The only collateral a state can offer in exchange for loans is citizens' labor (income tax); property (property tax); or sale of underground assets (coal, minerals).

Something is defo wrong with Cummings leaving. Putting his personality to one side (I'm pretty sure he is on the spectrum) the man is an analyst, a calculator. When I went in to detox you wouldn’t believe the amount of people there simply because they used so much they ODed, ran out of money or ran out of contacts to get street drugs so legal drugs was the next best thing. It seemed to be part of the cycle - street drugs>hospital >discharge>street drugs, repeat. They were playing cards, chillin just waiting for the next med call having a jolly time. I’d say 90% were on Medicaid state insurance, so their habit was subsidized. They had no intention of getting better.
I’m not judging them, i know they’re victims of a rotten system so I cant blame them to a degree, shoot I was there too for my own stuff. I naively assumed people went to detox to actually come off stuff, turns out they pump you full of them. I left after a few days for that reason alone.
