He may very well have a condition, nobody knows because he needs an indepth neurological exam, so for you to say that his stuttering and old age don't play a part is disingenuous to say the least. It may be a variety of things. I would like to see the same indepth neurological exams for all candidates.

My elderly mother had had a stutter her whole life and she doesn't freeze, become forgetful, or shuffle her feet. Those are NOT symptoms of someone with a stutter. They simply are not.
