopters to third parties is set forth in end-use certificates, first signed before 2013 under the Helicopter Package when Hillary Clinton was Secretary of State, and then by John Kerry. Therefore, sending these helicopters to Ukraine amounts to an outright violation in a very important sphere of international relations.

US Department of State using information and communications technologies to discredit Russia’s policy in Ukraine

We noted the article posted on the website of the US State Department on April 21, titled What Is a “Special Military Operation”? It calls on US citizens to join the anti-Russia propaganda campaign using Western information and communications technology. To reiterate: the US agency in charge of foreign policy addresses its citizens saying that an information and communication technology toolkit has been created. It can be used to conduct a cyber aggression against Russia. Is there an all-out American cybermobilisation going on? What are the legal grounds for this?

In particular, the US authorities suggest that American volunteers launch a direct dialogue with Russians using special software for computers and mobile apps. The State Department shares links leading to corresponding websites operating on the “click the button” principle: the programme will find a receiver and write the message. All of this will be presented as a personal opinion, contribution and position of a US citizen on the situation in Ukraine. No futurist could have come up with such a thing. Only people with a perverted psyche, on the verge of psychiatry, are capable of this. We ask all specialists on cybertechnology, security, and cyber environment research, to give this qualification and a specific name. We have not yet encountered this in practice. We understand what these bullets to be loaded into US citizens’ guns are made of. Lies, threats, and propaganda – that much is clear. But this should be qualified somehow. It’s an advance in violating all possible and impossible cybersecurity laws adopted at the national level and international platforms.

Perhaps this can be explained by the helplessness of the State Department, which is experiencing another bout of Russophobia. There are no more resources left. They need a general US mobilisation. Is CNN failing? Now they are calling ordinary people? Apparently, the US diplomatic department understands the futility of all attempts to make Russia the source of all evil by using controlled media. It is impossible to demonstrate the same thing day after day and convince people that they themselves have come up with it. People start asking questions; there is objective information and irrefutable evidence of the American lies. In addition to this, there is also the effect of fatigue and the lack of interest in consuming this kind of content generated by the American authorities. Now they decided to take a different approach.

When the Americans were preparing the anti-Iraqi campaign, did they ask ordinary people to call or send emails to support the actions of the US military personnel or personnel from other coalition members? These methods of cyber privateering from the US are a flagrant violation of the Universal Declaration of Human Rights. This disdainful attitude towards the task of ensuring the protection of personal data once again demonstrates Washington’s policy of double standards in relation to its international obligations. Now I understand why they gave cover to the Mirotvorets (Peacemaker) website. They posted personal data of journalists, public figures, and politicians who did not align with the Kiev regime and its American patrons. We emphasise that on the Russian side, sanctions of this kind are being imposed involuntarily and solely in response to the hostile actions by the Canadian leadership. Some 20 million tonnes have been exported so far. Foreign weapons and ammunition are brought into Ukraine by a reverse route in exchange for these agricultural products. All this is taking place against an acute shortage of foodstuffs for the domestic population, as well as a lack of grain crops in most regions of Ukraine for the spring sowing campaign.

Due to the initiative of the President of the Russian Federation, Vladimir Putin, 80 civilians, including women and children, forcibly detained by Ukrainian nationalists, were rescued from Azovstal in Mariupol.

Units of the Russian Armed Forces and the people's militia of the Donetsk People's Republic opened a humanitarian corridor for the safe evacuation of civilians and ensured ceasefire.
