the most simple answer is its a contrail...why? it looks like a contrail, it acts like a contrail, and its slow like an airplane.
As a person whom lives right down the street from nasa, I have seen many a rockets and such going up...they move pretty bloody fast...there is no mistaking or splitting hairs between the two...
