Sulayem, the chairman of port operator DP World, was allegedly unaware of the purchase.
The events known as the Dubai Ports World controversy sawDP World, the holding company owned by the United Arab Emirates, face backlash when their attempted ports takeover prompted an American national security debate in 2006. DP World hired Winer’s company to help them purchase Peninsular & Oriental Steam Navigation, which had the contract to operate some of America’s biggest ports.
The Bush administration initially approved the deal, which would have seen the Dubai-owned DP World lease the management of port operations in some of America’s busiest sea terminals, including in New York, Newark, Baltimore and Miami
Jonathon Winer at the time was a partner at the law firm of Alston & Bird, which was hired in 2005 by DP World to help it purchase P&O.
Jonathan Winer, a longtime associate of former Secretary of State John Kerry, set up a meeting in late 2014 with an executive at APCO Worldwide, an international consulting firm where Winer worked before and after his most recent stint at the State Department.
Winer also attempted to set up a meeting in November 2014 between Steele, a former MI6 officer, and executives at McLarty Associates, a consultancy founded by Bill Clinton’s first chief of staff, Mack McLarty.He also put Steele in contact with a former ambassador to Morocco and APCO partner related to a “Morocco immediate need.”
Emails obtained by The Daily Caller News Foundation show that Glenn Simpson, an executive at Fusion GPS, contacted Jonathan Winer, who then served as State’s special envoy for Libya, on Sept. 19 and Sept. 22, 2016. That was days ahead of the publication of a Yahoo! News article that was the first story to cite information gathered by Christopher Steele, the former British spy who authored the dossier.
Late Wednesday, a whistleblower and former FBI informant connected to the Uranium One scandal revealed greater detail on the agreement that reportedly enriched the Clinton family and its foundation.
The informant, Douglas Campbell, explained that the Russians paid millions to APCO worldwide, a lobbying group, because it was in a “position to influence the Obama administration, and more specifically Hillary Clinton,” John Solomon of The Hill reported.
At the time, the senior vice president of APCO was Jonathan Winer. Once a registered foreign agent and before that a longtime Senate staffer under John Kerry, Winer has seamlessly moved his career back and forth between the foreign lobbying world and official government work
Multiple outlets have reported that Winer served as the bridge between dossier author Christopher Steele, two longtime Hillary Clinton operatives, and the Obama State Department.
Winer is very well connected to the major players who developed the Trump-Russia dossier.
APCO Worldwide is providing Washington media support for the prime and finance ministers of embattled Ukraine. Ukrainian officials meet in DC tomorrow with Internatonal Monetary Fund execs and bondholder committee members.
APCO is still discussing its terms of engagement with Ukraine's PM, but the firm will receive a fixed fee of $35K through next month.

An employee of the Defense Intelligence Agency (DIA) was arrested today on charges related to his alleged disclosure of classified national defense information (NDI) to two journalists in 2018 and 2019.
“As laid out in today’s indictment, Frese was caught red-handed disclosing sensitive national security information for personal gain,” said Assistant Attorney General for National Security John C.
