The "???" is like an ellipsis in that it indicates an omission, but in the case of "???" it's like saying to the reader, "Let's ponder a bit".

Russia did state all of this last year as well as the year before. These exercises are no different than what the US and South Korea do every year. My point of the post wasn't the Russian point of the exercise, but rather that Biden said KEV and not Kiev. The weird fact that KEV is a group that pushes cashless systems into schools and that a school was damaged in Ukraine seems like Biden might be projecting or misspeaking again. This has happened before with someone misspeaking and revealing their hands a bit. This might be one of those times. Hell, KEV reads like a group that could easily launder money without anyone even thinking twice about it.
