Ex-CIA station chief Douglas London writes that the CIA is likely already arming and training potential insurgents in Ukraine, and that Congress has probably secretly authorized covert aid to the insurgency and that US & UKR likely have covert ops plans already in place.

If a viable, independent Ukraine remains standing, whether ruled from Kyiv or Lviv (the largest city in the western part of the country), the United States and its NATO allies can openly aid in its in defense with weapons, training, and cash. It’s reasonable to deduce that the CIA’s legal charter to partner with foreign intelligence counterparts has allowed it to provide training and materials to its Ukrainian partners for years, just as U.S. military trainers have worked with and supplied their Ukrainian counterparts.

This aid will have to become covert if Russia seizes the government and fully occupies the country. Military support for action against a sovereign country with which the United States is not at war has to be clandestine, much like U.S. support for the Afghan mujahideen against the Soviet Union in the 1980s, for Iraq’s Kurds prior to the 2003 invasion, and, less successfully, for rebels in Syria a decade ago. Attacking behind enemy lines would require a presidential covert action finding funded by Congress. Of course, a version of this authorization probably already exists and might at most need modification by the White House as a new Congressional Memorandum of Notification to accommodate the shifting circumstances.

Tbilisi-based Richard Lugar Center for Public Health Research, and Pentagon-linked U.S. health non-profits have again become a target of Russian-South Ossetian bio-warfare allegations.

The Tskhinvali Security Committee (KGB), led by former FSB official Oleg Shiran, said on February 2 that Tbilisi could use the Lugar Center’s research into infectious diseases for “bioterrorism” in the region.

Noting that the Lugar Center experimented with coronaviruses, the Tskhinvali KGB said the Eco Health Alliance, a non-profit based in New York, “involved in bat research under the U.S. Department of Defense program, has been operating in Georgia and has been in contact with the Wuhan laboratory.”

The S. Ossetian KGB also targeted The Walter Reed Army Institute of Research, Pentagon’s largest bio-medical research facility, claiming U.S. military medics will run new “secretive” laboratory and administrative building to be built near the Lugar Center.

EcoHealth Alliance Gets Big Bucks for Risky Virus Research

Georgia — EcoHealth Alliance has a $6.5-million Pentagon grant114 for “Understanding the Risk of Bat-borne Zoonotic Disease Emergence In Western Asia” (2017-2022).

Arms Watch115 reports that this grant involves genetic studies on coronaviruses in 5,000 bats collected in Georgia, Armenia, Azerbaijan, Turkey and Jordan. The studies were conducted at the Lugar Center, a $161-million Pentagon-funded biolaboratory in Georgia’s capital, Tbilisi. Russia claims116 the Georgia lab is the site of a U.S. biological weapons program.

According to USASpending.gov,117 EcoHealth Alliance has received $2.88 million in grants for work in Georgia. The Lugar Center is one of the labs that hosts EcoHealth Alliance’s Western Asia Bat Research Network.118

Three years ago, more than 100 people in another Ukrainian city contracted cholera. Both epidemics are thought to have been caused by contaminated drinking water. 60 people with hepatitis A were hospitalized in Zaporozhye in the summer of 2017. The cause of infection, according to official reports of Ukrainian doctors, remained unclear.

In the Odessa region, 19 children - guests of an orphanage - were hospitalized due to an infectious disease in June 2017. 29 cases of hepatitis A were registered in Kharkiv in November of the same year. The virus was isolated in contaminated drinking water.

By the way, one of the American companies working in Ukraine - the Southern Research Institute (SRI) - is conducting research related to cholera, as well as influenza and ziku - diseases of "military significance" in the Pentagon's view.
