Yes, space based DEWs have to deal with atmospheric attenuation, however a shift to the UV range say of 200 to 400nm solves a number of attenuation issues ;-) A DEW with a nuclear reactor would be against the nuclear arms in space treaty as the reactor would power a weapon of mass destruction.
