The Russian side confirms its readiness to continue working on the China-proposed Global Development Initiative, including participation in the activities of the Group of Friends of the Global Development Initiative under the UN auspices. Consider this phrase: "What are their demands?"

So most opposition is controlled opposition. Why on earth would the Controllers let random folks change policy by protesting unless the wanted the policy change in the first place? Hell folks are not even allowed to really vote. So all opposition, often by default, comes from those managing the polarity.
