Realizing the importance of the humanitarian component in the course of the special military operation in Ukraine, by decision of the country's leadership, the Russian Ministry of Defence established joint coordination headquarters for humanitarian response on the basis of the National Centre for State Defence Control of the Russian Federation, which began to work around the clock. This headquarters includes authorized representatives of all federal executive bodies, state corporations and organizations, as well as Russian Federation entities.

The main tasks of the Joint Coordination Headquarters are:

- providing comprehensive humanitarian assistance to the population of Ukraine in the controlled areas, as well as the Donetsk and Lugansk People's Republics;

- ensuring the safe evacuation of the civilian population Ukraine and foreign citizens.

The presidents continued their frank exchange of views on the situation regarding Ukraine.

Vladimir Putin commented in detail on President Macron’s Address to the Nation on the Ukraine War, which he delivered yesterday, disputing many of the points. Thus, Emmanuel Macron described Russia’s statements about fighting Nazism in Ukraine as “lies.” In this connection, the President of Russia provided a well-corroborated explanation regarding the neo-Nazis’ substantial role in the state policy of Kiev. He pointed out that during the special operation to defend Donbass, Russia intends to continue its uncompromising struggle against the militants of the nationalist armed units, who are committing military crimes, including by deploying military equipment in residential areas and using civilians as human shields.

The President of Russia noted that Emmanuel Macron had not mentioned in his address that the Ukrainian leadership had sabotaged the Minsk agreements for the past seven years, or that the Western countries, including France, had done absolutely nothing to make Kiev implement them. Moreover, they had closed their eyes to years of genocide against peaceful civilians in Donbass, which led to numerous casualties and forced hundreds of thousands of people to seek asylum in Russia.

Vladimir Putin put forth the details of Russia’s principled approach and terms in the context of talks with the representatives of Kiev. Another point the President of Russia emphasised was that the Russian Armed Forces involved in the special operation, which is proceeding according to plan, are doing their utmost to save civilian lives. They are using precision weapons to destroy exclusively military infrastructure. The allegations about missile and bomb attacks on Kiev and other Ukrainian cities are untrue and are elements of the anti-Russia disinformation campaign.

Vladimir Putin reaffirmed Russia’s readiness for cooperation with its foreign partners to address acute humanitarian problems. He urged the President of France to join the efforts to ensure the safe evacuation of foreign nationals from Ukraine. He mentioned, for example, the large group of Indian students in Kharkov, whom the Ukrainian security services have taken hostage. Emmanuel Macron promised to take the issue up with the Kiev leadership.

It was agreed to continue contacts at various levels on the issues raised during the conversation.

The military attache was pointed out to the illegal activities of Croatian citizen Denis Sheler, who participated in the hostilities in the south-east of Ukraine in 2015, forming detachments of Croatian mercenaries to be sent to Ukraine.

We noticed that we are aware of the arrival in Ukraine of about 200 Croatian mercenaries.

I want to emphasize that all mercenaries sent by the West to help the Kiev nationalist regime are not combatants under international humanitarian law.

They are not entitled to prisoner of war status.

The best thing that awaits foreign mercenaries upon arrest is criminal prosecution.

We urge citizens of foreign countries planning to go to fight for the Kiуv nationalist regime to think twice before the trip.

Foreign Ministry statement on the EU’s role in the developments in Ukraine

For many years, the European Union, posing as a peacemaker, lavishly financed the Kiev regime, which came to power in an anti-constitutional coup. The EU stood in silence while the population of Donbass was being exterminated and the Russian language was being strangled in Ukraine. It disregarded our endless calls to take notice of the predominance of Nazis in the Ukrainian authorities, and the socioeconomic blockade and murder of innocent civilians in the southeast of Ukraine. The EU conditioned its future relations with Russia on the implementation of the Minsk Package of Measures but has done nothing to encourage Kiev to start implementing its main provisions. At the same time, the EU gave Kiev money and visa-free travel and extended anti-Russia sanctions under far-fetched pretexts. The EU took part in Kiev’s performances, which put in question the territorial integrity of the Russian Federation.

Masks have now come off. The February 27 decision to send lethal weapons to the Ukrainian militarists is self-exposing. It has marked the end of Euro-integration as a “pacifist” project allegedly launched to reconcile European nations after WWII. The EU has irrevocably taken the side of the Kiev regime, which waged a policy of genocide against part of its own population.

Unbeknownst to themselves, the Brussels officials started using Orwell’s newspeak. They have announced the intention to “invest” in the war launched in Ukraine in 2014 through a mechanism with a self-explanatory name, the Europe Peace Foundation. The EU leadership unashamedly describes missiles, small arms, munitions and even combat aircraft as “defensive” systems.

The EU has shown the real worth of the rule of law in Europe, having disregarded all the eight criteria of its own “common position” of December 8, 2008 defining common rules governing control of exports of military technology and equipment (2008/944/CFSP), which explicitly prohibits the export of weapons and military equipment from the EU in the following cases:

1. if the country of final destination does not respect international obligations and commitments (Kiev disregarded its commitments under the Minsk Package of Measures approved by UN Security Council Resolution 2202);

2. if the country of final destination does not respect human rights, and if there is a clear risk that the military technology or equipment to be exported might be used for internal repression (Kiev is guilty of genocide in Donbass);

3. if an armed conflict is underway, and the deliveries could aggravate existing tensions or conflicts in the country of final destination;

4. if deliveries could hinder the preservation of regional peace, security and stability, and if there is likelihood of armed conflict between the recipient and another country;

5. if deliveries could endanger the national security of the EU member states (that the military technology or equipment to be exported could be used against the interests of the EU member states);

6. if there are doubts regarding the policy of the buyer country, in particular, its compliance with commitments on the non-use of force, and commitments to international humanitarian law and to non-proliferation and other areas of arms control (Kiev is not a shining example of compliance with these commitments, especially in light of the factual instances of grey schemes in arms exports from Ukraine);

7. if there is a risk that the military technology or equipment will be diverted to an undesirable end-user, including terrorist organisations (in light of the uncontrolled distribution of weapons in Ukraine, it is virtually guaranteed that some of them will eventually make their way to the shadow market);

8. if deliveries could disrupt the balance between militarisation and socioeconomic development of the recipient state (Kiev should pay more attention to the Ukrainian economy rather than use force to suppress dissent).

The EU citizens and agencies involved in the delivery of lethal weapons, fuel and lubricants to the Ukrainian Armed Forces will be held responsible for any consequences of these actions during the ongoing special military operation. They should be aware of the severity of these consequences.

Another myth that has been exposed is the EU’s claim that its unilateral restrictions, which are incompatible with international law, are not directed against the Russian people. The Brussels officials, who only recently posed as a “strategic partner” of Russia, are saying openly that they intend to inflict the maximum possible damage on Russia, hit its weak spots, batter the Russian economy and “suppress Russia’s economic growth.”

We are sure that this is not going to work. We will provide a tough response to the EU’s actions. Currently, a catastrophic humanitarian situation has developed in most of the territory of Ukraine, which, unfortunately, is rapidly deteriorating. The most difficult situation in Kiev, Kharkov, Sumy, Chernigov and Mariupol, as well as in a number of other settlements. In these cities today there is practically a humanitarian catastrophe.

Despite all our calls, the Ukrainian Nazis block thousands of Ukrainian citizens, as well as a large number of foreigners, and do not let them out for evacuation to safe places. The terrorists of the national battalions continue to use civilians and foreign citizens as "human shield".

Today there are more than 7.5 thousand foreigners forcibly held as hostages in various settlements of Ukraine, including: in Kharkov - 3,189 citizens of India, 2,700 citizens of Vietnam, 200 citizens of Jordan, 30 citizens of Egypt; in Sumy - 576 citizens of India, 121 citizens of China and 100 citizens of Ghana, as well as 60 citizens of Egypt and 45 citizens of Jordan.

In Sumy, neo-Nazi formations fired at a hostel on Kharkovskaya Street, where Indian students live, as a result, five people were injured, and the fate of eleven people is currently unknown.

On March 4, 2022, the Minister of Defence of the Russian Federation,General of the Army Sergei Shoigu, had a telephone conversation with UN Secretary General Antonio Guterres, during which the situation in Ukraine was discussed in detail.

Sergei Shoigu informed the UN Secretary General about the reasons for the decision to conduct a special military operation on the territory of Ukraine. They were caused by the fact that the leadership of Ukraine for eight years refused to comply with the Minsk agreements, encouraged the entry of nationalists and neo-Nazis into all power structures, and recently sharply intensified the shelling of the civilian population of Donbass.

The support of Western countries inspired Kiev to such an extent that it announced claims to possess nuclear weapons. The meaning of Ukraine's existence has become hostile opposition to Russia, through the efforts of the West, it has turned into a territory from which a serious threat to Russia's security emanates.

General of the Army Sergei Shoigu, during a conversation with Antonio Guterres, stressed that during the special operation, only military infrastructure facilities that were created for the purpose of militarization of Ukraine and conducting a brutal punitive operation against the civilian population of southeastern Ukraine are being disabled by high-precision means.

The Russian army does not threaten civilians, does not fire at civilian objects, and fully complies with the requirements of international humanitarian law.

The Minister of Defence of the Russian Federation drew Guterres' special attention to the fact that nationalist and neo-Nazi formations, in which there are also foreign mercenaries, are covered by civilians as a human shield. There is objective data on how they place heavy military equipment (tanks, MLRS, artillery and mortars) in residential areas of cities, acting like brutal bandits, ignoring the threats posed by this to civilians.

The attitude of the Kiev regime to the fact that detachments of the Armed Forces of Ukraine and nationalists take foreign citizens hostage, including thousands of young people, students who studied in Ukraine, causes extreme bewilderment. For example, for more than two days at the railway station in Kharkiv, they held over three thousand Indian citizens, mostly students. An attempt made by students from India to leave Kharkov on foot to Belgorod was stopped, they were detained, forcing them to return at gunpoint. The UN Secretary-General thanked the Russian Defence Minister for his assistance in the evacuation of UN personnel from the territory of Ukraine, which took place in an organized manner, without any incidents. He asked to increase the effectiveness of the interaction of the relevant UN structures with the Russian Defence Ministry to address humanitarian issues in Ukraine.

In fact, they are pushing these people into the line of fire.

The nationalists are acting even worse towards their own citizens, their own people. As I said, they are using people as human shields. Our service personnel have reported instances where people in residential buildings in the Donetsk People’s Republic – in Severodonetsk, Lisichansk and other towns – are forced to gather in the middle floors; the windows and walls in the lower floors are broken open to mount heavy weaponry such as cannons, and tanks, and machineguns, and snipers are placed on the roof and on the upper floors.

It is only fascists that did this, they were the ones that treated civilians so inhumanely when Soviet forces were fighting them, including as they were liberating Ukraine.

Vladimir Putin laid out Russia’s principled approaches in the context of the special military operation to protect the residents of Donbass, explaining in detail its objectives that will be achieved without fail.

Olaf Scholtz expressed concern over the active hostilities and reports of the sides’ civilian and military casualties. Vladimir Putin recalled that for eight years, the Western partners shut their eyes to the genocide of people of the Donbass republics perpetrated by the Kiev regime. About 14,000 people, including thousands of children, died as a result. During the special operation, the Russian military are doing all they can to protect civilian lives. Reports of shelling in Kiev and other big cities are crudely fabricated propaganda.

It was emphasised that the main threat is posed by neo-Nazi military units that are committing numerous war crimes. They are using terrorist methods by deploying strike weapons in residential areas and cynically using civilians as cover. The Kiev authorities continue to break their promise to stop the barbarity – the number of such cases has been on the rise in the past few days.

We are increasingly documenting the appearance of mercenaries from third countries, including Albania and Croatia, militants from Kosovo and even jihadists with experience in combat in Syria.

In addition, over 6,000 foreign citizens, mostly students, have essentially been taken hostage and are being used by radicals as the human shield. Attempts to leave the districts controlled by Ukrainian forces are stopped at gunpoint. One recent case that cannot be ignored is the shelling of a foreign student dormitory by the neo-Nazis in the city of Sumy. Some students were wounded.

The collective West prefers to ignore such violations of international humanitarian law, and so the President of Russia urged Olaf Scholz to compel the Kiev authorities to release foreign citizens as soon as possible and organise their safe evacuation.

Vladimir Putin reaffirmed that Russia is open to dialogue with Ukraine as well as all those in Ukraine who want peace, but on the condition that all Russian demands are met. These include a neutral and nuclear-free status for Ukraine, mandatory demilitarisation and denazification of the Ukrainian state, recognition of Russia’s sovereignty over Crimea and the sovereignty of the DPR and the LPR within the borders of the Donetsk and Lugansk regions.

The hope was expressed that representatives of Kiev will take a reasonable and constructive position at the planned third round of talks.

In addition, cases of discrimination of human rights on racial grounds have become more frequent, namely, nationalist activists prevent the evacuation of foreigners, especially those with dark skin color, as well as citizens of India, Israel, Indonesia, Pakistan and Egypt.

At the same time, the Russian side has created all conditions for the population of the liberated territories to return to a peaceful and safe life, ensuring unhindered access to humanitarian aid continues.

Since the beginning of the special military operation, more than 156 thousand people have been evacuated from dangerous zones, 41,596 of them children, including 6,613 per day, of which 967 children.

17,365 private cars crossed the state border of the Russian Federation, 924 of them per day.

Fighter aircraft and air defence of the Russian Aerospace Forces shot down three more Ukrainian Su-27 fighters and three unmanned aerial vehicles in the air.

In total, for yesterday and incomplete today, the Ukrainian Air Force lost 11 assault aircraft and 2 helicopters.

Almost all combat-ready aviation of the Kiev regime has been destroyed.

At the same time, we know about Ukrainian assault aircraft that had previously flown to Romania and other border countries.

The use of the airfield network of these countries for basing Ukrainian military aviation with subsequent use against the Russian Armed Forces can be regarded as the involvement of these states in an armed conflict.

Russian high-precision long-range weapons and military equipment of Ukraine are put out of action.

The Kiev nationalist regime forces employees of enterprises of the military-industrial complex of Ukraine to restore damaged military equipment for subsequent deployment to the areas of hostilities.

As part of the task of demilitarizing Ukraine, the Russian Armed Forces will defeat Ukrainian enterprises of the military-industrial complex with high-precision weapons.

In order to avoid a threat to the lives of employees of enterprises of the Ukrainian defence industry, we warn in advance of planned strikes against such facilities.

We call on the personnel of the Ukrainian defence industry plants not to be led by the Kiev nationalist regime and to leave the territories of their enterprises.

During a special military operation, the facts of the Kiev regime's emergency cleanup of traces of a military biological program funded by the US Department of Defence implemented in Ukraine were revealed.

We have received documentation from employees of Ukrainian biological laboratories on the emergency destruction of especially dangerous pathogens of plague, anthrax, tularemia, cholera and other deadly diseases on February 24.

Now the documents are being analyzed by Russian specialists of NBC protection troops.

It is obvious that with the beginning of a special military operation, the Pentagon had serious concerns about the disclosure of conducting secret biological experiments on the territory of Ukraine.

The received documents confirm that the development of biological weapons components was carried out in Ukrainian biological laboratories, in the immediate vicinity of the territory of Russia.

In order to prevent the disclosure of facts of violation by the United States and Ukraine of Article 1 of the UN Convention on the Prohibition of Bacteriological (Biological) and Toxin Weapons, the Ukrainian Ministry of Health sent an instruction to all biological laboratories on the emergency liquidation of stored stocks of dangerous pathogens.

Today, as part of the humanitarian operation, the Russian Federation once again attempted to evacuate civilians from Mariupol, while the routes, time and place of meeting of the humanitarian convoy were worked out in detail and agreed with the Ukrainian side. Russia has fulfilled all the conditions for the creation of a humanitarian corridor.

We are forced to state that the Ukrainian side has not fulfilled its obligations.

According to the results of objective control, including the use of unmanned aerial vehicles, we found that no humanitarian convoys were formed in Mariupol.

Moreover, the Ukrainian authorities, using Internet resources and television, are actively misinforming the residents of Mariupol about the postponement of the evacuation, due to the alleged non-compliance by the Russian side with the promised silence regimes. This is a total deception and betrayal of their people. At the same time, the units of the Armed Forces of Ukraine fire at the positions of the Russian Armed Forces at the time specified for the humanitarian corridor.

All these provocations make it clear that the Kiev authorities deliberately evade the implementation of the agreements reached and continue their criminal actions to use the civilian population as a human shield.

In addition, to date, the Ukrainian side categorically rejects any interaction on the evacuation of a large number of people from Kharkiv and Sumy, where thousands of civilians, including foreign states, are being held.

It is reliably known that since the beginning of the special military operation, thousands of people, including foreigners, are ready to leave the territory of Ukraine and go to the Russian Federation, but the Kiev authorities flatly refuse to release them, fearing that the whole truth about the atrocities against civilians by neo-Nazis will become known worldwide.

Taking into account the catastrophic humanitarian situation and its sharp aggravation in Kiev, Kharkov, Sumy and Mariupol, as well as at the personal request of the President of the French Republic Emmanuel Macron to the President of the Russian Federation Vladimir Putin, the Russian Armed Forces for humanitarian purposes, on March 7, from 10:00 a.m. establish cease-fire and open humanitarian corridors:

from Kiev:

Route - Kiev, Gostomel, Rakovka, Sosnovka, Ivankov, Oranoe, Chernobyl, Gden (Republic of Belarus), Gomel. With subsequent transfer by air transport to the Russian Federation;

from Mariupol:

Route No. 1 - Mariupol, Novoazovsk, Taganrog, Rostov-on-Don, then by air, rail and road transport to selected destinations or points of temporary accommodation;

Route No. 2 - Mariupol, Portovskoye, Mangush, bypassing Nikolskoye, Respublika, Rozovka, Bilmak, Pologi, Orekhov, Zaporozhye;

from Kharkov:

Route - Kharkiv, Nekhoteevka, Belgorod, then by air, rail and road transport to selected destinations or points of temporary accommodation;

from Sumy:

Route No. 2 - Sumy, Golubovka, Romny, Lokhvitsa, Lubny, Poltava.

This information has been brought to the specialized structures of the UN, OSCE, ICRC and other international organizations through all available information resources, including the media.

We demand from the Ukrainian side strictly fulfill all the conditions for the creation of humanitarian corridors in this areas and to ensure an organized withdrawal of civilians and foreign citizens.

At the same time, during the opening of humanitarian corridors, the Armed Forces of the Russian Federation will carry out continuous monitoring of the evacuation, including with the use of UAVs. Therefore, we warn that all attempts by the Ukrainian side once again to deceive Russia and the entire civilized world in disrupting the humanitarian operation, allegedly through the fault of the Russian Federation are useless and meaningless this time.

We expect concrete actions from the official Kiev authorities, as well as from the leadership of the cities listed.

Unfortunately, a detailed and well-planned operation to open humanitarian corridors and declare cease-fire regime simultaneously in several of the most threatened areas should have brought at least some positive results in order to save people who are in a terrible humanitarian catastrophe.

For the exit of civilians and foreign citizens forcibly held by the Ukrainian authorities in Kiev, Kharkov, Sumy and Mariupol, the Russian Armed Forces today once again established cease-fire and opened humanitarian corridors:

from Kiev to Gomel, with transfer by air transport to the Russian Federation;
from Mariupol by two routes to Rostov-on-Don and Zaporozhye with departure to the west of Ukraine, from Kharkov to Belgorod,
from Sumy along two routes to Poltava, at the suggestion of the Ukrainian side and Belgorod - then by air, rail and road transport to selected destination points or places of temporary accommodation.
Yesterday, from 10:00 to 11:40 p.m., this information was brought to the official representatives of the Kiev authorities, representatives of foreign embassies, relevant structures of the UN, the OSCE, the International Committee of the Red Cross and other international organizations through all information resources, including the media.

Only today at 7:10 a.m., an official response from the Ukrainian side was received with consent to open humanitarian corridors. But at the same time, the Kiev regime, in agreement, deliberately did not include the openning of humanitarian corridors in the direction of the Russian Federation from Kiev, Kharkov, Mariupol and Sumy.

The residents of these and other settlements were not notified about the possibility of unhindered safe evacuation.

The grouping of troops of Lugansk People's Republic, continuing offensive operations, took control of Smolyaninovo, Voevodovka, Kremennaya, Kudryashovka, Borovenki, Purdovka, Zamulovka. The advance was 6 kilometers.

The units of the armed forces of Donetsk People's Republic established control over Azov, Novotatarovka and Mirnoe.

Units of the People's Militia of Donetsk Republic conducted offensive operation in Mariupol.

The main clashes were in the west of the city - in Novoselovka, Moryakov and Osaviakhim, and in the east - in Naydenovka and Azov Ring.

Yesterday, at about 17:00 Moscow time, on Pobedy Avenue in Mariupol, DPR servicemen clashed with Ukrainian armed nationalists unit.

In total, 2,396 military infrastructure facilities of Ukraine were destroyed during the operation.

Among them: 82 command posts and communication centres of the Armed Forces of Ukraine, 119 S-300, Buk M-1 and Osa anti-aircraft missile systems, as well as 76 radar stations.

Destroyed: 827 tanks and other armored combat vehicles, 84 multiple rocket launch systems, 304 field artillery and mortars, 603 units of special military vehicles, 78 unmanned aerial vehicles.

Today, from 10:00 a.m. Moscow time, a cease-fire has been declared, and six humanitarian corridors were opened:

one from Kiev to Gomel;

two from Mariupol to Zaporozhye and Rostov-on-Don;

one from Kharkov to Belgorod;

two from Sumy to Belgorod and Poltava.

Detailed information about the humanitarian corridors was brought to the Ukrainian side in advance, as well as to the specialized structures of the UN, the OSCE and the International Committee of the Red Cross.

During the opening of humanitarian corridors, the Armed Forces of the Russian Federation will carry out objective control of evacuation with the use of unmanned aerial vehicles.

The Ministry of Defence of the Russian Federation has repeatedly drawn attention to the biological programmes implemented by the Pentagon in the post-Soviet area.

Including the territory of Ukraine that has united a chain of more than 30 biological laboratories divided into those for scientific research and for sanitary-epidemiological investigations.

Those works have been ordered by the Defence Threat Reduction Agency (DTRA). A firm affiliated to the defence department (Black and Veatch above all others) are involved in the implementation of the projects.

The works refer to three main branches. In the first place, it refers to the biological situation observation in the areas of possible deployment of the NATO military contingents, according to the Pentagon. In the second place, it is dedicated to collecting and transporting the strains of dangerous microorganisms. The third branch of activity refers to scientific investigations on potential biological weapons agents that are specific for that region, possessing natural focuses and able to be transmitted to humans.

For example, since 2021, the Pentagon has been carrying out the project called 'Diagnosis, observation and prevention of zoonotic diseases in the Armed Forces of Ukraine' funded with 11.8 million dollars.

In 2020-2021, the German Ministry of Defence examined the Crimean-Congo hemorrhagic fever, leptospirosis, meningitis, hantaviruses causative agents within the Ukrainian-German initiative for biological security on the external borders of the European Union.

Under the pretext of testing agents for the treatment and prevention of the coronavirus infection, a few thousand of serum samples taken from the infected individuals that refer to the Slavic ethnicity have been transported from Ukraine to Walter Reed Army Institute of Research.

At the same time, the activity of the biological laboratories that, according to our data, has been intensified since 2014 and the so-called Ukrainian healthcare system 'reforming' programme implemented by the United States have led to an unmanageable increase of hazardous and economically important infections morbidity.

Thus there has been noted an increase of rubella, diphtheria and tuberculosis cases in Ukraine. The incidence of measles has increased more than 100 times. The World Health Organization has declared Ukraine a country with a high risk of the poliomyelitis outbreak.

We are considered that in the year of 2007 a strain of African swine fever with high contagiousness was constructed in the Georgian biological laboratory which is subordinate to Pentagon. It`s spread caused significant economic damage to a number of states including Ukraine and Poland and excluded them from a number of pork exporters.

The analysis of the acts of destruction shows that work was carried out with pathogenes of plague, anthrax and brucellosis in the Lviv biological laboratory, pathogens of diphtheria, salmonellosis and dysentery in laboratories in Kharkov and Poltava. Here are some of them: only in Lviv 232 containers with the casuative agent of leptospirosis, 30 containers with tularemia, 10 with containers brucellosis, 5 containers with plague were destroyed. In total more than 320 containers. The nomenclature and excessive number of bio-pathogens indicate that the work was carried out within the framework of military biological programs.

The curators from the Pentagon understand that if these collections get to Russian experts a fact of violation of the Convention on the Prohibition of Biological and Toxin Weapons by Ukraine and the USA will most likely be confirmed. Namely: carrying out work to enhance the pathogenic properties of microorganisms with usage of synthetic biology methods.

Only this can explain a haste with which the liquidation was carried out.

Emergency statement of the Joint Coordination Headquarters for Humanitarian Response in Ukraine (March 7, 2022)

Due to the failure and inability of the Ukrainian side to ensure the functioning of humanitarian corridors, the situation in a large number of settlements on almost the entire territory of Ukraine, primarily in such cities as Kiev, Chernigov, Sumy, Kharkov and Mariupol, is rapidly deteriorating and has acquired the character of a humanitarian catastrophe.

At the same time, the Russian Federation provided full preparation and security on the planned routes during the previously announced humanitarian operations to evacuate civilians and foreign citizens.

Without the participation of Ukraine, the Russian side has managed to withdraw 173,773 people from the areas of the special military operation from the Lugansk and Donetsk people's republics, Ukraine to the Russian Federation territory, including 44,187 children, as well as 19,969 personal vehicles.

Currently, these citizens of Ukraine are in temporary accommodation centres, in hotels, sanatoriums and boarding houses, they are provided with hot meals, the children went to schools, kindergartens, issues of temporary employment are being promptly resolved. Despite the irresponsible attitude of the Ukrainian side to the life and health of ordinary civilians, including foreigners, the Russian Federation is ready for the next humane steps to withdraw the civilian population from all settlements that have been in a humanitarian catastrophe, as well as to create decent accommodation conditions in Russia for all refugees.

Taking into account the persistent continuous appeals of foreign embassies, as well as direct requests from Ukrainian citizens for evacuation from almost all settlements (such appeals only from March 5 to March 7, 2022 in the official structures of the Russian Federation and in the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine more than 2 million (2,000,417) have been registered, the Russian Federation is ready to prepare and conduct a humanitarian operation.

But its effectiveness depends only on the Ukrainian side. The key issues of preparing a humanitarian operation and ensuring the safety of the civilian population, as well as foreign citizens during their evacuation from settlements, where nationalists controlled by Kiev are taking all measures to prevent people leaving, are completely within the competence of the Kiev authorities.

In order to conduct a humanitarian operation:

1. From 10:00 a.m. (Moscow time) on March 8, 2022, the Russian Federation declares cease-fire and is ready to provide humanitarian corridors:

from Kiev and adjacent settlements to the Russian Federation through the territory of the Republic of Belarus to Gomel city with delivery by air to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;

from Chernigov through the territory of the Republic of Belarus to Gomel with delivery by air transport to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;

from Sumy by two routes to Poltava and to the territory of the Russian Federation to Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, in the southern direction - in agreement with the Ukrainian side;

from Kharkov to the territory of the Russian Federation to Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, to Lvov, Uzhgorod, Ivano-Frankivsk - in agreement with the Ukrainian side;

The advance was 9 kilometers.

The units of the People's Militia of the Donetsk People's Republic took control over Osaviakhim block in Mariupol.

Over the past 24 hours, bomber and attack aircraft of the Russian Aerospace Forces destroyed 158 military facilities on the territory of Ukraine.

Destroyed: 866 tanks and other armored combat vehicles, 91 multiple rocket launch systems, 317 field artillery and mortars, 634 units of special military vehicles, 81 unmanned aerial vehicles.

In order to safely evacuate civilians from settlements today, from 10:00 a.m. Moscow time, cease-fire is established and humanitarian corridors from Kiev, Chernigov, Sumy, Kharkov and Mariupol are opened.
