"The dismissal of the last of the lawsuits attempting to undermine democracy in furtherance of the Big Lie affirms that despite intense scrutiny, and an unprecedented misinformation campaign, the 2020 election was fair and secure, and the results accurately reflect the will of the voters," she said.

What red herring? And what anxiety? I dont live in Arizona, and i know nothing will change except maybe a law or 2 here and there, zero sum game to me.

I'd say that disconnect is between the definition of "update" and "conclusion."

In any ongoing situation -- as the audit most definitely is -- any and all reports of new information or actions since the last report is an update. The Arizona Senate conducting a hearing, with testimony and reports from the auditors, is an "update."

The audit isn't over, the report isn't written and released, and the Senate has not yet (because they cannot) responded in either word or deed. So there is no conclusion.

Only updates.

The liaison between Senate Republicans who authorized the audit and county officials told a hearing Tuesday that serial numbers were missing on damaged ballots that were duplicated so they could be read by vote tabulation machines.

I'd sure like to know how many ballots we're talking about. I found a video and a transcript of that conversation, but it's not clear if it's some or all of the original ballots. This is Ken Bennett speaking at the hearing:

Madam President, this comes right out of ars.16.621 which says, ā€œif any ballot including any ballot received from early voting is damaged or defective so that it cannot properly be counted by the automatic tabulating equipment, a true duplicate copy shall be made of the damaged or defective ballot in the presence of witnesses and substituted for the damaged or defective ballot.ā€ It also says ā€œall duplicated duplicate ballots created pursuant to this subsection shall be clearly labeled duplicate and shall bear a serial number that shall be recorded on the damaged or defective ballot.ā€ Weā€™ve started into our first boxes of ballots that were damaged and had to be sent to duplication, there are some other situations, for example, braille ballots ā€“ I looked at a box of braille ballots the other day and a braille ballot is about the size of a cookbook and itā€™s got a big plastic ring thing on the side and itā€™s about an inch thick and that has to be determined what were the votes in that and those votes have to be reflected on a duplicate ballot. As we were going through some of the early boxes of boxes marked as original or damaged ballots sent to duplication, we then went to boxes marked duplicate ballots and we are finding a six-digit unique identifier serial number, it says in ā€œ16621ā€ on the duplicate ballots, but weā€™re not finding a corresponding serial number on the original ballot that was damaged or otherwise had to be duplicated. In fact I was so surprised that I brought the two observers from the Secretary of Stateā€™s office over along with some other volunteer observers from various parties just to ā€“ kind of ā€“ document that weā€™re running into batch after batch after batch of ballots sent to duplication, but thereā€™s no unique serial number or identification number on the ballot that had to be duplicated ā€“ that should correspond with a ballot over in the ā€œhas been duplicated boxā€ because those should match up one-for-one ā€“ and obviously they should add up the total number of ballots as a whole, but you literally should be able to say ā€˜hereā€™s the damaged ballotā€ and itā€™s ā€œ123456ā€ and ā€œhereā€™s the duplicated ballotā€ ā€œ123456ā€ and anyone could be, should be, able to audit and say ā€œyes we can see that the votes off of the damaged ballot ā€“ that the machine couldnā€™t read ā€“ have been correctlyā€¦ madeā€. And so we are struggling as to how weā€™re going to be able to match up ballots sent to be duplicated with the ballots that were duplicated, if one of those ā€“ the originals ā€“ are missing that six-digit numberā€¦ weā€™re struggling as to how weā€™re going to be able to match the originals to the duplicates if the originals donā€™t have the same serial number as required by 16.621 as the duplicate palette does.

Just one more example.

There's plenty of disconnects and misinterpretations going on. I would say most are honest in nature. Much of this is difficult to put in perspective or context if you aren't familiar with it.

Not all though. Those who are most familiar with the matters are also most capable of creating disconnects and misinterpretations... aka mistruths and half truths and outright disinfo.

Even if you cant match them up , do the stack of dupes match the stack of originals in numbers(maybe the original are just mixed in?), or can they simply not find them? Even without a match, you could still check the tallies if the originals are separated out
Even if this is never resolved, is the impact negligible?

Yes! Those are also questions we need answered. If we can at least match the number of original ballots with the duplicate ballots, then we can rule out the so-called "phantom" ballots.

I'm also wondering if they are/can be matched by voting precincts, and absentee drop-offs or mail-ins. Or some other way to narrow some of the questions down.

So often, the new info or "answers" we get just raise more questions. And why aren't reporters and others -- including Fann -- asking the right questions in the first place? So frustrating!

It is simple...

The original 'spoiled' ballots that are duplicated must bear a unique serial number that ties it to the new/replacing ballot that duplicated it.

The original 'spoiled' ballots are all missing this unique serial#, thereby making it impossible to match them up (origina/spoiled ballots and the ones that duplicated them), making it extremely difficult if not impossible to prove that they were duplicated incorrectly (whether intentional or not is another matter).
