Yes, cosmic rays, solar irradiance, solar storms/flares, etc...causes fluctuations/cycles to the earth.
This has NEVER been disputed. You mentioning heliophysics doesn't give us any real answers.

I contend that regardless of the causes of climate change...it needs to be prepared for in some form or fashion and it doesn't need to be put off in the name of a buck. "If" the drought in the Midwest is going to be a long term cycle...we need to prepare for that. We should be building reservoirs and aqueducts to catch and store the spring rains and then have a delivery system in place for the drought stricken summers...it's common sense.
