Tons of Christians claim to "know" what God wants, all the time, everyday. It's part and parcel with that "personal relationship" Christians claim to have with their Christ.
Just Google "what does God want" and get an eyeful of people telling you what God wants.

So if a person cannot get the vaccine because of medical reasons, are they not “listening to God”?
I don't get that from the Governor's statement, but, I think she would say for those who can get vaccinated to do it out of love for your neighbor who can't and is vulnerable to the virus.
On the other hand, if they are only repeating what the bible makes known of God's will, they are not in error according to their tenets.
I guess she was also referring to individuals not taking the vaccine based on advice from doctors.

That's your guess. I don't believe that to be the case.
"We are not through this pandemic," Hochul said during her homily at the Christian Cultural Center, a non-denominational megachurch. "I wished we were, but I prayed a lot to God during this time and you know what, God did answer our prayers. He made the smartest men and women, the scientists, the doctors, the researchers — he made them come up with a vaccine. That is from God to us and we must say, ‘Thank you, God. Thank you.'"
....
Hochul then showed off her necklace that indicated her vaccination status before alleging those who refuse the COVID-19 vaccine "aren't listening to God and what God wants."
"I need you to be my apostles," Hochul told her audience. "I need you to go out and talk about it and say, ‘We owe this to each other. We love each other.’ Jesus taught us to love one another and how do you show that love but to care about each other enough to say, ‘Please get the vaccine because I love you and I want you to live? I want our kids to be safe when they're in schools? I want to be safe when you go to a doctor's office or to a hospital and are treated by somebody?' You don't want to get the virus from them. You're already sick or you wouldn't be there."
"And here is my promise to you, my friends. I will use the inspiration of God in my life and fight for you every single day as your governor and beyond," Hochul added.

He highlights the definition of terms on August 26, 2021.

Immunization: A process by which a person becomes protected against a disease through vaccination. This term is often used interchangeably with vaccination or inoculation.
That had been their definition since at least May 16, 2018, according to PJ Media.
But then, come September 1, suddenly there was a big change.
Immunity: Protection from an infectious disease. If you are immune to a disease, you can be exposed to it without becoming infected.

Jesus Is Tested in the Wilderness
1Then Jesus was led by the Spirit into the wilderness to be tempted a by the devil. 2After fasting forty days and forty nights, he was hungry. 3The tempter came to him and said, “If you are the Son of God, tell these stones to become bread.”
4Jesus answered, “It is written: ‘Man shall not live on bread alone, but on every word that comes from the mouth of God.’ b ”
5Then the devil took him to the holy city and had him stand on the highest point of the temple. 6“If you are the Son of God,” he said, “throw yourself down. For it is written:
“ ‘He will command his angels concerning you,
and they will lift you up in their hands,
so that you will not strike your foot against a stone.’ c ”
7Jesus answered him, “It is also written: ‘Do not put the Lord your God to the test.’ d

Like refusing a vaccine because you believe God will protect you from the virus?

Ah haha...
The purity argument...No True Scotsman...logic fallacy.
Sweety, I was such a holy roller immersed in Christianity I still consider myself a "good Christian". I just don't believe in Jesus or the biblical God anymore. I've redefined "Christ" and "God" to fit my spiritual needs. And that's the way that works when you graduate Christianity.
A "good Christian" knows that Jesus is the way, the truth, and the light and the way lies through Him.
Here you are endorsing Hochul for doing the same thing you accuse of Pence of and don't like from him.
