My first thought when looking at this map is that it looks like a map showing water overflowing the land masses of Asia and parts of North America, northern SA, Africa and Australia look smaller.
Like the aftermath of a disaster and rising sea levels, let’s call it an asteroid...

Section 2332b of Title 18, U.S.C., effective April 24, 1996, was enacted as part of the Antiterrorism and Effective Death Penalty Act of 1996, Pub. L. 104-132, § 702, 110 Stat. 1214, 1291. Effective April 24, 1996, the United States now has jurisdiction to prosecute the murder, kidnapping or assault of a member of the immediate family of all Federal officials where such crimes are committed with the intent to interfere with those Federal officials in the performance of their duties or are committed to retaliate against those officials for the performance of their duties. Prior to April 24, 1996, § 115 primarily covered only the immediate family members of the President, Vice President, Members of Congress, all Federal judges, the heads of Executive agencies, the Director of the CIA and Federal law enforcement officials.
