As a result of the effective measures taken, without the participation of the Kiev authorities, 68,098 people have already been evacuated from Mariupol, where the humanitarian situation has taken catastrophic proportions. Saved from the horrors and lawlessness staged by the nationalists, people are now completely safe under the protection of the Russian Federation, all those in need are provided with the necessary assistance.
Despite the endless streams of lies and misinformation, the Russian Federation continues to fully fulfill its humanitarian obligations.

Units of the Russian Armed Forces continue to destroy units of the 54th Separate Mechanized Brigade of the Armed Forces of Ukraine. Currently, they are fighting for the capture of Novomikhailovka.

The Russian Ministry of Defence continues to analyze documents revealing the military-biological activities of the Pentagon in Ukraine.
The incoming materials allow us to trace the pattern of interaction between US government agencies and Ukrainian bio-objects. The involvement of entities close to the current US leadership, notably the Rosemont Seneca investment fund run by Hunter Biden, is noticeable in the funding of these activities. The Fund has significant financial resources of at least $2.4 billion. The foundation is closely linked to key contractors of the US military department, including Metabiota, which, along with Black and Veach, is a major supplier of equipment to the Pentagon's bio-labs around the world.
The scale of the program is impressive. The US Agency for International Development, the George Soros Foundation and the Center for Disease Control and Prevention are directly involved, in addition to the military department. Scientific supervision is provided by leading research organisations, including the Los Alamos National Laboratory, which is developing nuclear weapons as part of the Manhattan Project.
All these activities are carried out under the full control of the Pentagon.
Please note - the registration card which confirms that it was 30 Ukrainian laboratories, located in 14 settlements, that were involved in full-scale military-biological activities in Ukraine.
The document was signed by Viktor Polishchuk, Deputy State Secretary of the Ukrainian Cabinet of Ministers. The legal basis for its signing was the Agreement on Cooperation to Prevent the Spread of Technologies, Pathogens and Information that could be used for the development of biological weapons.
The registration card identifies the customer of the work, the US Defense Threat Reduction Agency, as well as a list of biobjects.
As we have previously reported, the funding for 2018-2020 alone was around $32 million. The text of the document states that the United States, its personnel and contractors are exempt from the obligation to pay taxes or other similar fees that are levied in Ukraine.
The Ministry of Defence has disclosed and summarised the flow of biomaterials. Funding for military-biological activities has enabled the US and its allies to export at least 16,000 bioassays outside Ukraine.
Thus, under the UP-8 project in Lvov, Kharkov, Odessa and Kiev, blood samples were taken from 4,000 servicemen for antibodies to hantaviruses and from 400 for antibodies to the Congo-Crimean fever virus.
This large-scale screening of the natural immunity of the population was probably carried out in order to select the biological agents most dangerous to the population of a particular region.
Document review reveals that not only human tissue and serum samples, but also dangerous pathogens and their transporters were exported. Thus, more than 10,000 samples were sent to Lugar Centre in Georgia. Other recipients include: reference laboratories in the UK, the Loeffler Institute in Germany.
All this creates risks for the transfer abroad of sensitive genetic information, as well as threats to biological security not only for Ukraine, but also for the regions where the samples were transferred.
One of the US customers' priorities is the anthrax pathogen, which is highly susceptible and persistent in the environment.
The slide shows documents from the UP-2 project, one of the tasks of which was to identify dead animal burial sites, taking soil samples from anthrax animal burial sites. The interest of US military biologists in studying insect vectors in animal burial sites is also not accidental. Apparently, they analysed the results of an outbreak of anthrax disease in Yamal in 2016, during which cases of vector-borne transmission through flies and gadflies were recorded.
Given that the situation with anthrax in Ukraine remains positive, it raises the question of the need for the Pentagon's research and its true purpose.
We know of examples where the US military departments work with anthrax has ended in biosecurity emergencies.
Between 2005 and 2015, viable anthrax spores were sent from the US Army's Dugway proving ground to 194 recipients in ten countries.
The current situation with the shipment of pathogenic biomaterials from Ukraine to European countries could result in loss of life and create a hotbed of epidemiological instability on a scale comparable to the COVID-19 pandemic.
We continue to share information on research involving Ukrainian military personnel. We would like to point out that such work is prohibited within the US and is carried out by the military department outside the US.
Earlier mention was made of the UP-8 research, which involved more than 4,000 people. According to figures published in the Bulgarian media, some 20 Ukrainian soldiers were killed in experiments in the Kharkov laboratory alone and another 200 were hospitalised.
The documents received confirm the attempt to test previously untested medicines on them. This is the Deep Drug screening system for unlicensed pharmaceuticals in the United States and Canada.
What makes the US sponsors particularly cynical is that the developer, Scymount, offered to purchase the system in question on a commercial basis, despite the fact that Ukrainian Ministry of Defence officials were engaged as volunteers.
Such unacceptable approaches, with the tacit approval of the US administration, are the norm for big pharma companies. For example, the US Naval Medical Centre in Jakarta was shut down by Indonesian authorities in 2010 because of numerous irregularities.
The Americans conducted work at the site outside the agreed research programme, collected biological samples and refused to inform the Indonesian government of their findings. The materials they obtained were used on behalf of the Pentagon-affiliated pharmaceutical company Gilead, which conducts trials of its drugs, including in Ukraine and Georgia.
We would like to draw attention that the number of biological laboratories in the USA is not comparable with other countries. According to the Chinese Foreign Ministry, they control 336 laboratories in 30 states outside national jurisdiction.
We believe that in the context of the incoming information, clarification should be sought from Washington regarding the true objectives of the US biolaboratories as part of the international investigation.

The Armed Forces of the Russian Federation continue the special military operation.
By the morning of March 24, the units of the Russian Armed Forces took control Izyum city in Kharkov region.
On the evening of March 23 and on the night of March 24, high-precision long-range sea- and air-based weapons attacked military facilities of the Ukrainian Armed Forces.
As a result of the strikes, 13 launchers of anti-aircraft missile systems were destroyed, including 9 S-300 and 4 Buk-M1 in Danilovka, south of Kiev, formation headquarters and missile and artillery weapons depot in Bakhmut, Donetsk region, as well as a temporary deployment point of the nationalist battalion in Lisichansk city.

The Russian Defence Ministry continues to study documents received from employees of Ukrainian laboratories about secret military biological activities of the United States in Ukraine.
Experts of the Russian Nuclear, Biological and Chemical protection troops during the study of documents revealed new facts proving the direct involvement of the US Department of Defence in the development of biological weapons components in Ukraine.
In the near future, we will show original documents demonstrating that UP-2 biological project, which we have already talked about, was developed and approved by the Pentagon. The main objective of this project was to carry out a molecular analysis of particularly dangerous infections endemic to Ukraine. This work involved sampling the pathogen from old animal burial grounds to obtain new anthrax strains.
However, the Pentagon's experiments were not limited to the development of dangerous infections. For example, a pharmaceutical company contracted by the US Department of Defence, according to documents obtained, was working with the Ukrainian Defence Ministry to test unregistered medical drugs specifically on Ukrainian servicemen.

The Russian Federation, guided solely by the principles of international humanitarian law, continues large-scale measures to provide comprehensive assistance to the population in the controlled areas of Ukraine and the Donetsk and Lugansk People's Republics.
To this end, humanitarian corridors continue to open daily since 10 a.m. in the directions of Kiev, Chernigov, Sumy, Kharkov and Mariupol, one to Russia and one more through Kiev-controlled territories towards Ukraine's western borders.
Of the routes proposed by us, the Ukrainian authorities have agreed on only three, but not a single humanitarian corridor to the Russian Federation has again been confirmed by official Kiev, which once again proves the indifference of the current government to its own people.
At the same time, as of this day, the Ukrainian side announced 12 additional corridors in the directions of Kiev, Zhytomyr, Zaporozhye and Donetsk, of which none in the direction of the Russian Federation.
The Russian Armed Forces strictly observe the ceasefire on all routes, including those declared by the Ukrainian side.

The Armed Forces of the Russian Federation continue the special military operation.
By the morning of March 24, the units of the Russian Armed Forces took control Izyum city in Kharkov region.
On the evening of March 23 and on the night of March 24, high-precision long-range sea- and air-based weapons attacked military facilities of the Ukrainian Armed Forces.

The main objective of this project was to carry out a molecular analysis of particularly dangerous infections endemic to Ukraine. The retreat was an abysmal failure, but that isn't the 20 years spent there, where a "victory" wasn't really the aim.
It was a successful operation by all metrics it was measured by internally. To the regular joe, it was a fustercluck. Same as Vietnam. You think the US couldn't have turned Afghanistan into glass, then rolled in and started extracting the rare earth elements? We didn't...because it wasn't about conquering.
Any war the US fights, or has fought in the last 60 years, has been a war where we are our own worst enemy with regards to our attrition. We go in half assed. The one time we really didn't was Iraq. And even then, we only occupied.

It is not surprising that the Russian mentality is known for taking things to heart. We feel very strongly about other people’s pain and injustice. We are capable of feeling sincere joy about others’ success and helping those who truly need our help.
Russian culture always protected Russia’s national identity. While readily taking in all the best and constructive, it patently rejected anything false or momentary, anything that would disrupt the continuity of our spiritual values, moral principles, and historical memory.
This unique quality reliably protects the Russian people even today, when seemingly eternal concepts and norms are being eroded and undermined in different countries, history is being distorted, and the laws of nature itself are being violated.
In a number of countries – mainly the so-called Western countries – these processes have not just permeated politics, society, sports and education, but they often run the show in these areas, they are being aggressively imposed.
Suffice it to mention the notion of cancel culture, which generally refers to public ostracism, boycotting, and sometimes withholding, even oblivion of certain obvious facts, books, names of historical and modern public figures, writers or anyone who does not fit into modern patterns, no matter how absurd they actually are.

Those films effectively “cancelled” the courage and heroism, and the victory achieved by the Red Army, which made a decisive contribution – suffice it to consider the numbers of military units that fought on the Eastern Front, near Germany – that decisive contribution has been cancelled as well.
When Japan annually commemorates the victims of the nuclear bombing of Hiroshima and Nagasaki in August, they either bashfully keep silent about who dropped the bombs on their cities, or they write flagrant nonsense, that some abstract allies did it. This is what their textbooks say. They simply prefer not to talk about the fact that it was the United States that committed such as a terrible and unjustified massacre at the end of World War II. They have cynically decided to “cancel” this truth as well.
Children's writer J. K. Rowling, the author of books that have sold hundreds of millions of copies around the world, has recently been cancelled in much the same way for displeasing supporters of so-called gender freedoms.
Today, they are trying to cancel an entire millennium-old country, our people. I am referring to the mounting discrimination against everything related to Russia, about the trend that is gaining momentum in a number of Western states – with the complete connivance and sometimes with encouragement from the ruling elite.
This notorious cancel culture has turned into the cancellation of culture. The names Tchaikovsky, Shostakovich and Rachmaninoff are blacked out on concert posters. Russian writers and their books are banned. The last time a campaign like this happened, it was the Nazis who began destroying objectionable literature in Germany. We know well and remember from documentaries the burning of books right on public squares.
It is impossible to imagine this in our country. We are insured against this largely owing to domestic culture. For us, this is inseparable from our Motherland, from Russia where there is no room for ethnic intolerance and where representatives of dozens of nationalities and ethnic groups have lived, worked and brought up children for centuries. We are not interested in looking back. Instead, we are looking forward. We are focusing on the future. Setting our usual verbiage aside, we just had enough of them, their arrogance, lack of respect, trampling on the interests of others, failing to understand what is going on, and the outright ignorance of facts and history. They don’t know how to negotiate, tend to rely exclusively on force, destroy the existing contractual mechanisms which have always served as a foundation of international relations no matter where you look, be it the economy, finances, business, culture, humanitarian ties, the defence sector, strategy and security, or countering new challenges and threats. Sergey Ryabkov has spoken about this many times. His latest statement was no different.
If they are interested in preserving what they have not destroyed so far, we will probably seek to do the same on our side. We will treat this as the remnants of the relations we used to share. In fact, they have been shaping their trade and investment construct for decades. We must realise that for many years we have been facing a full-scale financial and economic war to destroy our economy. They have already said twice that they shattered us and “ripped us to pieces.” This is the first time I heard that you can rip something to pieces twice. They managed to do this, it seems. This is the way they view us. Still, the plan remains intact. If they already made two attempts, this means that they will persist in their efforts. We can now see this by the methods they use. One of them is to undermine the wellbeing of our citizens. Our citizens must understand where it all comes from. The Americans used to act in the shadows, but now they no longer try to conceal anything. They are even proud of it. This is part of their policy, which is wild, terrible, unhinged and heedless of all legal norms. They seem to take special pride in this. This is how the United States views its exceptionalism. On that point, I agree. There is no other country like this, that has such an ideology and places itself above all the existing norms of morality and law, with so much hypocrisy and the propensity to use the democratic institutions it creates for propaganda and making misleading promises and trampling upon anything that used to be regarded as something right and good.
The restrictions they imposed by ending normal trade relations and banning exports and imports of entire product categories, blacklisting so many Russian nationals and companies, stopping deliveries of high-tech products, restricting investment in competitive sectors of the economy and trying to impose a transport blockade, etc. – all this means only one thing. The United States has thrown all the global rules of international commerce into the trash bin. The de facto theft of our foreign exchange reserves is the most hostile act of them all. We have witnessed this many times, but never at this scale. With this act, the United States defaulted on its liabilities by refusing to honour them. This is something the American citizens must clearly see for themselves. If the government engages in what amounts to outright theft, this means that they cannot service their debt. This means that they defaulted on their debt.
As for the Russia-US economic interaction, we always sought mutually beneficial ties. If only one side benefits from them, this has nothing to do with cooperation or interaction. There can be various options here, but this has nothing to do with cooperation. Even when the restrictions went beyond all reasonable limits, we were still ready to work with the US. We are not interested in looking back. Instead, we are looking forward. We are focusing on the future. If they are interested in preserving what they have not destroyed so far, we will probably seek to do the same on our side. We will treat this as the remnants of the relations we used to share. In fact, they have been shaping their trade and investment construct for decades. We must realise that for many years we have been facing a full-scale financial and economic war to destroy our economy. They have already said twice that they shattered us and “ripped us to pieces.” This is the first time I heard that you can rip something to pieces twice. They managed to do this, it seems. This is the way they view us. Still, the plan remains intact. If they already made two attempts, this means that they will persist in their efforts. We can now see this by the methods they use. One of them is to undermine the wellbeing of our citizens. Our citizens must understand where it all comes from. The Americans used to act in the shadows, but now they no longer try to conceal anything. They are even proud of it. This is part of their policy, which is wild, terrible, unhinged and heedless of all legal norms. They seem to take special pride in this. This is how the United States views its exceptionalism. On that point, I agree. There is no other country like this, that has such an ideology and places itself above all the existing norms of morality and law, with so much hypocrisy and the propensity to use the democratic institutions it creates for propaganda and making misleading promises and trampling upon anything that used to be regarded as something right and good.
The restrictions they imposed by ending normal trade relations and banning exports and imports of entire product categories, blacklisting so many Russian nationals and companies, stopping deliveries of high-tech products, restricting investment in competitive sectors of the economy and trying to impose a transport blockade, etc. – all this means only one thing. The United States has thrown all the global rules of international commerce into the trash bin. The de facto theft of our foreign exchange reserves is the most hostile act of them all. We have witnessed this many times, but never at this scale. With this act, the United States defaulted on its liabilities by refusing to honour them. This is something the American citizens must clearly see for themselves. If the government engages in what amounts to outright theft, this means that they cannot service their debt. This means that they defaulted on their debt.
As for the Russia-US economic interaction, we always sought mutually beneficial ties. If only one side benefits from them, this has nothing to do with cooperation or interaction. Europe’s militarisation is gaining momentum thanks to the alliance’s efforts. The fanning of anti-Russia hysteria is being used to increase spending on the acquisition of new weapons from their main supplier – the US military-industrial complex.

"We held a meeting with the Ministry of Finance on a whole range of issues regarding the fulfillment of budget obligations for this year, and, most importantly, the state defence order. With the difficulties that exist today, we are fulfilling the state defence order in a planned manner. Taking into account the fact that this year's budget financing exceeded the previous year's by 15%, it is obvious that we have to look at what we should pay special attention to when fulfilling the tasks of the state defence order," the Russian Defence Minister said.
"Despite the anti-Russian sanctions, today the level of concluding government contracts is 85%, in April we will complete this work in full," said Sergei Shoigu.
"We continue the advanced supply of weapons and equipment with the use of credit funds. The priorities are high-precision long-range weapons, aviation equipment, as well as maintaining the combat readiness of strategic nuclear forces," the head of the Russian military department stressed.
"Taking into account the special military operation, this year it is necessary to maintain the set pace of delivery of advanced weapons to the troops, including robotic complexes, information support and electronic warfare, as well as combat service support," Shoigu said.
"I would also like to note that the Ministry of Defence fully fulfills all social obligations to the personnel, taking into account the decisions taken on the relevant indexations. This also applies to the indexation of military allowances and wages for civilian personnel and, of course, as stipulated in our legislation, it certainly applies to military pensioners as well. During the day of March 25, high-precision cruise missiles of sea-based Kalibr destroyed a depot with ammunition and weapons in the area of the settlement of Velikiye Korovitsy, Zhytomyr region.
Also, a high-precision Onyx cruise missile destroyed a fuel base in the area of Nikolaev, from which fuel was supplied to the AFU grouping in the southern part of Ukraine.
During the day, 117 military facilities of Ukraine were hit by operational-tactical and army aviation.
Among them: six command posts, three multiple rocket launchers, one S-300 anti-aircraft missile system,
nine depots with weapons and ammunition, two with fuel and lubricants, as well as 92 strong points of the AFU units, nationalist battalions and the area of concentration of military equipment.
Three Ukrainian aircraft (two Su-25 and one Su-24), as well as six unmanned aerial vehicles were shot down by Russian air defence systems in the air over the village of Vishnevoye. In addition, one tactical missile of the Tochka-U complex was destroyed near the village of Vasilevka.
In total, since the beginning of the special military operation, 267 unmanned aerial vehicles, 207 anti-aircraft missile systems, 1,618 tanks and other armored combat vehicles, 166 multiple rocket launchers, 662 field artillery and mortar guns, as well as 1,453 units of special military vehicles have been destroyed.

We are starting a meeting of the Board of Trustees of the Alexander Gorchakov Public Diplomacy Fund.
There is no need to mention again that we are having this meeting at a difficult time. The international situation has reached its boiling point. In fact, we are witnessing the climax of a policy to contain Russia, pursued by the West for a long time now in order to weaken our positions, to try to reassert a unipolar world (as they are now admitting almost openly), demanding everyone to obey the “rules” developed by Western countries. The United States is playing a critical role in advancing these policies and philosophies. This is clear to everyone.
The support provided by Washington and Brussels (NATO and the EU) to the Kiev regime in order to turn it into a tool for containing Russia and everything that is Russian came as the high point of their Russophobic policies. All these years, Ukraine has consistently been passing laws banning the use of the Russian language in education, the media, and even in everyday life. That way, all Russian roots and the common history of the Russian and Ukrainian peoples were ripped out in Ukraine.
In recent years, Ukraine has been flooded with weapons, drawn into NATO, and nudged towards a forceful solution of the Donbass issue. The Kiev leadership was encouraged to sabotage the Minsk Package of Measures for the peaceful settlement of the crisis in eastern Ukraine even despite the fact that this document is part of international law and was approved by a UN Security Council resolution.
While the Ukrainian leadership was evading its obligations under the Minsk agreements, the nationalists were destroying civilian facilities, schools and hospitals in Donbass. Everyone knows that. These facts, including the killing of civilians, were regularly depicted by our media, but hushed up in the West. Over 10,000 civilians are dead. No one in the West paid attention to the inhuman economic, trade, transport and food blockade of the self-proclaimed Donetsk and Lugansk people’s republics.
Kiev’s unconcealed plans to acquire nuclear capability caused our concern. The military biological programmes implemented by the Pentagon in Ukraine and the creation of almost 30 laboratories came to our attention. We raised this issue at the UN Security Council. This is not a one-time act, and this topic will remain in the focus because it is directly related to risks and threats to international peace and security. It is in this vein that we will be asking questions about non-transparent military-biological activities around the globe.
We are particularly concerned about the geopolitical space of the former USSR, where the American military and the Pentagon are establishing military bio-laboratories. Even the host countries of these US facilities do not always know what kind of research they are making there.
President of Russia Vladimir Putin explained in detail that in this situation we had no choice. An onslaught was waged against us from all sides to impede our development and create a direct threat at our borders. Furthermore, Ukraine officially announced that it would never fulfil the Minsk agreements. We had no choice but to recognize the DPR and the LPR and to launch a special military operation at their requests and based on our mutual assistance treaties with them. This operation is aimed at protecting people and their lives from the danger of the war, at demilitarising and de-Nazifying Ukraine. We had to make sure that the threats to Russia’s security and the rebirth of Nazi and neo-Nazi ideology and practice, banned by the Nuremberg Trials, would never come from the territory of Ukraine.
Today, a total hybrid war was declared against us. Hitler’s Germany used this term. Now it is mentioned by many European politicians when they describe what they want to do with the Russian Federation. They do not hide their goals but declare them in public: to break, destroy, eliminate and stifle the Russian economy and Russia as a whole.
When we see this no-holds-barred sanctions campaign, we understand that nothing stands behind the “values” that our Western colleagues have continuously preached at us: freedom of expression, a market economy, the inviolability of private ownership or the presumption of innocence. As soon as the West had to do something practical as regards Russia, it easily abandoned all these values.
Regardless of these efforts, isolating Russia is out of the question (although precisely this goal was set). Nor are we going to self-isolate. We have many friends, allies and partners in the world. Russia works with many countries on all continents within many associations. We will continue to do so.
Propaganda juggles the voting numbers for provocative resolutions in the UN. However, the overwhelming majority of states outside the historical collective West do not want to play a lopsided game. They are subjected to enormous pressure, but they should not be guided by the provocative texts of propaganda that the West plays with at the UN; they need to be guided by the real status of trade and economic ties. The overwhelming majority of states has not joined (and, I’m convinced, will not join) the West’s sanctions game. These states are interested in developing equitable interstate cooperation based on the key principles of the UN Charter, primarily the sovereign equality of states. The West is crudely trampling this underfoot and imposing its “supremacy” on all countries. The history of Russia and Europe has witnessed such attempts to subdue everyone and everything. They are doomed to fail.

It is necessary to take into account the current geopolitical environment in the work of the Fund. Emphasis should be laid on promoting cooperation with the organisations in the countries that have remained immune to anti-Russian hysteria. They account for the overwhelming majority of the international community (over 80 percent of the world’s population). The newest challenges and threats (cyberspace and the persisting risk of war) should remain on the Fund’s agenda.

It is in this vein that we will be asking questions about non-transparent military-biological activities around the globe.
We are particularly concerned about the geopolitical space of the former USSR, where the American military and the Pentagon are establishing military bio-laboratories. Even the host countries of these US facilities do not always know what kind of research they are making there.
President of Russia Vladimir Putin explained in detail that in this situation we had no choice. An onslaught was waged against us from all sides to impede our development and create a direct threat at our borders. Furthermore, Ukraine officially announced that it would never fulfil the Minsk agreements. We had no choice but to recognize the DPR and the LPR and to launch a special military operation at their requests and based on our mutual assistance treaties with them. This operation is aimed at protecting people and their lives from the danger of the war, at demilitarising and de-Nazifying Ukraine. We had to make sure that the threats to Russia’s security and the rebirth of Nazi and neo-Nazi ideology and practice, banned by the Nuremberg Trials, would never come from the territory of Ukraine.
Today, a total hybrid war was declared against us. Hitler’s Germany used this term. Now it is mentioned by many European politicians when they describe what they want to do with the Russian Federation. They do not hide their goals but declare them in public: to break, destroy, eliminate and stifle the Russian economy and Russia as a whole.
When we see this no-holds-barred sanctions campaign, we understand that nothing stands behind the “values” that our Western colleagues have continuously preached at us: freedom of expression, a market economy, the inviolability of private ownership or the presumption of innocence. As soon as the West had to do something practical as regards Russia, it easily abandoned all these values.
Regardless of these efforts, isolating Russia is out of the question (although precisely this goal was set). Nor are we going to self-isolate. We have many friends, allies and partners in the world. Russia works with many countries on all continents within many associations. We will continue to do so.
Propaganda juggles the voting numbers for provocative resolutions in the UN. However, the overwhelming majority of states outside the historical collective West do not want to play a lopsided game. They are subjected to enormous pressure, but they should not be guided by the provocative texts of propaganda that the West plays with at the UN; they need to be guided by the real status of trade and economic ties. The overwhelming majority of states has not joined (and, I’m convinced, will not join) the West’s sanctions game. These states are interested in developing equitable interstate cooperation based on the key principles of the UN Charter, primarily the sovereign equality of states. The West is crudely trampling this underfoot and imposing its “supremacy” on all countries. The history of Russia and Europe has witnessed such attempts to subdue everyone and everything. They are doomed to fail.

US representatives of various levels have been trying to absolve themselves of responsibility for the state of Russian-US bilateral relations, which are nearing a total rupture. The blame is routinely laid on Russia, which is accused of causing an “escalation” because we do not miss blows and always respond to hostile attacks either in kind or asymmetrically.
Washington seems to think it is acceptable to expel Russian diplomats on trumped-up charges, seize property – or steal it, to put it bluntly, close down our diplomatic missions and then to hypocritically gape at why those “insolent Russians” repay in kind, thus hurting US missions in Russia.
Is this a result of the traditional Anglo-Saxon arrogance or an unwavering belief in their infallibility, which lets them dictate rules and conditions to others? It doesn’t matter. It is high time the Americans realise that each hostile action will be followed by a response that will hurt them in any case.
We advise those who follow the state of Russia-US relations to take a look at the timeline of aggressive actions against the Russian diplomatic presence. The facts speak for themselves.
December 2016: Following Hillary Clinton’s defeat by Donald Trump, the Barack Obama Administration expelled 35 Russian diplomats on New Year’s Eve under the pretext of alleged election meddling, while in passing also illegally taking over two of our diplomatic properties.

April 2018: The Americans demanded that the Russian Consulate General in Seattle be closed. The Consul General’ residence, which was owned by the Russian Federation as a private property, was foreclosed just like the previously seized diplomatic properties.
September 2021: The State Department arbitrarily ordered that 24 diplomatic mission staff who had been in the United States for over three years leave the US territory.
April 2021: The US Administration announced the expulsion of 10 Russian diplomats as part of a new wave of anti-Russia sanctions.
September 2021: Russia was issued an ultimatum that 55 more diplomatic staff of the Russian Federation who had been in the US for over three years must leave the country. They were given two deadlines, January 30, 2022 and June 30, 2022.
March 2022: Joe Biden’s Administration declared 12 diplomats serving at the Russian Permanent Mission to the UN and one Russian UN Secretariat employee personae non grata.
We do not evade dialogue and are ready to hold talks but only on equal terms, on condition there is a reciprocal movement, which at present cannot be discerned in Washington even under a magnifying glass. Quite the opposite, the US is doing everything to further hamper the performance of Russian diplomatic missions in the United States while at the same time engaging in hypocritical speculations on the need to preserve a diplomatic presence.

Here are just some of them over the past day:
in Kramatorsk, a vehicle delivering drinking water to civilians was hit by a mortar. As a result, three people were injured and two were concussed. The shelling was cynically carried out at the time of distribution of water to the local population;
in Odessa, on the instructions of the governor of the region, the Khadjibey dam was mined, which the neo-Nazis plan to blow up. If these criminal acts are realised, densely populated areas will be in the flood zone along with the townspeople. At the same time, an attempt by a representative of the Ukrainian state emergency service to prevent the said mad decision was rudely and harshly suppressed to the point of threatening to shoot him.

The results of the European Council’s meeting, held jointly with US leaders, reaffirmed the fact that the collective West needs Ukraine – a country that is completely controlled by Washington and in the grips of Russophobia – only as a geopolitical battering ram against Russia. This is why Ukrainian neo-Nazis are given money, weapons and ammunition which they use to kill civilians. They receive assurances of solidarity and unconditional support, and the cities destroyed by the neo-Nazis, whose residents are hiding from them in basements, are declared bastions of freedom and European values. However, the Kiev authorities’ mistaken bet is that the aggressive anti-Russian policy they are enthusiastically pursuing will hasten the day that they receive a “membership card” in the EU. Questions about Ukraine’s EU prospects are invariably answered with polite excuses.
The EU leaders’ attempts to assume the role of defenders of international law while accusing Russia of violating it are particularly inappropriate. As a reminder, in circumvention of the UN Security Council, the Western countries unleashed a series of military “humanitarian interventions” in former Yugoslavia, Iraq, Libya and Syria and have been turning a blind eye to the genocide organised by Kiev in Donbass for many years now. With regard to “war crimes,” since 2014 Russia’s Investigative Committee has opened hundreds of criminal cases against the Armed Forces of Ukraine and the national battalions for the atrocities they have committed against civilians in Donbass.

Now is the time for decisive measures to de-Nazify and demilitarise Ukraine, which is what the Armed Forces of the Russian Federation are doing. We remain confident that once these measures have been fully implemented, the Ukrainian people will return to a peaceful and neighbourly path of development. The European Union, as well as its Western partners, has yet to realise the tragic consequences of flooding an aggressive neo-Nazi regime in central Europe with money and weapons.

On the evening of March 28, high-precision air-launched cruise missiles destroyed a large fuel base near the settlement of Klevan, Rovno region. Fuel supplies for Ukrainian military equipment were carried out from this base to the suburbs of Kiev.

In the context of the special military operation launched to defend the Donetsk and Lugansk people’s republics and to demilitarise and denazify Ukraine, the United States and its satellites are waging a large-scale cyberattack against Russia. Advanced information and communication technologies are being used almost every day to attack government agencies, media outlets, critical infrastructure and vital facilities. The Kiev regime has announced international recruitment of anti-Russia IT professionals into “offensive cyber forces.” Daily malicious attacks against Russia number hundreds of thousands.
Sophisticated cyber technologies are being used to capture the personal data of Russian citizens. A lot of fake news are posted online to disorient and demoralise Russian society, discredit the actions of the Russian Armed Forces and government agencies, encourage unlawful activities of the public, complicate the operation of our industrial sectors and sow fear and instability in the country.
The unprecedented scale of these attacks and their close coordination clearly indicate that the cyberwar waged against Russia by Ukrainian special ICT operations centres trained by US and other NATO experts is being reinforced with anonymous hackers and trolls acting on orders from the Kiev regime’s Western mentors. In fact, this cyberwar is being waged by an army of cyber mercenaries who have been given concrete combat tasks that often border on terrorism.
Concerned Russian agencies are effectively fighting back and repelling these attacks. The task of strengthening ICT security in the current conditions is becoming a priority aspect of reliably ensuring national security. Efforts will be redoubled at international venues, first of all at the UN, to promote relevant initiatives. Work will continue to strengthen the legal protection of Russian individuals and legal entities from malicious foreign cyber activities.

In the context of the special military operation launched to defend the Donetsk and Lugansk people’s republics and to demilitarise and denazify Ukraine, the United States and its satellites are waging a large-scale cyberattack against Russia. Advanced information and communication technologies are being used almost every day to attack government agencies, media outlets, critical infrastructure and vital facilities. The Kiev regime has announced international recruitment of anti-Russia IT professionals into “offensive cyber forces.” Daily malicious attacks against Russia number hundreds of thousands.
Sophisticated cyber technologies are being used to capture the personal data of Russian citizens. A lot of fake news are posted online to disorient and demoralise Russian society, discredit the actions of the Russian Armed Forces and government agencies, encourage unlawful activities of the public, complicate the operation of our industrial sectors and sow fear and instability in the country.
The unprecedented scale of these attacks and their close coordination clearly indicate that the cyberwar waged against Russia by Ukrainian special ICT operations centres trained by US and other NATO experts is being reinforced with anonymous hackers and trolls acting on orders from the Kiev regime’s Western mentors. In fact, this cyberwar is being waged by an army of cyber mercenaries who have been given concrete combat tasks that often border on terrorism.
Concerned Russian agencies are effectively fighting back and repelling these attacks. The task of strengthening ICT security in the current conditions is becoming a priority aspect of reliably ensuring national security. Efforts will be redoubled at international venues, first of all at the UN, to promote relevant initiatives. Work will continue to strengthen the legal protection of Russian individuals and legal entities from malicious foreign cyber activities.
Nobody must have any doubt that the cyber aggression being waged against Russia will have dramatic consequences for its inspirers and operators. The sources of these attacks will be identified, and the culprits will inevitably be called to account for their activities in accordance with the law.

According to testimony from surrendered Ukrainian servicemen, nationalist battalions systematically receive instructions from the Kiev authorities to prepare staged videos of atrocities and massacres of civilians, looting and destruction of social infrastructure, allegedly committed by Russian servicemen.
What makes the nationalists particularly cynical is that they will do anything to carry out such orders, without sparing women, the elderly or children. The purpose of such materials is to create a negative information background around the conduct of a special military operation by the Russian Armed Forces. But despite this, a large part of Ukraine's population, knowing the true situation "on the ground" is looking for any opportunity to evacuate to the Russian Federation.
This is confirmed by the 1,734 requests for evacuation received by official bodies of the Russian Federation through various channels in the past 24 hours alone, with a total of 2,732,405 requests from 2,118 settlements in Ukraine already in the database.
Despite all the difficulties and obstacles imposed by the Ukrainian side, over the past day, without the participation of Kiev, 19,247 people were evacuated from dangerous areas, 4,078 of them children, and in total, since the beginning of the special military operation, 488,930 people have already been evacuated, of which 101,423 are children.
The state border of the Russian Federation was crossed by 59,848 vehicles, of which 2,822 per day.
On March 29, 2022, 3,135 people were evacuated from Mariupol, also without any participation of the Ukrainian side, a total of 108,802 people have already been rescued from the lawlessness organized by nationalists.

The EU’s doctrinal document on security and defence, which Brussels calls the Strategic Compass, and which was approved on March 25, is not, in all fairness, up to the level of an independent strategy and cannot serve as a true and reliable navigator in an increasingly complex geopolitical situation.
This is yet another indication of the EU’s unwillingness to carry out an unbiased analysis of why the European security situation has deteriorated and to identify ways of normalising it.
Its very first lines declare the intention to build up confrontation with Russia whose international actions have been branded as a long-term and direct threat to European security. Even this formula is far removed from the realities. We are Europe. Look at the map, at the part of Russia that is European by comparison with the territory occupied by the EU countries? This is where they should start. The EU is trying yet again to shift the blame to our country for the majority of challenges and problems it is facing. They don’t think it necessary to do justice to Russia’s place and role on the European continent or to recognise the legitimacy of our security interests. They have distorted beyond recognition the circumstances of Mikhail Saakashvili’s military adventure in attacking South Ossetia in August 2008. They are hushing up the facts of the unconstitutional coup in Kiev and the subsequent democratic vote in Crimea in support of its reunification with Russia in 2014. It is just a false mirror. They are dismissing the stabilising role of Russian peacekeepers in Transnistria. But Brussels is not ashamed to cover up for its Kiev clients, who spent eight years sabotaging the Minsk Package of Measures for settlement in Donbass and who were nurturing plans to “mop it up” by force.
There is a trend towards the EU’s militarisation and its coalescence with the United States and NATO (if earlier we said that they were twins, today NATO has “gobbled up” the EU ideologically by politicising its agenda, although the EU has been created as an economic community). The Compass describes the two as the most important and reliable strategic partners of Brussels. Thereby they have made yet another step towards devaluing the ambition to enhance the EU’s own “strategic autonomy,” an ambition its leaders have repeatedly stated. The discrepancy between this claim and the EU’s real-life obedience to Washington with regard to the majority of regional agendas outlined by the document is just one of many contradictions the Compass abounds in. Brussels declares that there is no room for the use of force in the 21st century but simultaneously has a stake in rushing lethal weapons to third countries and creating a EU combat potential to carry out military interventions elsewhere. They reject the spheres of influence concept, but at the same time set the goal of strengthening their presence in eastern and southern neighbourhood countries lest “others take their place.” They declare a commitment to free choice of means to ensure states’ own security and yet deny that right to Russia’s ally, Belarus.

A mop-up of nationalist formations is underway in Zolotaya Niva. The advance was 8 kilometers. Up to 50 personnel, 3 tanks, 5 IFVs and 8 vehicles of various purposes were destroyed in this area.
Units of the Lugansk People's Republic continue their offensive on Severodonetsk. Fighting to mop-up Zhytlovka settlement is underway.
Ukrainian nationalist battalions in Severodonetsk direction suffer serious losses. As a result of the disruption of transport links, possibilities to replenish them are blocked. During the day, over 50 nationalists, 2 tanks, 3 IFVs and 2 missile and artillery depots were destroyed in this area.
Planned regrouping of troops in Kiev and Chernigov directions is underway.
The first stage of the special military operation conducted by the Russian Armed Forces in Donbas and Ukraine was planned to force the enemy to concentrate its forces, means, resources and military equipment to hold on to high populated areas in these directions, including Kiev. To bring them down on the battlefield and, without storming these cities to avoid civilian casualties, inflict such a defeat on the armed formations of the Kiev regime that it would not be able to use these forces in the main direction of our Armed Forces in Donbass.
All these goals have been met.
At the same time, the Russian army also solved another task, namely - in the absence of an inflow of fresh enemy forces from the western and central regions of Ukraine, through professional military action, using the absolute air dominance it had gained, also using modern high-precision weapons - to create all the necessary conditions for the final stage of the operation to liberate the People's Republics of Donbass.
To this end, the long-term defensive fortifications created by the Kiev regime over eight years have been, and continue to be, continuously targeted. All major lines of communication, supply and reserve approach are taken under full control. Ukraine's air defence systems, airfield infrastructure, major military depots, training and mercenary concentration centres have been destroyed. Work on them continues.
Thus, all the main tasks of the Russian Armed Forces in Kiev and Chernigov directions have been completed.
The objective of the regrouping of the Russian Armed Forces is to intensify action in priority areas and, above all, to complete the operation for the total liberation of Donbass.
Over the past day, air defenсe means of the Russian Aerospace Forces shot down 2 Ukrainian unmanned aerial vehicles near Balakleya and Verkhnetoretskoe.

A study of the new material by Russian experts of the Nuclear, Biological and Chemical Protection Troops identified specific officials who had been involved in the creation of the biological weapons components.
These are the heads of units and staff of the US Department of Defense, as well as its main contracting companies. As the ongoing journalistic investigations in the Western press show, these campaigns were directly linked to the son of the current US president, Hunter Biden.
As a result of the special military operation, research in a number of Ukrainian bio-laboratories, where work with strains of particularly dangerous pathogens was being carried out on behalf of the Pentagon, has been stopped.
A number of documents obtained from these laboratories, however, reveal the concealment of the test subjects' identities and the serious risk to their lives.

At the same time, the Russian army also solved another task, namely - in the absence of an inflow of fresh enemy forces from the western and central regions of Ukraine, through professional military action, using the absolute air dominance it had gained, also using modern high-precision weapons - to create all the necessary conditions for the final stage of the operation to liberate the People's Republics of Donbass.

The Russian Defence Ministry continues to study documents received from employees of Ukrainian laboratories about secret military biological activities of the United States in Ukraine.
A study of the new material by Russian experts of the Nuclear, Biological and Chemical Protection Troops identified specific officials who had been involved in the creation of the biological weapons components.
These are the heads of units and staff of the US Department of Defense, as well as its main contracting companies. As the ongoing journalistic investigations in the Western press show, these campaigns were directly linked to the son of the current US president, Hunter Biden.
As a result of the special military operation, research in a number of Ukrainian bio-laboratories, where work with strains of particularly dangerous pathogens was being carried out on behalf of the Pentagon, has been stopped.
A number of documents obtained from these laboratories, however, reveal the concealment of the test subjects' identities and the serious risk to their lives.
Of particular interest are documents indicating the Kiev regime's plans to use drones capable of carrying and dispersing lethal substances.

On March 28, Chairman of the US Senate Foreign Relations Committee Robert Menendez sent a letter to IAEA Director General Rafael Grossi in which he demanded that the head of this reputable international organisation take urgent steps (including in the UN Security Council) to prevent the subversion of Ukraine’s energy infrastructure by the Armed Forces of Russia. This is a most drastic example of interference in the affairs of the IAEA. Its charter clearly states that in performing his duties, the Director General cannot receive instructions from any source outside the agency. Moreover, each member “undertakes to respect the international character of the responsibilities of the Director General and the staff and shall not seek to influence them in the discharge of their duties.” Who, if not the head of the relevant Senate committee, should know this basic precept?
Menendez made an absurd call to the IAEA to prevent the transport of nuclear fuel from Ukraine and the dismantling of equipment for delivery to Russia. We will explain this expressly for the senator and his aides: it is Russia that sends nuclear fuel to Ukraine (the last time Russia sent it was for the Rovno Nuclear Power Plant in late February). The four Russians that accompanied the delivery are still being held illegally in Ukraine. They are compelled to read out, before a camera, anti-Russia statements that have been written for them. At present, they are still being held as hostages, and we are working for their release.
We have repeatedly reported to the international public that the Russian military has taken under its protection the Chernobyl and the Zaporozhiye nuclear power plants with the express purpose of preventing terrorist attacks. A group of Ukrainian subversives made an abortive attempt to attack the Zaporozhiye NPP on March 4. Ukrainian operators continue working at these plants and no one is interfering in their work. We support the efforts of the IAEA Director General to ensure physical nuclear safety at the above facilities. We are doing this in practice, as distinct from the hollow statements by US Senator Menendez.
It seems the Russophobic hysteria that has swept Capitol Hill has deprived US lawmakers of the ability to see reality. This is the only explanation for their endless calls for anti-Russia actions in authoritative multilateral agencies. These calls are designed to undermine the foundations of international organisations and turn them into appendages for the US’ destructive policy. As part of a tour through Western parliaments to collect weapons for 'defending Europe and democracy', Zelensky, speaking to Norwegian Storting MPs on March 30, accused Russia of allegedly 'mining the sea' and blocking foreign ships in Ukrainian ports.
Given Zelensky's ignorance of the real situation outside Kiev and the activities of his own subordinates, we officially inform.
Between February 25 and March 4, the remnants of the Ukrainian navy's mine clearing forces planted about 420 sea anchor mines of the YaM-1 type in the waters of Black and Azov seas, 370 in the Black Sea and 50 in the Azov Sea.
As a result of stormy conditions in the Black Sea and due to poor technical condition, about 10 Ukrainian mines have had their bottom anchor wires broken.
Since then, under the influence of wind and surface flows, the Ukrainian mines have drifted freely southwards in the western part of the Black Sea.
One Ukrainian mine was recently discovered and neutralised by Turkish sailors. The second Ukrainian mine is neutralised in Romanian territorial waters.
No one can know where the remaining Ukrainian mines are drifting today. The leadership of the Kiev nationalist regime, which by its criminal actions has created a direct mine threat to the transport and cargo ships of all Black Sea countries, is even more so.
As for Zelensky's lie about allegedly blocking around 100 foreign ships in Ukrainian ports, we explain.
Ukrainian authorities are currently forcibly detaining 68 vessels belonging to Turkey, China, Switzerland, Greece, Malta Panama, Marshall Islands, Sierra Leone, Comoros, Belize, Liberia, Cayman Islands, Denmark, Syria in Chernomorsk, Odessa and Nikolaev ports .
At the same time, the Russian Federation daily from 08:00 to 19:00 Moscow time opens a safe corridor of 80 nautical miles wide for these vessels to leave the territorial waters of Ukraine in the south-western direction.
However, the crews of the ships in question told us in radio conversations that any departure of a foreign vessel from Ukrainian ports was forbidden by the Ukrainian authorities under threat of immediate sinking.

The EU policy of sanctions against Russia oversteps all limits. Following the launch of the special military operation in Ukraine Brussels is arbitrarily imposing unilateral restrictions against numerous Russian citizens and companies. Their personal data is being openly released in contravention of every international legal norm currently in force. Absurd and unlawful “criteria” are hastily being cooked up in order to add more names to the list.
While attempting to portray Russia as the perpetrator of the systemic crisis of European security, Brussels officials refuse to admit that they themselves have over many years connived at the hardening of Russophobic and neo-Nazi sentiments in Ukraine as well as its militarization and alignment with NATO efforts to militarily contain our country. In spite of our repeated pleas, they indulged the Kiev regime’s sabotage of the Minsk “Package of Measures” and its stifling of the Russian language in Ukraine. They turned a blind eye to the methodical extermination of peaceful residents of Donbass.
Now, instead of drawing lessons from what happened Brussels is drifting by inertia towards an impasse by imposing restrictive measures against Russia. Moreover, it seeks to involve other sovereign countries against their national interests into these pointless and illegal efforts, fraught with further escalation in Europe and the wider world. Impose unprecedented pressure and blackmail upon them.
Just as in many other aspects of the “hybrid war” declared by the West against Russia, its citizens, Russian-speakers abroad as well as leading Russian companies, the EU’s intention is evident – to force Russia to renounce its vital interests. This is part and parcel of the collective West’s policy to contain Russia, to subjugate our development to the Western goal of reestablishing its unchallenged global domination, to prevent Russia from ensuring its national security and deny it the right to promote its own constructive agenda on the world stage.
The events of recent weeks demonstrate the futility of these efforts.
The EU’s actions are not only driving the relationship with Russia into a deadlock, but are similarly jeopardizing the well-being and security of its own citizens, as well as the stability of the global financial and economic system.
In response to the unilateral sanctions of the European Union, the Russian side, acting on the basis of reciprocity, which is fundamental for international law, is expanding significantly the list of representatives of EU Member States and institutions who will be denied entry to the Russian Federation in accordance with Federal Law No.114-FZ on the Procedure of Exiting and Entering the Russian Federation of 15 August 1996.
The restrictions apply to the top leadership of the EU, a number of European commissioners and heads of EU military bodies, as well as the overwhelming majority of members of the European Parliament that have advanced anti-Russian policies. The reciprocal Russian blacklist also includes high-level officials including government and parliament members of some EU Member States, public and media figures who are personally responsible for promoting illegal anti-Russian sanctions, inflaming Russophobic sentiments and infringing on the rights and freedoms of Russian-speakers.
The relevant note by the Ministry of Foreign Affairs of the Russian Federation has been transmitted to the Delegation of the European Union in Moscow in due order, notifying them of measure undertaken.
We reaffirm that any further unfriendly action by the EU and its Member States will inevitably be met with a forceful response.
