But in this specific case, he defrauded the people who had purchased or invested in the properties. Not the banks, which were the middle-men on the money transactions. The banks are implicated in the fraud, but have plausible deniability.
To some extent, Trump defrauded the customers of the banks, too. It was their money that the banks loaned to Trump and which were not secured by sufficient actual value to have been a good investment.
