It's the front of a Romulan triangle ship with the blue light on top of the ship, and it's poking out of the clouds to keep an eye on the human's hunk of flying metal.

Did you watch the video? It does not seems as if you watched more then once. He was not filming the clouds, the object was in view as soon as the camera started recording.
This is the internet, its filled with billions of people and every one has their own opinion and KNOWLEDGE to contribute. You make it sound as if speculating weather this video is real or not is pointless because it seemingly cant be done... Meanwhile your fingertips are connected the largest rapidly growing data base in history.
Its unwise to assume its real and vice versa when hardly any thing has been gathered SO FAR.

Yes,
I'm inclined to think this is something ground based as 12volt proposed on the first page, then the blue light itself is seemingly bright, but it doesn't make much of an impression on the darker part of the clouds its supposed to be in, something some poster on Youtube has remarked about.
