Re Less than 10 being families rather than individuals, that would make a lot of sense since so many civilians seem dialled in, however, in #60 we are specifically told ten people:

I think they mean 10 people. 10 is a lot, and “full picture” may be open to interpretation. Military doesn’t necessarily mean “active duty” military. Most operators don’t have the full picture. Operators are only given enough information to complete their mission. For many reasons, including their own safety, and preventing them from compromising the overall plan. An individual could even be “insulated” for their own safety…so you might assume someone is included in the “10” that isn’t.
