So you'd want to exclude him unless he decided he wanted to be a woman before puberty and because he was too strong? I see. So your solution would be that only SOME transgenders would be allowed. These silly social justice led ideals always run into the same issue in practice. You just end up having to create convoluted rules that end up excluding some people and creating injustice. That's what happens when feelings dictate ideas and not logic.
