We do not have the knowledge to answer that with any degree of certainty.
The only thing science knows about this hormone therapy is that it has worked on rats with no noticeable side effects. They will find out as the people using it age over time and they hope that it works as planned.
The unfortunate part of this type of science is that we never do know until after the fact. Just the nature of our current understanding of human physiology coupled with a much greater understanding of chemical composition.
We are still very very infantile in our study of the human brain. We are just starting to get a grasp on the architecture, we have yet to even start to understand how it works inside that architecture.
Doesn't help that it is one of the most 'unique per person' components of our being.

Sometimes they are and I do sincerly hope for this childs sake that the potential risks never appear.
But, we must never dismiss the real risks or the potential risks. It is only through constantly analyzing the risks that we can hope to save an persons that do encounter them.

Unfortunately the decision has routinely been made by parents or doctors upon birth. Long before the child can have any say.
